RESOLUTION APPROVING ACCEPTANCE OF PUBLIC IMPROVEMENTS
IN FORDHAM HILL ESTATES SUBDIVISION
WHEREAS, pursuant to Ordinance 456, the Subdivision Regulations of the Municipal Code, to
provide for the orderly growth of the Village and those territories within one and one half miles of the
corporate limits; and
WHEREAS, in accordance with Section X of the Subdivision Control Ordinance, the Village Board
of Trustees shall consider requests to accept public improvements upon completion of same; and
WHEREAS, Walter Rebenson, representing the Fordham Company, the developer of property
known as "Fordham Hill Estates," has submitted a bill of sale and has petitioned the Village for acceptance
of the public improvements in said subdivision; and
WHEREAS, Village Staff and Village Engineer have reviewed "Fordham Hill Estates"
improvements for compliance with approved plans and the Lemont Subdivision Control Ordinance and the
Fordham Hill Estates annexation agreement, and recommended approval of the request; and
WHEREAS, the Village will release securities held to guarantee installation of the public
improvements since they have been found to be satisfactory, excepting a letter of credit maintenance
guarantee for a period of one year from the date of acceptance.
NOW THEREFORE BE IT RESOLVED that the Village of Lemont President and Board of
Trustees hereby accept "Fordham Hill Estates" in accordance with the terms of the Lemont Subdivision
Control Ordinance subject to the following conditions:
1. A one -year maintenance guarantee shall be posted equal to five percent of the original estimate of
probable cost, or $175,000, in the form of a bank letter of credit.
2. The developer shall complete construction of public sidewalks on all vacant lots within the
subdivision no later than thirty (30) days from the effective date of this resolution.
3. The developer shall perform additional maintenance and landscape installation tasks within the 9.6
acre open space outlots (Lots 97 & 98) as outlined in the letter from Charles Stewart, Urban Forest
Management dated August 24, 2003.

As -Built / Enhancement Plan
Dear Mr. Teddy:
As Requested, I have reviewed the As -Built l Enhancement Plan dated 19 August 2003.
Although not noted, I believe this plan was to be prepared by Growing Creations, the landscape
contractor for the project. I have also reviewed the transmittal letter from Mr. Rebenson dated
August 21, 2003 and the attachments to the letter from Mr. Greg Sagen the landscape architect
for the project. The following comments summarize this review:
General Comments
1. The approved plan was appropriate to the site. I did not observe the site preparation or
seeding work in progress. Also, T did not review any work in progress inspection reports
from the landscape architect or any one else. My previous comments were based solely on
the approved plan and site conditions that T observed at the time of my site visits.
2. It was necessary to provide the as -built plan due to field changes that were made to the
approved plan. It is my understanding that the landscape contractor made the changes due to
concerns for working on some of the slopes on the site. Concerns of this type are certainly
valid. It would have, however, been useful to point out the potential problem and discuss the
resolution with the landscape architect and the Village prior to making the changes.
3 The as -built plan indicates that three areas were enhanced with additional seeding in July of
2003 and that one additional area will be enhanced in August 2003 based on comments I
made our during our recent meeting with the developer and his team. These are certainly
positive steps. Mr. Sagan's review letters of 16 August 2003 and 21 August 2003 contain
some good recommendations for fall mowing, overseeding with a drill seeder, fertilizing the
Tall Fescue Turf with a specified fertilizer, manual removal and disposal of weed seed heads,
manual removal of weeds, a spring 2004 application of a specified broadleaf herbicide for
the Tall Fescue Turf, and tree care. Mr. Rebenson's letter indicates that these
recommendations are being implemented. It will be important to follow through on the
maintenance recommendations for the duration of the maintenance period.

Specific Comments

The following specific comments discuss the various seed mixes and provide some comparisons
between the approved landscape plan and the as -built / enhancement plan.
1. The approved landscape plan contains a plant list that is replicated on the as -built /
enhancement plan. This plant list contains four specific Turf Mixes and four Special Seed
Mixes. Each Turf Mix is either a single Special Seed Mix or a combination of Special Seed
Mixes.
Turf Mix A contains only the Special Seed Mix A. Special Seed Mix A is a 90% blend of
30 % each of (3) turf -type fescue grass varieties. The final 10% of this mix is Kentucky
Bluegrass. On the approved landscape plan, Turf Mix A was intended to be the dominant
mix over the entire common area. It was to be maintained at an unmowed height of 12" - 18"
It is seeded at a rate of 300 lbs / acre. It will provide initial cover and slope stability and will
continue to seed and provide slope stability and a soft visual appearance. Mr. Sagan's letters
contain good recommendations for the establishment and maintenance of this turf mix. The
as -built / enhancement plan also shows this as the dominant turf mix on the site.
Turf Mix B contains only Special Seed Mix 5B. It has a permanent matrix of prairie grasses,
a temporary matrix of grasses, and an extensive variety of Forbs. The temporary matrix
provide initial cover and slope stability so that the components in the permanent matrix can
become established. It is the permanent matrix that provides the mix of prairie grasses that
will continue to seed and develop into a dense stand over time. The Forbs add the color and
interest throughout the growing season. They develop and flower at different times of the
season so that there is an ongoing display of color. Turf Mix B is the "key" to the long term
visual impact of the design. It is to be seeded at a rate of 61.116 lbs / acre.
Turf Mix B -1 is a combination of Turf Mix 13 and Special Seed Mix 10A. On the approved
plan this is the only place where Special Seed Mix 10A is specified. Special Seed Mix 10A
is a mix of Annuals and Short-lived Perennials. It is intended to provide a "burst" of annual
color in specific locations. This is the same basic mix as Turf Mix B, except that the area is
to be overseeded ANNUALLY with Special Seed Mix 10A. The initial installation is to be
with 61.116 lbs / acre of Special Seed Mix 5B and 3.0 lbs / acre of Special Seed Mix 10A.
Each year after initial installation, the designated areas are to be overseeded with Special
Seed Mix 10A at 3.0 lbs. ! acre.

Turf Mix C contains only Special Seed Mix 5A. Special Seed Mix 5A contains a Permanent
Matrix of prairie grasses and a Temporary Matrix of grasses that is the same as Special Seed
Mix 5B. The difference is that instead of adding the extensive variety of Forbs in Special
Seed Mix 5B, Special Seed Mix C adds plugs of Little Bluestem grass at 36" on center. This
is intended to expedite the establishment of selected masses of the Little Bluestem grass.
2. In order to compare the approved plan with the as -built / enhancement plan, 1 calculated the
areas of the specified turf mixes that each plan contained. The calculations that were made
for these comparisons are based on scaled take -offs from the approved landscape plan and the
as -built / enhancement plan.

The above table identifies the following issues;
a. The extent of the area of seeding for Turf Mix A is comparable for both the approved
plan and the as -built / enhancement plan.
b. The as -built / enhancement plan has 0.62 acres less of Turf Mix B seeding.
c. The as -built / enhancement plan did not include Turf Mix B1 and, therefore, has 0.55
acres less of Turf Mix B -I seeding that includes Special Seed Mix 5B and Special Seed
Mix .10A.

d. The as- built / enhancement plan included Turf Mix C in one of the four enhancement
areas. The as -built / enhancement plan has 0.14 acres less of Turf Mix C seeding. Turf
Mix C not only contains seeds for all of the grasses specified in Special Seed Mix 5A, it
also contains plugs of Little Bluestem that are to be planted at a spacing of 36" on center.
This means that the as- built / enhancement plan contains 678 fever plugs of Little
Bluestem than the approved plan.
e. The approved plan did not contain any areas that were to be seeded only with Special
Seed Mix IOA. The as -built / enhancement plan contains 1.10 acres of Special Seed Mix
10A overseeded on Turf Mix A in three locations. In one location it is overseeded in
combination with Turf Mix C. The net result is that the as -built / enhancement.plan
contains 0.55 acres more of Special Seed Mix 10A seeding.
Summary of Comparison Table
The as -built / enhancement plan contains 1.31 fewer combined acres of Turf Mixes 13, B -1,
and C. These mixes are key short and long term components of the approved plan. The as-
built / enhancement plan contains 1.10 acres of Special. Seed Mix 10A. In the approved
plan, this mix was not used alone. It was used in conjunction with Special Seed Mix 58 to
make up Turf Mix B -1. The as -built / enhancement plan has 0.55 acres less of Turf Mix B -1.
The net result is that the as -built / enhancement plan has 0.55 acres more of Special Seed
Mix 10A than the approved plan. This is one of the "minor" mixes in the plan and is
intended to be overseeded every year.
Recommendations
1. Provide additional seeding to bring the area deficiencies up to approved plan levels for Turf
Mixes B, 13-1, and C.
2. Continue the implementation of Mr. Sagen's recommendations as follows:
Turf Mix A areas
a. Overseed this fall and fertilize with a slow - release, sulphur coated urea
nitrogen fertilizer.
b. Spring 2004 apply a broad - spectrum. broadleaf weed control.
Prairie Seeded Areas
a. Remove and dispose of weed seed heads ( cut and bag ). This should be done now
and during the rest of the 2003 season and the 2004 season as seed heads appear.

b. In areas where native plants are not evident ( identify and mark in the field for village
review ), mow back ( or cut with a weed whip) and overseed with a drill seeder.
c. Mow at the end of the 2003 season and one more time at the end of the 2004 growing
season.
Plantings Behind Lots 49 - 53
a. Prune and mulch trees.
3. Implement the 6 specific items noted in Mr. Rebenson's letter that will be completed in this
year. Some of these overlap with Mr. Sagen's recommendations. The additional items are
the repair of the vehicle damaged area along 4th Street, mowing of designated areas, and
adding Turf Mix B seeding in area 3.
4. Update the as -built / enhancement plan to show all of the plantings behind lots 49 - 53
and the "final" Turf Mix areas
5. Provide a maintenance calendar and continue the specified maintenance activities through the
maintenance period that should end with the 2004 growing season ( November 30 ).
