RESOLUTION AUTHORIZING ADOPTION OF AN ENGINEERING AGREEMENT
WITH BEAM, LONGEST AND NEFF FOR

WHEREAS, the Village of Lemont has committed resources to perform a Phase II
design study for a section of Main Street; and
WHEREAS, the Village of Lemont has selected BEAM, LONGEST AND NEFF to
perform design engineering on this project; and
WHEREAS, the Village has received FAU funding on the construction of this
project; and
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
that the attached Engineering Agreement be approved.

This is an AGREEMENT between the Village of Lemont, 418 Main Street, Lemont,
Illinois 60439, hereinafter referred to as the "VILLAGE" and Beam, Longest and Neff, Inc.,
951 North Plum Grove Road, Suite F, Schaumburg, Illinois 60195, a firm of Consultants,
hereinafter referred to as the "CONSULTANT ".
The VILLAGE proposes to engage the CONSULTANT to furnish certain Phase II
professional engineering services described in Section 2 in connection with the Main Street
improvement between the State Street overpass to Illinois Street in the Village of Lemont, Cook
County, Illinois, hereinafter referred to as the "PROJECT ".
The CONSULTANT represents that he is in compliance with Illinois Statutes relating to
professional registration of individuals and to corporate practice, if a corporation, for rendering
such services.
The CONSULTANT, in signing this AGREEMENT, certifies that he has no financial
or other interests in the outcome of this project.
Under penalties of perjury, the CONSULTANT certifies that 35- 0925120 is their correct
Federal Taxpayer Identification Number and they are doing business as a corporation.
In consideration of these premises, the parties hereto agree as set forth in the following
pages numbered 2 - 21 inclusive.
This AGREEMENT entered into this 232A , day of January , 1995.

The services will be provided based upon the following terms and conditions:
1.0 INCORPORATION BY REFERENCE
The Illinois Department of Transportation's "Standard Agreement Provisions for
Consultant Services," dated 1990 hereinafter referred to as the "STANDARD
PROVISIONS" are incorporated and made part of this AGREEMENT except as deleted
or amended hereinafter. (STANDARD PROVISIONS section references shown in
parenthesis).
1.1 (SP 1) Definitions, as they pertain to the PROJECT, are amended to add the following:
1.1.1 IDOT - Department of Transportation, State of Illinois.
1.1.2 Chief of Environmental Science - The Chief of Environmental Science of IDOT.
1.1.3 Environmental Statement - A written statement containing an assessment of the
anticipated significant, beneficial and detrimental effects which the PROJECT
may have upon the human environment.
1.1.4 Categorical Exclusion - A written document in support of a determination that,
should the proposed highway section improvement be constructed, the action will
not induce significant, foreseeable alterations in land use, planned growth,
development patterns, traffic volumes, travel patterns, or natural or cultural
resources.
1.1.5 Section 4(fl Land - Any land from a public park, recreation area, wildlife and
water fowl refuge or historic site which a transportation plan or project proposes
to use.
1.2 (SP.1.17) Wherever the word DEPARTMENT is used, it shall be construed to mean the
VILLAGE, except in STANDARD PROVISIONS, the word DEPARTMENT shall also
include ILLINOIS DEPARTMENT OF TRANSPORTATION in Subsections 2.12, 2.24,
2.31, 2.32 and Section 6, in its entirety.
1.3 (SP 2.21c) For purposes of administering Section 2.21c of the STANDARD
AGREEMENT PROVISIONS for Consultant Services, the fee was negotiated anticipating
that the Phase II work would be completed by August 11, 1995 which includes review
time by the VILLAGE and ILLINOIS DEPARTMENT OF TRANSPORTATION.
1.4 (SP 2.41) The CONSULTANT shall invoice the VILLAGE in a format acceptable to
the VILLAGE and CONSULTANT.
2.0 SCOPE OF WORK
The CONSULTANT will perform or be responsible for the performance of the services
outline below. The engineering studies will be performed in accordance with IDOT's
Bureau of Local Roads requirements for Local Agency Federal Aid Projects.

2.1 Phase II Design Contract Plans. Specifications and Documents Preparation:
a) Coordination and Data Collection: In addition to coordination with IDOT and the
VILLAGE the CONSULTANT will
Coordinate with the Metropolitan Water Reclamation District of Greater
Chicago concerning the drainage outfall.
- Obtain available project related information from IDOT.
- Prepare a project photolog of existing conditions.
Coordinate with utility companies.
Coordinate with Illinois - Central Railroad concerning three (3) at -grade
crossings, a 10" watermain crossing and relocation of the railroad's
facilities.
b) Ouantity and Estimates: Perform detailed quantity calculations and construction
cost estimates for the project. Evaluate an Estimate of Time and bid item unit
costs as required by IDOT. Summary of quantities will be provided which will
include all roadway items, storm sewers, watermain, streetscaping, traffic signals,
highway lighting, structural items, etc. An Engineer Estimate of Projected
Construction Cost will be provided to assure that the estimate developed reflects
full project scope.
c) Bid Documents - The CONSULTANT shall complete the following work on the
PROJECT.
Preparation of contract plans and specifications, including complete highway
drainage design, traffic control plan, traffic detour plans, roadway lighting, utility
improvements, structural details, signing plan and all other work required to
complete the PROJECT.
d) Project Administration: Perform project administration activities, including
scheduling, budget control, manpower planning, meetings, correspondence and
client coordination.
e) Easements and Permits: Assist the Village in the acquisition process for obtaining
Temporary Use Permits as required for the improvement. Five (5) agreements
are anticipated. Anticipated construction permits for the PROJECT include; a)
Watermain permits with IDOT and IEPA; b) Storm Sewer Outfall permits with
the Metropolitan Water Reclamation District of Greater Chicago; and c) Illinois -
Central Railroad crossing permit for watermain.
f) Sections 3, 4, 5 and 7 of the STANDARD PROVISIONS are deleted. The
design and preparation of contract plans for the PROJECT shall be done as set
forth in Section 6 of the STANDARD PROVISIONS amended as follows.
g) (SP 6.21) The VILLAGE will provide copy of the field surveys performed under
the Phase I portion of the PROJECT to the CONSULTANT.
h) (SP 6.22) Delete. The CONSULTANT will not be required to tie the centerline
to existing horizontal control or to establish State Plane Coordination Values.

i) (SP 6.23) Delete. The CONSULTANT will use the Soils Report and Soil
profiles developed during the Phase I Engineering Services. Only pavement
selection analysis will be required under plan development criteria.
j) (SP 6.24) Delete. This work will not be required for the PROJECT.
k) (SP 6.30d, 6.30f, 6.30h, 6.30i) Delete. Plans shall be prepared in metric units
and arranged and numbered in accordance with Section 8- 001.02 of the Design
Manual. No Section 4(0 or Section 106 involvement is anticipated for this
project. Preparation of right -of -way documents and plats and legals are not part
of this work. Pre -Final Plans will include the following as appropriate to the
project:

1) (SP 6.42) The CONSULTANT will prepare all structure plans required for
vaulted sidewalk abandonment in accordance with standards produced by the City
of Chicago.
m) (SP 6.43) The plans shall be assembled into a single construction contract.
n) (SP 6.46) The CONSULTANTS's work will include preparation of spreadsheets
to delineate funding sources for the PROJECT. The CONSULTANT will enter
unit prices and accumulate costs.
o) (SP 6.47) Delete. Staking of centerlines will not be required.
p) (SP 6.48 and 6.49) Delete.
2.2) The CONSULTANT will not proceed with preparation of contract plans until
authorization by the VILLAGE.
2.3) The CONSULTANT will furnish the originals and the number of prints listed below for
the contract plans and documents:
A. Prints of preliminary plans - 6 sets.
B. Prints of prefmal plans - 12 sets of full size prints, 12 sets of special provisions
and two sets of estimate of costs with unit prices.
C. Final PS &E - original mylars, 2 sets of special provisions for four sets of
estimate of costs with and without unit price and estimate of time and bar charts.
2.4) Electrical Service:
The Consultants shall provide written notification to Commonwealth Edison Company
via their marketing representative, defining the future project and requesting notification
of service installation requirements and /or changes. It is highly recommended that
Commonwealth Edison be notified at the initial stage of the project. IF service charges
are necessary, the Consultant will have the funding agency approve and design the
Commonwealth Edison contract. The CONSULTANT will then return the signed
contracts to Commonwealth Edison, documenting the date returned. Copies of all
correspondence and contracts shall be included with final plan.

2.5) The CONSULTANT shall exclusively furnish to the VILLAGE, all reports, data or other
information prepared, obtained or assembled by him under this AGREEMENT, unless
otherwise directed by the VILLAGE.
2.6) The VILLAGE agrees to furnish the following items:
A. All presently available survey data developed during Phase I engineering.
B. Standard details and standard specifications adopted by the VILLAGE.
C. One copy of the approved final Phase I Project Development Report.
D. One copy of the Soils Report performed under the Phase I Studies.
E. Copies of correspondence and other available data useful to the work being done
by the CONSULTANT.
F. Provide access for CONSULTANT to the vaulted sidewalk structures for
purposes of inspection and measurements.
3) PROJECT SCHEDULE
The CONSULTANT shall commence work on Phase II within five (5) calendar days
after the date of Authority to Proceed. The work will be completed and according to the
schedule presented on Exhibit F, subject to the variability of time requirements for
agency reviews that is beyond the control of the CONSULTANT and the VILLAGE.
4) PRIME COMPENSATION
4.1) Phase II - Subject to an Upper Limit of Compensation of $94,396.00 , the
CONSULTANT shall receive as full payment for completing the Phase II work
required of him under this AGREEMENT, reimbursement of his eligible actual
costs in accordance with Section 2.45 of the STANDARD PROVISIONS, plus
a Fixed Amount of $10,620.00. The Upper Limit of Compensation and Fixed
Amount are a result of the attached Exhibit D, Cost Estimate of Consultant's
Services for Phase II. The retainage provisions contained in Section 2.42 of the
STANDARD PROVISIONS shall not apply to Direct Non -Salary Costs. The
attached Exhibits, A, B, and C are to be used as set forth in Section 2.42 of the
STANDARD PROVISIONS. Invoices shall be prepared in accordance with
Section 2.41.
4.2) The Prime Compensation may be increased or decreased by subsequent agreement
between the contractual and approving parties if there is a major change in the
scope, character or complexity of the Work. Prime Compensation and Specific
Rates for Extra Work may be adjusted in accordance with Section 2.21 of the
STANDARD PROVISIONS, if the duration of the work in any phase extends
more than six months beyond the date of completion stated in Section 4 of this
AGREEMENT, due to no fault of the CONSULTANT.

4.3) In all instances where the VILLAGE shall request specific services of the
CONSULTANT, the CONSULTANT shall indicate to the VILLAGE whether or
not the work shall be considered Extra Work. When requested by the VILLAGE,
the CONSULTANT shall prepare and submit a cost estimate for such Extra
Work. In the event the CONSULTANT, upon written order from the VILLAGE,
is required to perform Extra Work, he shall , in addition to the Prime
Compensation, receive payment for such Extra Work on the following basis:
Subject to a pre - agreed Upper Limit of Compensation for each item of Extra
Work, the CONSULTANT shall be paid at the specified hourly rate of pay for
each class of employee as listed in Exhibit "A" for the actual time the
CONSULTANT directly utilizes each such employee on the Extra Work, plus the
CONSULTANT's payroll burden and overhead costs as listed in Exhibits B and
C, plus actual expenses for transportation, subsistence, and electronic computer
service incidental to the Extra Work. Any other expenses incurred incidental to
the Extra Work shall be considered to be overhead costs.

STATE OF ILLINOIS
DRUG FREE WORKPLACE CERTIFICATION
This certification is required by the Drug Free Workplace Act (I11. Rev. Stat., ch.
127, par. 152.311). The Drug Free Workplace Act, effective January 1, 1992, requires
that no grantee or contractor shall receive a grant or be considered for the purposes of
being awarded a contract for the procurement of any property or services from the State
unless that grantee or contractor has certified to the State that the grantee or contractor
will provide a drug free workplace. False certification or violation of the certification
may result in sanctions including, but not limited to, suspension of contract or grant
payments, termination of the contract or grant and debarment of contracting or grant
opportunities with the State for at least one (1) year, but not to be more than five (5)
years.
For the purpose of this certification, "grantee" or "contractor" means a corporation,
partnership, or other entity with twenty -five (25) or more employees at the time of
issuing the grant, or a department, division, or other entity with twenty -five (25) or
more employees at the time of issuing the responsible for the specific performance under
a contract or grant of $5,000 or more from the State.
The contractor /grantee certifies and agrees that it will provide a drug free workplace
by:
A. Publishing a statement:
1. notifying employees that the unlawful manufacture, distribution, dispensing,
possession or use of a controlled substance, including cannabis, is prohibited
in the grantee's or contractor's workplace;
2. specifying the actions that will be taken against employees for violations of
such prohibition;
3. notifying the employee that, as a condition of employment on such contract or
grant, the employee will:
a. abide by the terms of the statement; and
b. notify the employer of any criminal drug statute conviction for a violation
occurring in the workplace no later than five (5) days after such
conviction;
B. Establishing a drug free awareness program to inform employees about:
1. the dangers of drug abuse in the workplace;
2. the grantee's or contractor's policy of maintaining a drug free workplace;

3. any available drug counseling, rehabilitation, and employee assistance
programs; and
4. the penalties that may be imposed upon an employee for drug violations.
C. Providing a copy of the statement required by sub - paragraph (a) to each employee
engaged in the performance of the contract or grant and to post the statement in
a prominent place in the workplace.
D. Notifying the contracting or granting agency within ten (10) days after receiving
notice under part (b) of paragraph (3) of subsection (a) above from an employee
or otherwise receiving actual notice of such conviction.
E. Imposing a sanction on, or requiring the satisfactory participation in a drug abuse
assistance or rehabilitation program by, an employee who is so convicted, as
required by section 5 of the Drug Free Workplace Act.
F. Assisting employees in selecting a course of action in the event drug counseling,
treatment, and rehabilitation is required and indicating that a trained referral team
is in place.
G. Making a good faith effort to continue to maintain a drug free workplace through
implementation of the Drug Free Workplace Act.

AGREEMENT BETWEEN
BEAM, LONGEST AND NEFF, INC.
AND
TESKA ASSOCIATES, INC.
This Agreement made and entered into this day of December, 1994
by and between Beam, Longest and Neff, Inc. with offices at 951 N.
Plum Grove Rd., Suite F, Schaumburg, IL, 60195 hereinafter referred to
as the "CLIENT" and Teska Associates, Inc., an Illinois Corporation with
offices at 627 Grove Street, Evanston, Illinois 60201, hereinafter referred
to as the "CONSULTANT."
WITNESSETH:
WHEREAS, the CLIENT desires to engage the services of the CONSULTANT
to furnish professional and technical assistance in connection with the
preparation of construction drawings and specifications for construction of
the streetscape portion of the Main Street Improvement - Phase 2 in
Lemont, Illinois, hereinafter referred to as the "PROJECT," and the
CONSULTANT has signified its willingness to furnish professional and
technical services to the CLIENT:
NOW THEREFORE, the parties hereto do mutually agree as follows:
A. Scope of Consultant's Services
The CONSULTANT agrees to commence work upon execution of this
Agreement, and to perform in a good and professional manner
those services outlined in Attachment "A ", a copy of which is
attached hereto and incorporated into this Agreement.
B. Responsibilities of the CLIENT
In the event that any information, data, reports, records and maps
are existing and available and are useful for carrying out the work
on this PROJECT, the CLIENT shall promptly furnish this material
to the CONSULTANT.
The CLIENT shall furnish originals or copies of all relevant
background information, data, maps, and other materials relative to
the CONSULTANT gaining an understanding of the project, including
all engineering and design studies and plans developed to date.
The CLIENT shall provide the following as pertains to the Project:
1) Design and prepare construction documents for street
improvements generally consisting of roadway related
demolition, street paving, curb and gutter, storm
drainage, any public or private utility adjustments or
relocations, overhead street lighting, and sidewalk
related utility structure adjustments /improvements. The
CLIENT shall also design the profile grade line and
furnish key curb elevations.

2) Coordinate and apply for an IDOT permit;
3) Specify subgrade improvement of all areaways and
vaults.
The CLIENT will also:
Furnish the CONSULTANT a complete topographic survey on
computer disc (AutoCad program, DWG /DXF) including spot
elevations along all existing doorways, building facades and
proposed surface elevation at edge of pavement; the extent,
size and type of all utilities (above and underground); and
all relevant property lines.
Furnish the CONSULTANT a set of reproducible mylars of
proposed Main Street Improvement design plans illustrating
spot elevations, utilities, overhead street lighting, and other
designed improvements.
The CLIENT designates Mr. Dan Jedrzejak (or as appointed by the
CLIENT) to act as its representative with respect to the work to
be performed under this Agreement, and such person shall have
authority to transmit instructions, receive information, interpret and
define the CLIENT's policies and provide decisions in a timely
manner pertinent to the work covered by this Agreement until the
CONSULTANT has been advised in writing by the CLIENT hat such
authority has been revoked.
C. Changes
The CLIENT may, from time to time, require or request changes in
the scope of services of the CONSULTANT to be performed
hereunder. Such changes, which are mutually agreed upon by and
between the CLIENT and the CONSULTANT, shall be incorporated
in written amendments to this Agreement.
D. Compensation
The CONSULTANT shall be compensated for services for professional
and technical staff time devoted to the PROJECT, plus
reimbursement for directly related expenses.
Fees
Based upon the Scope of Services in Attachment "A ", the upset
maximum compensation and staff hours to be expended by the
CONSULTANT for providing the Basic Services under Tasks A thru
C of the Basic Scope of Services is as follows:

Reimbursable Expenses
In addition to the above staff costs, the following direct expenses will be
reimbursed:
Materials not furnished by the CLIENT that are deemed necessary to conduct the
work such as maps, photographs, prints, photocopying, reprints, aerial surveys,
etc., approved in writing by the CLIENT.
All travel and subsistence incurred in the performance of services (mileage at
$0.28 per mile).
Postage, special deliveries, reproduction and similar costs.
Special services approved by the CLIENT not available directly from the
CONSULTANT for preparation of extra presentation exhibits (beyond those
identified in Attachment "A ") including typesetting, photography, and art /graphic
services.

We estimate reimbursable expenses for Basic Services to be as identified in the
above table.
In the unlikely event that unforeseen problems, extra meetings, or other factors
make it impossible to complete the Basic Services within the upset maximum
compensation, the CONSULTANT shall promptly notify the CLIENT. In this
event, the CLIENt and CONSULTANT shall discuss the matter so that a
mutually acceptable revision to the scope and /or compensation may be made. In
no event will fees and expenses beyond the maximum compensation stated herein
be incurred by the CONSULTANT without written authorization by the
CLIENT.
E. Method of Payment
The method of payment shall be as follows: The CONSULTANT shall submit
monthly invoices for costs incurred on the PROJECT during the relevant monthly
billing period. Invoices submitted shall be considered acceptable to the CLIENT
unless the CONSULTANT is notified otherwise in writing. Invoices are due and
payable no later than thirty (30) days from the CLIENT's receipt of payment
from the village. A charge of one and one -half percent (1 1/2%) per month will
be added to invoices due but not paid within thirty (30) days as indicated above.
To the extent permitted by applicable law, the CLIENT agrees to pay all costs
and disbursements, including reasonable attorney's fees, incurred by the
CONSULTANT in legal proceedings to collect for invoices which are delinquent
and payable.
F. Time of Performance
All products and services from the CONSULTANT shall be delivered to the
CLIENT in a timely manner consistent with mutually established schedules and
quality of professional practice.

G. Excusable Delays
The CONSULTANT shall not be in default by reason of any failure in
performance of this Agreement in accordance with its terms (including any
failure by the CONSULTANT to make progress in the prosecution of the
work hereunder which endangers such performance) if such failure arises
out of causes beyond the control and without the fault or negligence of
the CONSULTANT. Such causes may include, but are not restricted or
limited to, acts of God, or of the public enemy, acts of the government
in either its sovereign or contractual capacity, fires, floods, epidemics,
quarantine restrictions, strikes, illness, accidents, and unusually severe
weather, late receipt of data or review comments from CLIENT or others,
but in every case the failure to perform must be beyond the control and
without the fault or negligence of the CONSULTANT.
H. Termination
The CLIENT and the CONSULTANT shall have the right to terminate the
Agreement by written notice delivered to the other party at least fifteen
(15) days prior to the specified effective date of such termination if
completion of work is delayed to the extent and for reasons as stated
in Section G. In such event, all finished and unfinished documents
prepared by the CONSULTANT under the Agreement shall become the
property of the CLIENT upon payment of all invoices properly submitted
and due the CONSULTANT under the terms of the Agreement. Services
provided by the CONSULTANT under this agreement may be suspended
for causes beyond the CONSULTANT's control, such as late delivery or
incomplete data to be provided by others, late payment of invoices, etc.
The CONSULTANT shall be reimbursed for all costs incurred up to the
time of termination plus any costs related to such termination.
I. Conflict of Interest
The CONSULTANT certifies that to the best of his knowledge, no
CLIENT's employee or agent interested in the Agreement has any
pecuniary interest in the business of the CONSULTANT or the Agreement,
and that no person associated with the CONSULTANT has any interest
that would conflict in any manner or degree with the performance of the
Agreement.
J. Hold Harmless
The CLIENT shall hold harmless, protect, and defend the CONSULTANT
against any claims brought by third parties in connection with the
implementation of any recommendations made or services rendered by the
CONSULTANT in accordance with the Agreement that are not solely the
result of the CONSULTANT's errors or negligence.
The CONSULTANT's maximum liability, as, a result of the CONSULTANT'S
errors or negligence, shall be limited to the limits of insurance coverage,
including any legal fees or deductibles.
K. Insurance
Our insurance will comply with minimum IDOT state agreements as stated
on page 9 of the standard IDOT agreement provisions.

SCOPE OF SERVICES
MAIN STREET IMPROVEMENT PHASE 2
LEMONT, ILLINOIS
Following are the Scope of Landscape Architecture Services to be provided by
Teska Associates, Inc. (CONSULTANT).
Proiect Area
The Project Area is the Main Street Corridor - Phase I Streetscape between the
Lemont Road Bridge at State Street heading east to the Illinois Street intersection.
Proiect Purpose and Tasks
It is the CLIENT's intent to have designed and constructed, Streetscape Landscape
Improvements in conjunction with street related improvements within the Main
Street public right -of -way between Lemont Road and Illinois Street.
This Attachment "A ", Scope of Services is limited to the preparation of
construction drawings and technical specifications for Streetscape Improvements
within the Project Area to be integrated into a total downtown Lemont Master
Plan street design and construction package developed by Teska Associates, Inc.
To that end, the following Basic Services will be provided:
BASIC SERVICES
PHASE I. DESIGN:
Task A Project Initiation
Al Client Meeting
Prepare for and meet with the CLIENT and Village Representatives at
the village's offices to review the overall intent and planned outcome
of the project and to further clarify and define various project goals,
components and schedules.
A2 Streetscaoe Design Plan
Using the topographic survey and roadway curb alignment drawings
developed by the CLIENT, refine the streetscape design of the
previously prepared Downtown Lemont Master Plan for the Project Area
adjusted as necessary for existing conditions and constraints. Plans
shall be prepared in a metric scaled measurement.

A3 Streetscape Elements
In conjunction with A2 above, develop layouts, samples, color palettes, etc. for
all the major elements proposed for use in the streetscape to illustrate their extent
and general character. These elements may include any or all of the following:
walkway pavements, planters, benches, trash receptacles, tree grates, steps,
ramps, walls, bollards and plant materials.
A4 CLIENT Meeting
Meet with the CLIENT to submit and review with the CLIENT the Streetscape
Design Plan and Streetscape Elements for the CLIENT's approval.
A5 Other Meetings
Attend up to two (2) meetings, one with the Village of Lemont and the other with
Downtown Lemont, Inc. to present, coordinate and review proposed Streetscape
Improvements.
Task B Construction Documents
B1 Construction Drawings
Prepare construction plans, details, typical sections, notes and other drawings
pertaining to the above Proposed Streetscape Improvements for the Project Area.
They may include some or all of the following items:
a. Layout Plan and Details - indicating type, extent and location by
dimension of Streetscape Improvements, such as: walkway pavements,
joints, planters, benches, tree grates, trash receptacles, steps, ramps,
intersection crossings, walls, bollards and plant material locations.
b. Landscape Plan and Details - indicating type, size, quantity and location
of all street trees, shrubs, ground cover, seasonal flowers and other
landscape materials to be used in the Streetscape Improvements.
c. Lighting Plan and Details - review and comment on light fixture selection
location and illumination as provided and documented by the CLIENT.
d. Grading - provide input to the CLIENT relative to proposed walkway
grades to verify streetscape elements allow positive surface drainage
without the need for sidewalk drainage structures and lines. This input
shall be provided in the form of marked up black line prints for the
CLIENT's final use and design.
e. Underground Vaults and Areaways - The CLIENT shall provide details
for closing underground vaults and areaways. Investigation of location
and disposition shall be the CLIENT's responsibility. Details for topping
surface shall be provided by the CONSULTANT.

B2 Specifications
Prepare input to supplement the CLIENTS technical specifications to
further describe construction and /or material requirements for all
construction outlined in B1 - Construction Drawings, referenced (where
applicable) to standard specifications for similar public works
improvements. Review CLIENT's front end specifications and recommend
additions and /or revisions as may relate to construction of Streetscape
Improvements.
B3 Quantities and Cost Estimate
Quantities and a bid document proposal form will be organized in a
"unit price" format for use by the CLIENT or Village if requested for
Project bidding documents. Unit cost prices will be provided to the
client.
B4 Bid Documents
Provide one (1) set of reproducible mylars of all construction drawings,
and one (1) original 81/2" x 11" copy of all technical specifications to
be utilized and printed by the CLIENT for inclusion in its Project
bidding documents.
B5 Meetings
During the course of I. DESIGN PHASE, attend one (1) meeting with
the CLIENT (and other entities as the CLIENT may invite) to review
project plans and project progress.
Task C Approvals
C1 Documents
Assist the CLIENT by providing information prepared by the
CONSULTANT necessary for the negotiation, cost estimate participation
and approval of construction drawings and specifications prepared for
the Project with appropriate Village departments and the Illinois
Department of Transportation (IDOT).
END OF SCOPE OF SERVICES
PHASE 11. ADDITIONAL SERVICES
If requested and authorized by the CLIENT, Additional Services shall consist of
staff time and expenses, and related services not described as Basic Services in
Phase I, such as: changes to work previously reviewed and /or accepted by the
CLIENT; meetings, presentations or work sessions in excess of those identified,
in the Basic Scope of Work; or requests for other work not covered in the
Basic Scope of Work.

Such other work might consist of providing assistance to the CLIENT during the
Bidding and Construction Services phases of the Project as follows:
Bidding and Award
Attend a pre -bid meeting to assist the CLIENT in addressing any bidder
questions.
Be available by phone to answer any questions and forward to the
CLIENT the body of any required addenda for its issuance of any
formal addendum(s).
Review bids received (tabulated by the CLIENT) and make any general
recommendations regarding award to the CLIENT for the streetscape
portion of the Project.
Attend a post -bid meeting with the CLIENT (and any other entity as
the CLIENT may invite) to devise a course of action for construction
relative to the bids received.
Construction Services
Attend a preconstruction meeting arranged and held by the
CLIENTNILLAGE and attended by representatives of the construction
contractor.
Review shop drawings and other submittals and recommend any action
required.
Provide a general review of any construction contractor requests for
payment and recommend action to the CLIENTNILLAGE.
Prepare the body of any change orders, necessary and approved by the
CLIENT, for inclusion in a formal change order document to be
prepared and issued by the CLIENT.
Provide a pre -final and final punch list of the work, and issue a letter
to the CLIENT and Village advising as to the status of completion and
acceptance.
Provide intermittent site visits to generally observe that the progress and
quality of construction is in keeping with the intent of the contract
documents. Advise the CLIENT and Village of any observations
requiring action. If possible, such visits shall be scheduled to coincide
with critical or peak construction activities.
Additional services will be paid at the hourly rates and invoiced for as described
in the Agreement under Compensation and Method of Payment. An estimate of
compensation will be provided, if requested, when the services are necessitated.
