RESOLUTION /
RESOLUTION OPPOSING THE SELECTION OF ARGONNE
NATIONAL LABORATORY - EAST FOR CONSIDERATION AS A SITE FOR
TREATING, STORING AND DISPOSING OF RADIOACTIVE AND
HAZARDOUS WASTE
WHEREAS, the Department of Energy is conducting a department -wide evaluation
of management alternatives for treating, storing and disposing of radioactive and hazardous
waste; and
WHEREAS, the Department has prepared a Programmatic Environmental Impact
Statement (PEIS) which identifies Argonne National Laboratory - East as one of the sites
being considered for the list of potential sites; and
WHEREAS, Argonne National Laboratory - East is located north and immediately
adjacent to the Village of Lemont; and
WHEREAS, Argonne National Laboratory - East is located within a densely
populated area and there is potential for spills and leakage at the site itself, as well as during
the transportation of waste coming into the site; and
WHEREAS, the selection of Argonne National Laboratory - East as a radioactive
and hazardous waste storage site would have an immediate negative impact on the property
values in Lemont, and this effect was not considered in the PEIS; and
WHEREAS, the Village of Lemont and the surrounding Township of Lemont utilize
groundwater for its sole public drinking water supply, which serves a population of
approximately 15,000 residents; and
WHEREAS, many private residents immediately surrounding Argonne National
Laboratory - East utilize groundwater as their primary or only source for potable drinking
water; and
WHEREAS, the local groundwater does not have adequate protection from
contamination should a significant release occur; and
WHEREAS, there would be an immediate and significant financial impact on the
public safety agencies required to increase training and acquire additional equipment to
prepare for and handle accidents and spills related to storage or transportation of such
waste; and
WHEREAS, proper future operation and maintenance funding is not guaranteed for
materials disposed onsite.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Cook, Will and DuPage Counties, Illinois, as follows:
1. That the Village of Lemont strongly opposes the consideration and possible
selection of Argonne National Laboratory - East as a potential site for
treating, storing and disposing of radioactive and hazardous waste described
in the PEIS.
2. That this Resolution and Statement of Policy be forwarded to the Department
of Energy at the following address for inclusion with other public comments
on the proposed waste management PEIS:

BE IT FURTHER RESOLVED, by the President and Board of Trustees of the
