MINUTES of a / 7,4,t ash public meeting of the
President and Board of Trustees of the Village
of Lemont, Cook County, Illinois held at
Leello,veAt, S'. , Lemont, Illinois, in said
Village at 7, 30 ' o'clock P.M., on the

The President called the meeting to order and directed the
Village Clerk to call the roll.
Upon roll call, the following answered present:

read in full the following ordinance:

seconded the motion that said ordinance as presented and reach by
the Village Clerk be adopted.
After a full discussion thereof including a public recital of
the nature of the matter being considered and such other
information as would inform the public of the nature of the
business being conducted, the President directed that the roll be
called for a vote upon the motion to adopt said ordinance as read.
Upon the roll being called, the following Trustees voted AYE:

Whereupon the President declared the motion carried and said
ordinance adopted, approved and signed the same in open meeting and
directed the Village Clerk to record the same in full in the
records of the President and Board of Trustees of the Village of
Lemont, Cook County, Illinois, which was done.
Other business not pertinent to the adoption of said ordinance
was duly transacted at the meeting.
Upon motion duly made, seconded and carried, the meeting was
adjourned.
ORDINANCE NO. _686
AN ORDINANCE proposing the designation of a
redevelopment project area and convening a
joint review board and calling a public hearing
in connection therewith.
WHEREAS, the Village of Lemont, Cook County, Illinois (the
"Village "), is considering the adoption of a redevelopment plan
(the "Redevelopment Plan ") and the designation of certain property
within the Village further described in Exhibit A attached hereto
as a redevelopment project area (the "Redevelopment Project Area ")
to overcome economic stagnation, to provide sound economic
development in the Village and to encourage the construction of
public improvements and the undertaking of commercial use
redevelopment within the proposed Redevelopment Project Area; and
WHEREAS, Ill. Rev. Stat., ch. 24, Section 11- 74.4 -5 (1987),
as amended (the "Act "), requires the Village to conduct a public
hearing prior to the adoption of an ordinance proposing the
designation of the Redevelopment Project Area and prior to approval
of the Redevelopment Plan by the Village, at which hearing any
interested person or affected taxing district may file with the
Village Clerk written objections to and may be heard orally with
respect to the Redevelopment Project Area and the Redevelopment
Plan; and
WHEREAS, the Act further requires that the Village convene a
joint review board consisting of a representative selected by each
community college district, local elementary school district and
high school district or each local community unit school district,
park district, library district and county that has authority to
directly levy taxes on the property within the proposed
Redevelopment Project Area, a representative selected by the
Village and a public member to consider the proposed designation
of a Redevelopment Project Area; and
WHEREAS, the Act requires that notice of the public hearing
be given by publication and mailing;
NOW, THEREFORE, Be It Ordained by the President and Board of
Trustees of the Village of Lemont, Cook County, Illinois, as
follows:
SECTION 1. The designation of a redevelopment project area
to be known as the Downtown Redevelopment Project Area is hereby
proposed.
SECTION 2. A public hearing shall be held by the President
and Board of Trustees of the Village at 8:00 P.M. on the 13th day
of May, 1991, at the Village Hall, presently located at the Lemont
Township High School, 800 Porter Street, Lemont, Illinois, for the
purpose of hearing from any interested persons or affected taxing
districts regarding the proposed designation of the Redevelopment
Project Area and the approval of the Redevelopment Plan relating
to such Redevelopment Project Area as required by law--
SECTION 3. Notice of the hearing, substantially in the form
attached hereto as Exhibit B, shall be published at least twice,
the first publication to be not more than 30 nor less than 10 days
prior to the hearing, in the Lemont Metropolitan, being a newspaper
of general circulation within the taxing districts having property
in the Redevelopment Project Area. In addition, notice shall be
mailed by certified mail not less than 10 days prior to the date
set for the hearing, addressed to the person or persons in whose
name the general taxes for the last preceding year were paid on
each lot, block, tract or parcel of land lying within the
Redevelopment Project Area. In the event taxes for the last
preceding year were not paid, the notice shall also be sent to the
persons last listed on the tax rolls within the preceding three
years as the owners of such property.
SECTION 4. Notice shall also be given by certified mail to
all taxing districts of which taxable property is included in the
Redevelopment Project Area and to the Illinois Department of
Commerce and Community Affairs not less than 45 days prior to the
hearing, and such notice shall also include an invitation to each
taxing district and the Illinois Department of Commerce and
Community Affairs to submit written comments prior to the date of
the hearing to the Village, to the attention of the Village Clerk,
Village Hall, presently located at the Lemont Township High School,
800 Porter Street, Lemont, Illinois 60439, concerning the subject
matter of the hearing. Such notice shall also advise the taxing
bodies represented on the joint review board of the time and place
of the first meeting of the board.
SECTION 5. A draft of the Redevelopment Plan relating to the
proposed Redevelopment Project Area shall be placed on file at the
offices of the Village no later than March 29, 1991, being a date
not less than 45 days prior to the date of such hearing.
SECTION 6. The joint review board as set forth in the Act is
hereby convened and the board shall meet, review such documents and
issue such report as set forth in the Act.
SECTION 7. This Ordinance shall become effective upon its

NOTICE OF PUBLIC HEARING
VILLAGE OF LEMONT, COOK COUNTY, ILLINOIS
DOWNTOWN REDEVELOPMENT PROJECT AREA
Notice is hereby given that on May 13, 1991, at 8:00 p.m. at
the Village Hall, presently located at the Lemont Township High
School, 800 Porter Street, Lemont, Illinois, a public hearing will
be held to consider the approval of a Redevelopment Plan (the
"Redevelopment Plan ") and the designation of a Redevelopment
Project Area to be called the Downtown Redevelopment Project Area
consists of the territory legally described as follows:

The approximate street location and description of the
Redevelopment Project Area is as follows:
Generally bounded on the South by Illinois Street, on the
North by the Village Limits on the East by Brady Street on the West
by Joliet Street as more specifically depicted on the attached
drawing marked Exhibit C.
There will be considered at the hearing the proposed
Redevelopment Plan for the Redevelopment Project Area. The
Redevelopment Plan is on file and available for public inspection
at the Office of the Village Clerk, at Lemont Twonship High School,
800 Porter Street, Lemont, Illinois. The objectives stated in the
Redevelopment Plan are the reduction of blighting conditions, the
strengthening of the economic well -being of the area, assembly of
land into functional parcels for contemporary development needs and
parcels, the stimulation of private investment in the area, the
functional and aesthetic integration of development with nearby
areas, the encouragement of high quality standards of design and
appearance. and the provision of needed public improvements.
These objectives are to be accomplished by the Village by a
program of coordinated actions which may include, but are not
limited to, the assemblage of sites, the provision of public
improvements and facilities, and the execution of necessary
redevelopment agreements.
Prior to the date of the hearing, each taxing district having
property in the proposed Redevelopment Project Area and the
Illinois Department of Commerce and Community Affairs may submit
written comments to the Village, to the attention of the Village
Clerk, c/o Lemont Township High School, 800 Porter Street, Lemont,
Illinois 60439.
A joint review board consisting of representatives selected
by each community college district, local elementary school
district and high school district or each local community unit
school district, park district, library district and county that
has authority to directly levy taxes on the property within the
proposed Redevelopment Project Area, a representative selected by
the Village and a public member has been convened. The first
meeting of such joint review board will be held at 7:30 p.m. on the
9th day of April, 1991, 800 Porter Street, (Lemont Township High
School), Lemont, Illinois.
At the hearing, all interested persons or affected taxing
districts may file written objections with the Village Clerk and
may be heard orally with respect to any issues regarding the
designation of the Redevelopment Plan. The hearing may be
adjourned by the President and Board of Trustees of the Village
without further notice other than a motion to be entered upon the
minutes of the hearing fixing the time and place of the subsequent
hearing.
