ORDINANCE DESIGNATING CERTAIN PROPERTY AS A LANDMARK:
504 SINGER AVENUE -SINGLE FAMILY RESIDENCE

WHEREAS, the Lemont Historic Preservation Commission has initiated an application to designate
the single family residence at 504 Singer Avenue as a landmark, as authorized by Village of Lemont Unified
Development Ordinance as amended; and
WHEREAS, the Lemont Historic Preservation Commission conducted a public hearing on August
13, 2009 and has reviewed the testimony regarding designation as a landmark property for the single-family
residence at 504 Singer Avenue; and
WHEREAS, the Lemont Historic Preservation Commission has found that such property is of
sufficient architectural and historical significance that it is appropriate for designation as a landmark; and
WHEREAS, the Board of Trustees of the Village of Lemont has received the recommendation of
the Historic Preservation Commission and its findings and has considered same; and
WHEREAS, the Village Board of Trustees has made the following findings of fact;
I. The building has significant value as part of the historic, heritage or cultural characteristics of
Lemont and Cook County;
2. The building is identified with a person or persons who significantly contributed to the development
of Lemont;
3. The building is representative ofthe distinguishing characteristics ofarchitecture inherentlyvaluable
for the study of a period, type, method of construction or use of indigenous materials, especially the Lemont-
Jolietlimestone known as "athens marble;"
4. The building's unique location and singular physical characteristics make it an established or familiar
visual feature including its presence in the skyline of Lemont;
NOW, THEREFORE, BE IT ORDAINED by the Village President and Board of Trustees of the
Village of Lemont, Cook, Will and DuPage Counties, Illinois as follows:
Section 1.
That the real estate described in Exhibit "A" hereto be and is hereby designated as a landmark
pursuant to the Unified Development Ordinance of the Village of Lemont.
Section 2.
That this Ordinance shall become effective from and after its passage and approval in the manner
provided by law.

The Commission shall schedule a public hearing within 60 days of receipt of this application. Public Notice shall be sent by mail to owners} of record,
lessees, and to the nominator(s) and adjoining property owners not less than 15 days prior to hearing date. Notice of Hearing shall be published in a
newspaper of general circulation in the Village of Lemont.
Exhibit I
Criteria in Support of Proposed Designation.
The Lemont Unified Development Ordinance sets forth criteria for consideration of Landmark
designation. The building at 504 Singer Avenue possesses the integrity of design, workmanship, materials,
location, setting and feeling specified by the ordinance,
Significant value as part of the historic, heritage or cultural characteristics of Lemont, Cook
County, State of Illinois, or the United States.
Historically, the year 1893 marked a year of change and unrest in the community of Lemont.
Quarrymen were striking after finding their wages cut from $1.75 to $1.50 a day. Construction of the new
Sanitary & Ship Canal was underway and with it came the dens of sin and debauchery known as Smokey
Row. Use of limestone as a building material was on the decline, replaced by stone block which was less
expensive to produce and use as a building material. Mayor John McCarthy oversaw construction ofthe new
City Hall.
In the heydey of the stone quarrying industry, fortunes were made and many of Lemont's prominent
high style architecture homes were built. One such house is the residence at 504 Singer Avenue.

Lemont.
Although no information is available on the original builder and owner of 504 Singer Avenue, it is
safe to speculate that it was a person of some prominence in the community.
3. Representative of the distinguishing characteristics ofarchitecture inherently valuable for the
study of a period, type, method of construction or use of indigenous materials, especially the
Joliet-Lemont limestone known as "athens marble"
The Illinois Urban Architectural and Historical Survey (Granacki, 2006) of the Lemont Historic
District, rates the residence at 504 Singer Avenue as Significant:
"The home at 504 Singer, built in 1893, is an exceptional local example ofthe Queen Anne style with
excellent integrity. Its most prominent feature is its round conger tower with conical roof. The tower has
a cutaway inset balcony with spindlework frieze, turned wood columns, paneled wood door, and multi-light
Queen Anne-style glazing. The front entry porch has a mansard roof, turned columns and a decorative wood
frieze. There is also. a wide friezeboard over the front window and paired scroll brackets in the eaves. It is
rated significant in this survey and was included in the IHSS (Illinois Historic Structures) Survey." (1971-
1975)

No information is available on the architect or builder.
5. Its unique location or singular physical characteristics that make it an established or familiar
visual feature, including presence in the skyline as viewed from the northern entrance to
Lemont.
Singer Avenue, even in postcards of the area before there were paved streets and sidewalks, is one
of the most picturesque residential streets in the Village. The residence at 504 Singer stands out as
a perfect example of victorian construction with its unique architectural features which have been
well preserved for over a century.
6. Its character as a particularly fine or unique example of a utilitarian structure, including, but
not limited to farmhouses or commercial structures, with a high level of integrity or
architectural significance.

The Eric Wall Family owned and resided at 504 for many years when I was a child. It
was asingle-dwelling, wooden structure with a stone foundation. A shed or garage was
located m back by the alley, separate from the house.
Mr. & Mrs. Wall had two sons, Harry and Robert and two daughters, Hilder and Evelyn,
who were employed. Harry later married Leona Starshak, whose family lived on Singer
Avenue at 715. They had a son, Donald, who presently lives in Lemont. Robert also
married, but had no children.
After Mr. Wall retired, the family moved to Warner Avenue, across from Virginia Reed
Playground, where Mr. Wall was a caretaker and looked after the children on the
playground for safety purposes.
The Walls sold the house on Singer Avenue to a Paul Meyers Family, who converted the
second story to an apartment where the son and his wife lived. After the elder Meyers
passed on, the son and his family later moved to another area. The house was then sold
to Matt Bromberek and his wife Beatrice (Heinz). They had three children, Ronald,
Wayne and Mary Kay. Both boys live in Lemont -Mary Kay in Indiana.
The home was recently sold to the present owner who is converting it back to a single-
dwelling home. There is no change in the style of the home -wooden with a stone
foundation. There was a shed or garage in back by the alley, separate from the house.
