FOR DESIGN ENGINEERING SERVICES FOR THE HERITAGE QUARRIES PATH AND PARKING FACILITIES WHEREAS, the Village of Lemont requires design engineering services related to the Heritage Quarries Path and Parking facilities; and WHEREAS, the Village of Lemont seeks to utilize the firm of Morris Engineering, Inc.; and WHEREAS, the Village and Morris Engineering, Inc. have negotiated an agreement to identify the terms and conditions of the services to be provided. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees that the agreement attached hereto as Exhibit A is hereby approved. (MEI) is pleased to provide this agreement for the design phase of the Heritage Quarries Path and Parking Facilities. This agreement is based on engineering services required to design a path, two lane road and parking facilities within the 1 & M Canal south reserve strip from the entrance of KA Steel to Icebox Lake. These services will include a survey of the 90 foot reserve strip, wetland delineation — including buffer determination and report - for areas adjacent to the reserve strip, preparing construction plans, specifications and bid documents for the entrance road, on road parking and a walking/ bike path. Bid documents are expected to be completed no later than October 17, 2003. MEI anticipates the best cross section within the 90 foot reserve strip will include, beginning at the canal, 10 feet of clear space, a 10 foot path, 6 foot of clear space, 18 foot parking, 24 foot roadway and 18 foot parking — for a use of 86 feet of the reserve strip. This cross section will require modification in areas that are in close proximity to the adjacent wetlands. A loop will be provided near Icebox Lake for a turn around. Please find below the detailed scope of work. Scope of Work Meeting and Conferences 1. Attend such meetings as requested by the OWNER including authorities exercising jurisdiction over the project. Such jurisdictional authorities shall include, but not limited to, Cook County, the Illinois Department of Natural Resources (IDNR) and other State or Federal Agencies. Lisle /Main Office 5100 S. Attend status meetings with Village staff to share information and ensure the proper design and schedule is accomplished. Surveying Services 3. Provide a topographical survey of the reserve strip from the entrance of KA Steel to Icebox Lake. The topographical survey will extend approximately 100 feet south of the reserve strip. The survey will include but not limited to: property corners, utilities, floodplain boundaries, wetland boundaries, trees and boundary limits. The FEMA benchmark system will be used for elevations. 4. Layout locations of any subsurface investigation as maybe required for the design of the improvements. Permitting Services 5. Prepare permit applications and necessary submittals required by jurisdictional agencies. Fees for permits will be responsibility of the Village. Engineering Services 6. Perform a wetland delineation of areas adjacent to the reserve strip, determine the required wetland buffer limits and complete a delineation report. 7. Prepare construction plans and specifications. The plans will include the site plan, plan profile sheet, erosion control plan, notes sheet, detail sheets, landscape plan sheet, specifications and bid documents. 8. Prepare stormwater calculations which will include, but not limited to, computer modeling of existing drainage conditions. 9. Prepare a schedule of quantities and an engineer's opinion of probable construction cost based on the drawings, specifications and the current market values of items in the region. 10. Submit the Final Engineering Plans, Specifications, Engineer's Opinion of probable construction cost and hydraulic calculations to all governmental authorities having jurisdiction for review and approval. ENGINEER will make changes and revisions requested by said authorities with concurrence of the Village. 11. Prepare bid documents for the construction bid of the proposed improvements. Heritage Quarries Path & Parking Facilities Proposal September 16, 2003 Page 3 of 5 12. Prepare legal notice to be published in local newspapers for the letting of the construction project. 13. Attend any required meetings such as pre -bid meeting, bid opening and bid evaluation meeting. ENGINEER will review all bids to confirm accuracy and make recommendations of the contractor to be selected. 14. Prepare the Contract for the low bidder and send for execution. Items NOT INCLUDED in Scope of Work The items listed under this section are not included. ENGINEER can provide the services noted above as needed upon request of the OWNER. 1. Soil Testing 2. Construction Related Services OWNER shall provide all base information obtained from other consultants which is pertinent to the design and construction of the improvements. Items shall include, but not limited to, topographic survey, hydraulic models of proposed Heritage Corridor bridges, subsurface investigation, zoning information, proposed layout and any previous engineering improvements related to the proposed project. All time, including travel hours, spent on the project by professional and technical personnel will be invoiced at the rates noted below. Highway mileage in company or personal vehicles is charged at 35 cents per mile. B. * Shipping charges. C. * Expendable items required for field- testing. D. * Printing of reports and drawings. E. *Subcontracted work such as drilling, test pit excavation, laboratory testing, special consulting services by others.
