A RESOLUTION SUPPORTING AND CONSENTING TO THE FILING OF A COOK COUNTY CLASS 6B
APPLICATION FOR PROPERTY LOCATED AT 16135 NEW AVENUE IN THE VILLAGE OF LEMONT
WHEREAS, the Board of Trustees of the Village of Lemont, Illinois, is interested in
encouraging the expansion of existing manufacturing businesses and the attraction of new
manufacturing businesses to the Village of Lemont, Illinois; and
WHEREAS, the Board of Trustees of the Village of Lemont, Illinois is aware of the long term
benefits of encouraging manufacturing, including the creation of employment opportunities and
increase in assessed valuation; and
WHEREAS, the Board of Trustees of the Village of Lemont, Illinois realizes that the Village
of Lemont is in competition with other municipalities throughout the state and in other states for
industrial prospects; and
WHEREAS, the Board of Trustees of the Village of Lemont, Illinois, is desirous of providing
practical incentives for the construction and expansion of manufacturing uses in the Village of
Lemont; and
WHEREAS, the Cook County Real Property Assessment Classification Ordinance, as
amended, provides that the Village of Lemont may pass a resolution approving the use by the Cook
County Assessor of the aforementioned Class 6B Property Tax Incentive Abatement; and
WHEREAS, the Village of Lemont has received an application from New Venture
Partnership seeking the adoption of a resolution authorizing the County of Cook, to determine that
a parcel located at 16135 New Avenue (the "Subject Property") in the Village of Lemont and legally
described on Exhibit A attached hereto and made a part hereof, qualifies for Class 6B Tax Treatment
pursuant to the Cook County Real Property Assessment Classification Ordinance; and
WHEREAS, the Board of Trustees of the Village of Lemont, has determined that this incentive
is necessary for development to occur on the subject property and that the Board of Trustees of the
Village of Lemont, supports and consents to the Class 6B Application submitted to the Cook County
Assessor.
WHEREAS, the expanded business, V &N Concrete Products, will employ approximately 25
full -time and 5 part-time employees at this site; and
WHEREAS, New Venture Partnership made proper application to the Village in accordance
with the necessary documentation as defined in the Cook County guidelines.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village
of Lemont, Illinois that the property owned by New Venture Partnership to be occupied by V &N
Concrete Products and legally described in Exhibit A, attached hereto and made a part hereof, is
eligible for this business incentive program; and
BE IT FURTHER RESOLVED, that the President and Board of Trustees of the Village of
Lemont, Illinois, hereby approve the use of the Class 6B Tax Incentive by the Cook County Assessor
for the aforementioned property.

Proposal To Lease
The following proposal is not to be construed as a binding legal document. Once all terms have been
agreed upon by both parties, they shall be formulated in a formal lease document.

* The term "gross" shall be defined as the Lessor paying $1.00 per square
foot as the base amount for the real estate taxes on the new structure. The
Lessor shall also pay the 1996 -97 insurance premium which shall become the
insurance base amount. In the event that the real estate taxes or insurance
shall increase over their base amounts during the lease term, Lessee shall pay
its prorated share of the increase over the base amount. Lessee's projected
prorata share is calculated by using the following formula:

Lessor shall construct a freestanding approximately 6,983 square foot
masonry building on the southwest corner of the existing concrete foundation
located just west of Lessee's existing building.
Lessor, at its sole expense, shall pay for the following improvements and
construction elements:
1. The masonry building shall be constructed of 8" to 12" block which shall
be insulated, waterproofed and colored.
2. The masonry insulation shall consist of either a product poured into the
block cavity or one which is manufactured within the block itself.
3. The clear ceiling height at the eave shall be 18' with metal roof joists and
a galvanized metal roof deck (to protect against Lessee's concrete
moisture deteriorating that surface).
4. The roof shall have a minimum of two inches of isocyanurate insulation
installed on top of the metal decking before the single ply modified
bitumen roof is applied.
5. The roof shall have a minimum of 1/4" slope per foot and shall drain to
an exterior metal gutter on the south side of the building. The gutter
downspouts shall not drain onto the driveway, but rather shall be
connected directly to a new storm water sewer extension.
6. Electric ice melting cables shall be installed into the gutter and
downspouts.
7. Steel entry doors shall be installed on the east and west elevations of the
building.
8. Installation of masonry openings in the areas for fans and the concrete
auger and south side overhead door as designated by Lessee and agreed
upon by Lessor.
9. Installation of six (6) glass block panels within the masonry walls. The
size shall be approximately 3' x 3' and the location shall be decided by
Lessor.
10. An insulated, prepainted steel overhead drive -in door, measuring
approximately 14' high by 16' wide with an electric door opener, shall be
installed on the building's east elevation.

11. A 400 amp, three phase, 208 volt electrical service shall be brought into
the building through underground pipes.
12. The electrical distribution shall include:
Interior - Circuit breaker panel, metal halide ceiling fixtures, brown
colored ceiling fans, electrical receptacles distributed within the offices,
restroom and warehouse areas, fluorescent lighting within the offices and
restroom, and emergency exit and backup lighting as per local codes.
Exterior - A minimum of three (3) 400 watt high pressure sodium lighting
units with photo electric switches and receptacles if requested by Lessee.
13. A minimum 1" copper water service with meter and RPZ valve shall be
installed.
14. Sanitary sewer shall be brought into the building.
15. A steel gutter and grate shall be installed against the building's east
elevation to carry all rain water to the storm sewer system.
16. The offices shall consist of a private office and employee breakroom
which shall not total more than 450 square feet. The gypsum walls shall
be insulated and painted, the concrete floors epoxy painted, two (2) wall
mounted electric heat/air conditioning units shall be installed. The office
walls facing the warehouse shall have windows and a plywood surface
four (4) feet high on the warehouse side.
17. Restroom construction shall include a janitorial type sink, toilet, ceramic
walls and flooring, a light and exhaust fan, mirror and associated
hardware.
18. The current fencing on the northeast corner of this site shall be extended
to meet the northeast corner of the new building. The existing fence
opening shall be enlarged with the installation of a larger sliding gate.
19. All entry locks shall be keyed to coincide with Lessor's Master Key
system.
20. Precast concrete stairs with metal railings shall be installed at the west
elevation.
21. Two (2) steel lintels shall be installed within the west masonry wall to
allow for expansion to truck dock usage. The openings shall be blocked
up for later use.
22. A smoke and heat detection fire alarm system with a direct line to the
Lemont Fire Department shall be installed within the Premises.
Placement and the number of lighting fixtures, fans, receptacles, office
location and other such elements shall be mutually agreed upon by both
Lessee and Lessor prior to their construction.
Lessee Responsibilities Prior To Construction Of The New Facility
The lease document for the new premises shall be executed with the payment of the new security
deposit of $6,150. (1.5 times the monthly base rent). The payments shall be made in three equal

installments of $2,050. each which shall be remitted upon the first day of March, April, and May
1996.
At the same time, a payment of $7,000.00 for the cleanup and restoration of Units 8, 9, and 13 shall
also be made to Lessor. Lessor shall apply the previous security deposit balance for the original
lease of $2,900. and the balance of $4,100. shall be paid to Lessor upon the first occupancy date of
the new space. These funds shall be used for the following purposes:
1. Block up the masonry opening between Units 13 and 9.
2. Remove the entire suspended ceiling and its insulation from Unit 9.
3. Demolish and reconstruct the restroom in Unit 9.
4. Power wash the entire roof, walls and floors within Units 8 and 9 and the
walls and floor in Unit 13.
5. All holes in the masonry walls shall be filled.
6. If dictated by potential use, the concrete ramp connecting Units 8 and 9
may be demolished.
7. The masonry opening in the walls currently containing fans shall be
blocked up.
8. All lighting fixtures in Units 8 and 9 shall be removed and replaced.
9. All heating equipment shall be cleaned and service.
10. The floor drains in Units 9 and 13 shall be unplugged and cleaned.
Lessee shall allow Lessor to utilize one of its forklifts during the restoration of its original space.
Such use shall not interfere with Lessee's normal business.
Lessee Responsibilities During Construction
Lessee, at its sole expense, shall pay for the following construction elements:
1. Installation of its equipment to include plumbing and electrical
distribution within the building.
2. Installation of a special ramp and gate allowing the forklift movement of
product from the fenced yard to the exterior storage along the south
driveway area or within the south masonry wall as agreed upon by Lessee
and Lessor..
3. Installation of concrete blocks to act as sand and stone bins within the
fenced yard area.
4. If a canopy over the east elevation drive -in door area is desired, it shall
be at Lessee's expense.
5. The exterior installation of the metal vessel for bulk concrete storage
which shall be located on the exterior south elevation storage area.
Lessee shall pay for any footings and /or concrete pad utilized for the
installation.

6. Any work requested by Lessee which is completed by Lessor or its
contractors shall be paid promptly within five (5) days of Lessee's receipt
of such bills.
Lessee Responsibilities For Restoration of the Original Premises
1. Upon commencement of the new lease, and within two weeks of vacating
Units 8, 9 and 13, Lessee, at its sole expense, shall pay for the following
to be completed:
A. Removal of all interior and exterior possessions and debris from the
old premises. This shall include the wood material bins and all
concrete slag and debris.
B. The original premises gravel driveway and storage areas shall be
graded.
C. The interior of the building shall be in a broom swept condition.
D. All Lessee specific plumbing, electrical and air lines shall be
removed, capped and terminated at the electrical box or built in
service feed. Previous to the vacating date, Lessor shall mark any
lines which may remain in place.
Lessee Responsibilities During the New Lease Term
1. Payment of metered natural gas, electricity, telephone and water utility
bills.
2. Contracting for weekly garbage removal with a licensed waste company.
3. Payment of $30.00 per time for snow removal services contracted by
Lessor.
4. A weekly janitorial service shall be contracted to clean the restroom,
office and lunchroom areas.
5. Lessee may utilize the southwest corner of the property for exterior
storage of concrete residue. Lessee shall remove the piles of residue from
the property by the end of each month. Lessor shall retain the right to
cancel Lessee's use of this area at any time during the lease term by
giving Lessee a thirty (30) day written notification prior to the anticipated
termination date.
A provision shall be made in the new lease document which shall automatically cancel your current
lease for Units 8, 9 and 13 upon the commencement of the new lease term. As you can see, we have
attempted to be fairly thorough in our proposal. We have instructed our architect to not commence
any drawings until we have an executed lease with you. As time is always of the essence, your
immediate input and comments are now required.

1973. Since 1978 we have been a tenant at New Venture Industrial Complex located at 16135
New Avenue, Lemont, Illinois; the company has experienced significant growth.
With almost twenty (20) years at our Lemont location, we are faced with the dilemma of needing
additional manufacturing space. We have recently explored other plant locations in both DuPage
and Will Counties, but we would prefer to continue our business and retain the jobs within the
Lemont community.
We currently have nine to eleven full -time employees along with three to five part-time summer
employees. With our expansion into the proposed new 6,983 square foot manufacturing facility,
we anticipate an employment increase of approximately thirty six (36 %) percent; to a total of
twenty five (25) employees. We are delighted to have the opportunity to put ten (10) more
Lemont residents to work.
Our product line shall be increased to include concrete inlets used in the construction of storm
and sanitary sewer lines. We have enclosed a current products list which includes parking
bumpers, air conditioner slabs, etc., all of which are manufactured at the Lemont facility.
To further facilitate the efficiency and growth of the business, V & N Concrete Products, Inc. has
made a commitment to purchase new equipment at a price in excess of $100,000. As a member
of the Lemont Chamber of Commerce and a well - established business in the community, it is our
desire to remain in Lemont.
As we are aware of the fact that our current facility is in the public view, it is our intention to be
a good neighbor. Screening of the raw materials and finished product from New Avenue shall be
taken into consideration. We trust that a reasonable plan of action can be mutually agreed upon
by the Village of Lemont and ourselves.
V & N Concrete Products Inc. is Illinois' largest supplier of concrete extension rings. We are

DETAIL OF PROPOSED NEW 6,983 SQUARE FOOT
INDUSTRIAL BUILDING
New Venture Partnership shall act as its own General Contractor to construct the above
stated building on the southwest corner of the existing concrete slab which remained after
the fire on November 26, 1991. We anticipate the commencement of construction to begin
on June 1, 1996 and end on approximately September 30, 1996. The following details of the
construction are as follows:
Buildout: Owner, at its sole expense, shall pay for the following improvements and
construction elements:
1. The masonry building shall be constructed of 8" to 12" block which
shall be insulated, waterproofed and colored.
2. The masonry insulation shall consist of either a product poured into the
block cavity or one which is manufactured within the block itself.
3. The clear ceiling height at the eave shall be 18' with metal roof joists
and a galvanized metal roof deck (to protect against Tenant's concrete
moisture deteriorating that surface).
4. The roof shall have a minimum of two inches of isocyanurate
insulation installed on top of the metal decking before the single ply
modified bitumen roof is applied.
5. The roof shall have a minimum of 1/4" slope per foot and shall drain to
an exterior metal gutter on the south side of the building. The gutter
downspouts shall not drain onto the driveway, but rather shall be
connected directly to a new storm water sewer extension.
6. Electric ice melting cables shall be installed into the gutter and
downspouts.
7. Steel entry doors shall be installed on the east and west elevations of
the building.
8. Installation of masonry openings in the areas for fans and the concrete
auger and south side overhead door as designated by Tenant and
agreed upon by Owner.
9. Installation of six (6) glass block panels within the masonry walls.
The size shall be approximately 3' x 3' and the location shall be
decided by Owner.
10. An insulated, prepainted steel overhead drive -in door, measuring
approximately 14' high by 16' wide with an electric door opener, shall
be installed on the building's east elevation.
11. A 400 amp, three phase, 208 volt electrical service shall be brought
into the building through underground pipes.
12. The electrical distribution shall include:
Interior - Circuit breaker panel, metal halide ceiling fixtures, brown
colored ceiling fans, electrical receptacles distributed within the
offices, restroom and warehouse areas, fluorescent lighting within the
offices and restroom, and emergency exit and backup lighting as per
local codes.
Exterior - A minimum of three (3) 400 watt high pressure sodium
lighting units with photo electric switches and receptacles if requested
by Tenant.
13. A minimum 1" copper water service with meter and RPZ valve shall
be installed.
14. Sanitary sewer shall be brought into the building.
15. A steel gutter and grate shall be installed against the building's east
elevation to carry all rain water to the storm sewer system.
16. The offices shall consist of a private office and employee breakroom
which shall not total more than 450 square feet. The gypsum walls
shall be insulated and painted, the concrete floors epoxy painted, two
(2) wall mounted electric heat/air conditioning units shall be installed.
The office walls facing the warehouse shall have windows and a
plywood surface four (4) feet high on the warehouse side.
17. Restroom construction shall include a janitorial type sink, toilet,
ceramic walls and flooring, a light and exhaust fan, mirror and
associated hardware.
18. The current fencing on the northeast corner of this site shall be
extended to meet the northeast corner of the new building. The
existing fence opening shall be enlarged with the installation of a
larger sliding gate.
19. All entry locks shall be keyed to coincide with Owner's Master Key
system.
20. Precast concrete stairs with metal railings shall be installed at the west
elevation.
21. Two (2) steel lintels shall be installed within the west masonry wall to
allow for expansion to truck dock usage. The openings shall be
blocked up for later use.
22. A smoke and heat detection fire alarm system with a direct line to the
Lemont Fire Department shall be installed within the Premises.
Placement and the number of lighting fixtures, fans, receptacles, office
location and other such elements shall be mutually agreed upon by both
Tenant and Owner prior to their construction.

November 28, 1991
Two fires rage Tuesday night, devastate parts of Lemont
Thick black clouds rolled through the
skies; emergency lights flashed red, blue
and white through the pitch- colored air;
sirens drowned out the silence of what
would have been a quiet Tuesday
evening: tragedy struck Lemont.
Just after dusk, on what had been a
calm but cold fall evening, fire broke out
by the canal. The west end of what used
to be the Continental Distillery went up
in flames, the fire going out of control
before Lemont firemen could bring
water.
By 7:30 p.m. over half a dozen fire de-
partments had been called in. The fire at
that time had engulfed the west end of
the building, which was being used to
house a vinyl and plastic company. Resi-
dents who lived across the street from
the building were warned that if the
wind shifted southward they would have
to evacuate, as the . smoke from the fire
was highly toxic.
The building is located in a non -
hydranted area, which required the fire
department to run a hose several
hundred yards down New Avenue to the
nearest hydrant for water. Firefighters
spent most of their energy watering
down the rest of the building to prevent
the fire from spreading.
According to a spokesman from
Amtrak, two trains, including one
passenger train were held up because of
the fire. The tracks run directly behind
the old distillery.
While firemen were battling the blaze
by the canal, another large fire broke out
on 127th Street. The butcher shop by the
park district went up in flames not long
after the canal fire began. The amazing
coincidence aroused concern and the
state Fire Marshal was called in.
Local television stations were report-
ing that the village water supply was
running out and would not be sufficient
to put out the fires, but village officials
stated that was not the case.
It took several hours for the many fire
departments to squelch the flames.
Because of the rarity of two large fires
starting so close to one another, an inves-
tigation is underway to determine if
either or both were caused by arson.
Fire! Fire!
This fire, which broke out early Tuesday evening in the building where the
old Continental Distillery used to be, was one of two blazes that evening.
Over a dozen businesses were reportedly ruined by the fires, and at least
one firefighter was injured while combating the flames.
