ORDINANCE NO. 6 6 S
SPECIAL USE PERMIT:
KEYSON EXCAVATING & LANDFILL
(TEMPORARY - ONE YEAR)
WHEREAS, an application has been filed by Keyson Excavating & Landfill in
connection with a special use permit for the property located at 1702 Main Street, Lemont,
Illinois;
WHEREAS, the applicant has requested said special use permit for the purpose of
crushing concrete for use on the premises as well as transporting off the premises; and
WHEREAS, at the June 12, 1990 meeting of the Board of Appeals, the matter was
discussed and approval was given for the special use permit subject to certain conditions.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees
of the Village of Lemont, that Keyson Excavating & Landfill be granted a special use
permit so that the property commonly known as 1702 Main Street, Lemont, Illinois,
containing approximately 5 acres, and legally described as follows:
See legal description attached hereto
to be used for the purpose of crushing concrete on the premises as well as transporting off
the premises subject to the condition that the applicant:
1. Provide adequate safety practices for workers and the
surrounding area in accordiance with current OSHA standards.
2. Establish adequate noise control.
3. Strictly comply with established Village Ordinance on
• construction working hours.

4. Dust reduction measures are adopted and complied with.
5. An agreement be arrived at for continued inspections by the
Village engineer and other authorized village employees, or
officials without notice, however, for safety reasons the
inspectors shall be required to report to the yard foreman
prior to making said inspections.
6. Measures for the departure of trucks to and from the property
be worked out to the best interest of the Village.
7. Elmer Larson, Inc. shall be the sole operator and be a licensed
contractor with the Village of Lemont.
8. The applicant further agrees to post a $5,000 performance bond
to insure the work is completed within one year and is done in
conformance with the above requirements.
9. The applicant completes the activities of concrete crushing and
transportation on or before December 31, 1990. If the
applicant has been in full compliance with the conditions set
forth, an extension shall be granted to June 30, 1991.
10. The Village Engineer will verify that there is and continues to
be a good faith attempt at clearing conditions relating to the
said "stop work order" issued February 26, 1990.
That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in a manner provided by law.
All Ordinances or parts of Ordinances in conflict herewith shall be and the same
are hereby repealed.
The Village Clerk of the Village of Lemont shall certify to the adoption of this
Ordinance and cause the same to be published in pamphlet form.
