ORDINANCE NO. 061
AN ORDINANCE ADOPTING THE ILLINOIS PLUMBING CODE
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF LEMONT, COUNTY OF COOK, STATE OF ILLINOIS, THAT:
SECTION l: ADOPTION OF PLUMBING CODE. That a certain docu-
ment, three (3) copies of which are on file in the offices of the
Village of Lemont, being marked and designated as The 1986 Illinois
Plumbing Code and its 1990 Amendments," as adopted by the Illinois
Department of Public Health, be and is hereby adopted as the Plumbing
Code of the Village of Lemont in the State of Illinois; for the
control of buildings and structures as herein provided; and each
and all of the regulations, provisions, penalties, conditions and
terms of said Plumbing Code are hereby referred to, adopted and
made a part hereof, as if fully set out in this Ordinance, with the
additions, insertions and changes, if any, prescribed in Section 3
of this Ordinance.
SECTION 2: INCONSISTENT ORDINANCES REPEALED. That any in-
consistent provision in the now existing Ordinance of the Village
of Lemont or part of Ordinances in conflict herewith are hereby
repealed.
SECTION 3: ADDITIONS, INSERTIONS AND CHANGES. That the
following sections are hereby revised as follows:
PRINCIPLE NO. 6. Change to:
Every building with an installed plumbing system and intended
for human habitation or occupancy and located adjacent or
abutting property where there is a public water supply and

sewer service, shall connect to the public water supply and
sewer system within one year. All wells shall be disconnected
and capped off and all septic systems shall be abandoned and
filled in according to the Illinois water well construction
code and the Illinois private sewage disposal code.
PRINCIPLE NO. 18. Change to read:
When plumbing fixtures are installed in buildings where
there is no sewer located adjacent or abutting within a
reasonable distance, provisions shall be made for disposing
of the building sewage by an approved method permitted under
the private sewage disposal licensing act and code for the
State of Illinois.
• PRINCIPLE NO. 19. Add:
•
To connect to a sanitary sewer main, buildings shall meet
overhead sewer requirements. Where the sewer mains are
located in the street right -of -way, any floor elevations
below street level require overhead sewers. This includes
all floor elevations, even the first floor living area if
it is below the street curbs. Where the sewer is located
in the rear lot, all floor elevations below the hydraulic
grade line between the upstream and downstream manhole
rims require overhead sewers.
PRINCIPLE NO. 24. Add:
Stormwater discharge from sump pumps or downspouts shall
be tied directly into a storm sewer or be located in a
manner not to cause flooding to adjacent property.

SECTION 890.300 c. Add:
All soil or waste pipe or building drains passing through
a foundation wall to a point 4' outside the wall should
be of cast iron material.
SECTION 890.370 a. Change to read:
a) Building Drains: Building drains shall be installed
below the recorded frost penetration, but not less than
42" below finished grade.
SECTION 890.370 b. Change to:
b) Water Piping: Water piping shall be installed below
the recorded frost penetration, but not less than 42"
below finished grade.
SECTION 890.540. Add:
Exception: In commercial, industrial, and multi- family
residential buildings with slab construction, all drainage
and vent piping located below concrete slabs must be of
cast iron material.
SECTION 890.1480. Indirect clear water wastes shall be
installed as follows:
1. Condensate drip pans, safe pans, or similar devices or
equipment which waste clear water only shall discharge to
the drainage piping through an air gap into a waste receptor.
Indirect wastes shall be piped to the waste receptor with
material that is required by this code. Each waste receptor
shall be trapped and vented as required by this code. The
air gap shall be not less than one (1) inch.

2. Any heat transfer apparatus which wastes clear water only
shall discharge to the drainage piping system through an
air gap into a waste receptor. Indirect wastes shall be
piped to the waste receptor with material that is required
by this code. Each waste receptor shall be
trapped and vented as required by this code. The air gap
shall be not less than two (2) times the diameter of the
indirect waste pipe but not less than two (2) inches.
SECTION 890.1600. Add:
All water service pipe and water distribution pipe located
underground either inside or outside must be Type K copper.
All water distribution pipe above ground must be Type K
copper, or Type L copper, or SCH 40 galvanized pipe and
fittings.
SECTION 890.1630 a. Change to read:
a) Water- Service Pipe Sizing. The water - service pipe from
the street main to the water distribution system for the
building shall be of sufficient size to provide an adequate
flow of water to meet the requirements of the entire building
at peak demand. The water service pipe shall not be less
than one (1) inch nominal diameter except when an existing
tap is smaller, a three- quarter (3/4) inch nominal diameter
pipe can be used. If flushometers or other devices requiring
a high rate of water flow are used, the water - service pipe
shall be designed and installed to provide this additional
need for water service. All piping used outside the building

for potable water piping shall be installed underground
below the maximum frost penetration, but not less than 42 ".
SECTION 890.2290. Application for Permit. Add:
With every permit application that includes plumbing work,
including the water service piping, a letter from the
plumbing contractor on his letterhead must be submitted
to verify that he will be performing the plumbing work at
the address for which the permit is applied for.
SECTION 890.2290. Permit Fees. Add:
Plumbing permit fees for new construction will be combined
with the building permit fee. This fee will be based on
total construction costs and include all structural, elec-
trical, plumbing, mechanical, interior and exterior finishes
and normal site preparation.
Except as provided above, the permit fees for plumbing
work shall be as indicated in the following schedule:
1. Three (3) fixtures or less $50.00
2. Each additional fixture or opening $ 5.00
Items to be counted as fixtures include without limitation
the following: water closets, bidets, lavatories, bathtubs,
hot water heaters, showers, kitchen sinks, utility sinks,
drinking fountains, urinals, ejector pits, sump pits,
floor drains and dishwashing machines.
3. For installation of a fire sprinkler system, a fee
of $150.00 shall be charged for the plan review and
necessary inspection of a sprinkler system having 100 sprink-
ler heads or less. For those systems having more than 100

sprinkler heads, an additional $50.00 shall be charged for
each additional 100 sprinkler heads or fractional part
thereof.
4. Whenever a reinspection is required, due to incorrect,
incomplete, or inaccurate information or construction, an
additional fee of $25.00 per inspection, per inspector shall
be charged. This fee shall be payable prior to the inspec-
tion being performed.
5. Where a plumbing installation has been started prior
to the issuance of a permit for such work, the normal permit
fee as required by this Ordinance shall be increased by the
amount of Twenty -five ($25.00) Dollars.
6. Water connection charges to connect to the Village
water distribution system shall be as follows:
A. Single- Family Dwelling Units: $1,250.00 per single -
family dwelling unit.
B. Duplex, Townhome, and Multi - Family Dwelling Units:
$1,250.00 per dwelling unit.
C. Motels, Hotels, Institutional, Commercial and Industrial
Buildings:

7. All water meters shall be installed by the Village and
charges shall be as follows:
3/4" meter: $150.00
All other meters: Meter cost plus
installation charges. Minimum: $100.00
8. Sewer connection charges to connect to the Village
sanitary sewer system shall be as follows:
A. Single - Family Dwelling Units: $1,250.00 per single -
family dwelling unit.
B. Duplex, Townhome, and Multi - Family Dwelling Units:
$1,250.00 per dwelling unit.
C. Motels and Hotels: $750.00 per room.
D. Institutional, Commercial, and Industrial Buildings to
be calculated on estimated sewage flow and its popu-
lation equivalents (PE) compared to a single- family
home (3.5 PE /unit). Minimum tap fee $1,250.00 per unit.
SECTION 4: SAVING CLAUSE. That nothing in this Ordinance
or in the Plumbing Code hereby adopted shall be construed to affect
any suit or proceeding impending in any court, or any rights acquired
or liability incurred, or any cause or causes of action acquired or
existing, under any act or ordinance hereby repealed as cited in
Section 2 of this Ordinance; nor shall any just or legal right or
remedy of any character be lost, impaired or affected by this
Ordinance.
This Ordinance shall be in full force and effect from and
after its passage, approval and publication in the manner provided

by law. (Except Section 890.2290 Permit Fees, shall become effec-
tive January 1, 1991).
The Village Clerk of the Village of Lemont shall certify to
the adoption of this Ordinance and cause the same to be published
in pamphlet form.
