I do further certify that the deliberations of the Corporate Authorities on the adoption
of such Ordinance were taken openly, that the adoption of such Ordinance was duly moved and
seconded, that the vote on the adoption of such Ordinance was taken openly and was preceded by a
public recital of the nature of the matter being considered and such other information as would
inform the public of the business being conducted, that such meeting was held at a specified time and
place convenient to the public, that notice of such meeting was duly given to all of the news media

In connection with the issuance of (the "Bonds "): $5,000,000 Taxable General
Obligation Waterworks and Sewerage Bonds (Alternate Revenue Source), Series 2010A (Build
America Bonds (Direct Payment)) of the Village of Lemont, Illinois (the "Issuer ") this
constitutes a Bond Order (the "Bond Order ") under Section 3(a) of the Issuer's Ordinance No.
0- 103 -10, adopted December 13, 2010 (the "Bond Ordinance," as supplemented and amended,
with respect to which undefined terms herein shall have the meanings therein), with respect to
which the Issuer directs Amalgamated Bank of Chicago, Chicago, Illinois, as Bond Registrar to
authenticate the Bonds, and upon payment therefor, to deliver them to The Depository Trust
Company, New York, New York, for the account of Bernardi Securities, Inc., Chicago, Illinois,
the underwriter for the Bonds, and the Issuer hereby specifies terms of the Bonds, as follows:
1. Maturity / Interest Rates. The Bonds are to be dated December 15, 2010 and shall
mature and come due on December 1 in each year, as follows:

2. Optional Redemption. The Bonds are subject to optional redemption, as follows:

by the Issuer (but in inverse order if none is specified), at a redemption price of par, plus accrued

4. Incorporation. This Bond Order incorporates the Bond Ordinance for the Bonds.
5. Build America Bonds. The Series 2010A Bonds are to be "Build America Bonds
(Direct Payment) ", under the American Recovery and Reinvestment Act of 2009; and an
irrevable election under the American Recovery and Reinvestment Act of 2009 for such Build
America Bonds is hereby made under Sections 54A, 54AA and 6431 of the Code.
6. Insurer/Policy. There shall be no Insurer or Policy unless paid for by the Underwriter.
9. Filing. After December 15, 2010, and before the date of issuance of the Bonds an
original counterpart of this shall be filed with the County Clerks of Cook, Will and DuPage
Counties, Illinois, each who is authorized and directed to extend and collect the Pledged Taxes
above. This filing is on the order and direction of the Issuer's Village President and Board of
Trustees and Village Clerk under the Bond Ordinance.
