ORDINANCE AMENDING CHAPTER 2.44 OF THE MUNICIPAL CODE OF LEMONT ENTITLED. "PART TIME POLICE OFFICERS" BE IT ORDAINED by the President and Board of Trustees of the Village of Lemont that the Lemont Municipal Code Chapter 2.44 be amended by substituting Sections 2.44.010, 2.44.020, 2.44.030 and 2.44.040 with the Sections attached hereto. This Ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. All Ordinances or parts of Ordinances in conflict herewith shall be and the same are hereby repealed. The Village Clerk of the Village of Lemont shall certify to the adoption of this Ordinance and cause the same to be published in pamphlet form. Part time Officers shall be members of the regular police department except for pension purposes. Part time officers, shall at all times during the performance of their duties, be subject to the direction and control of the Chief of Police. 2.44.020 Hiring standards A part time officer, hired prior to, January 1, 1996, must obtain from the Illinois Training Board a certificate attesting to his /her successful completion of the part time police training course that attests to his /her satisfactory completion of a training program of a similar content and the number of hours that have been found acceptable by the Illinois Training Board. Prior to being hired after January 1, 1996, he /she must have previous law enforcement experience or must obtain certification within 18 months after the date of hire, according to the Illinois State Act 500 ILCS 705/8.2. The applicant must also have a screening and background check, which includes a fingerprint check through the Illinois Criminal History and F.B.I., and pass a physical fitness, power test, that is based on the Illinois Training Board requirements for minimum fitness for a Police Officer. 2.44.030 Training standards A part time officer, if not already 2.44.010 State certified, must complete part time police officers training, according to the Illinois State Act 50 ILCS 705/8.2. This can be accomplished by attending training programs or work stations set up by the Illinois Training . a Board, by attending a State certified police training academy or mobile standard team in service training unit under the intergovernmental law enforcement officers in service training act in a manner prescribed by the training board. The part time officer upon hiring by the Village of Lemont and the Lemont Police Department, will be required to complete a field training program which consists of 10 -12 weeks with a certified field training officer and successful completion of the Lemont Police Department field training guide. The part time officer must also complete a one (1) year probation, where the office is monitored and evaluated periodically. He /she must also attend in service training as authorized by the Chief of Police. 2.44.040 Powers and duties A part time officer shall have all the powers and duties as a regular member of the police department, but shall not be assigned under any circumstances, to supervise or direct full time police officers of the Lemont Police Department. Part time officers shall not be used as permanent replacements for permanent full time police officers. Part time officers must also abide by all rules, regulations, policies and general orders as set forth by the Chief of Police and the Village of Lemont. Bluis February 12, 1996 TO Mayor / Village Trustees SUBJECT Ordnance Amending Chapter 2.44 of the Municipal Code of Lemont entitled "Part Time Officers" On January 1, 1996 Governor Edgar signed into law new training requirements and certification for part time officers. State law 65 ILCS 5/3.1- 30 -21, states that a municipality shall by ordinance, establish hiring and training standards for part time officers and shall submit those standards to the Illinois Training Standards Board. I have revised municipal code chapter 2.44 changing "Auxiliary" to "Part Time" and updating hiring and training standards according to the law. I sent the revision to John Antonopolous, Village Attorney, to have him review the chapter. He also created an ordinance entitled "Part Time Police Officer ", amending the old ordinance entitled "Auxiliary ". I have enclosed the ordinance and a copy of the State law.
