AN ORDINANCE GRANTING A SPECIAL USE PERMIT
TO ALLOW AN AUTOMOBILE LAUNDRY
(Super Wash, Inc.)
WHEREAS, Super Wash, Inc., an Illinois corporation, is the
contract purchaser of approximately 3 acres, hereinafter referred
to as "the subject property," generally located northwest of the
intersection of McCarthy Road and Walker Road in Lemont, Illinois
and legally described as follows:
LOTS 1, 2 AND 3 IN D. KANDICH'S HILLCREST ESTATES, A
SUBDIVISION OF THAT PART OF THE EAST 1/2 OF THE NORTHEAST 1/4
OF SECTION 28 LYING NORTHERLY OF THE CENTERLINE OF McCARTHY
ROAD, ALL IN TOWNSHIP 37 NORTH, RANGE 11 EAST OF THE THIRD
PRINCIPAL MERIDIAN IN COOK COUNTY, ILLINOIS.
WHEREAS, Super Wash, Inc., hereinafter referred to as "the
Petitioner ", filed an application for approval of a special use
permit to allow an automobile laundry; and
WHEREAS, the Planning & Zoning Commission of the Village of
Lemont, Illinois conducted a Public Hearing on July 5, 1994,
continued to July 19, 1994, on the petitioner's request for a
special use permit; and
WHEREAS, a majority of the Planning & Zoning Commission voted
to recommend approval of the requested special use permit; and
WHEREAS, notice of the aforesaid Public Hearing was made in
the manner provided by law and was published in the Lemont
Metropolitan, a newspaper of general circulation within the
Village; and
WHEREAS, the proposed special use is generally consistent with
the Village Comprehensive Plan; and
WHEREAS, the President and Board of Trustees of the Village
have determined that the best interests of the Village will be
served by the adoption of an ordinance to approve the special use
permit as specified below; and
WHEREAS, the President and Board of Trustees of the Village
approve the special use permit for the subject property pursuant to
I11.Rev.Stat.Ch.24, 11-13-1.1.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, DuPAGE, AND
WILL, ILLINOIS:
SECTION 1: Special Use Permit Approval. The Village of Lemont
hereby approves a special use permit to allow the establishment of
an automobile laundry, subject to the conditions specified below,
on the property legally described as follows:
LOTS 1, 2 AND 3 IN D. KANDICH'S HILLCREST ESTATES, A
SUBDIVISION OF THAT PART OF THE EAST 1/2 OF THE NORTHEAST 1/4
OF SECTION 28 LYING NORTHERLY OF THE CENTERLINE OF McCARTHY
ROAD, ALL IN TOWNSHIP 37 NORTH, RANGE 11 EAST OF THE THIRD
PRINCIPAL MERIDIAN IN COOK COUNTY, ILLINOIS.
SECTION 2: Site Plan Approval and Conditions. Development of
the automobile laundry shall be in accordance with the site plan
attached as Exhibit A and shall meet each of the conditions listed
below.
A. Development of the automobile laundry building and parking
areas shall be restricted to Lot 1 in D. Kandich's Hillcrest
Estates.
B. The automobile laundry shall extinguish outdoor lighting,
except for reasonable security lighting, no later than 9 p.m.
every night of the week.
C. The designated "Green Areas" on the site plan shall be
landscaped according to a detailed landscape plan approved by
the Village prior to occupancy.
D. A 20 -foot wide permanent landscape easement shall be
recorded along the perimeter of lots 2 and 3. Said easement
shall run with the land. Prior to occupancy, screening
consisting of columnar shrubs or hedges 6 to 8 feet in height
shall be installed to screen the view of the automobile
laundry from existing residences.
E. A cross - access easement between lots 1 and 2 shall be
recorded.
F. Public sidewalks shall be installed along the McCarthy
Road and Walker Road frontages of Lot 1.
G. Paved surfaces shall include curb - and - gutter.
H. The existing non - conforming billboard sign on the property
shall be removed prior to construction of the automobile
laundry.
I. Construction shall be in accordance with site development
plans reviewed and approved by the Village Engineer.
THAT THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT FROM AND
AFTER ITS PASSAGE, APPROVAL AND PUBLICATION IN A MANNER PROVIDED BY
LAW.

THE VILLAGE OF LEMONT, COUNTIES OF COOK, DUPAGE AND WILL, ILLINOIS,
