AN ORDINANCE ADOPTING THE BOCA
NATIONAL PLUMBING CODE, SEVENTH EDITION, 1987
BE IT ORI)AINI;D BY '1'11E PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
LEMONT, COUNTY OF COOK, STATE OF ILLINOIS, THAT:
SECTION 1: ADOPTION OF PLUMBING CODE. That a certain document, three (3)
copies of which are on file in the offices of the Village of Lemont, being
marked and designated as "The BOCA National Plumbing Code, Seventh Edition,
1987 ", as published by the Building Officials and Code Administrators Inter-
national, Inc., be and is hereby adopted as the Plumbing Code of the Village
of Lemont in the State of Illinois; for the control of buildings and structures
as herein provided; and each and all of the regulations, provisions, penalties,
conditions and terms of said BOCA National Plumbing Code are hereby referred
to, adopted and made a part hereof, as if fully set out in this Ordinance,
with the additions, insertions and changes, if any, prescribed in Section 3
of this Ordinance.
SECTION 2: IN CONSISTENT ORDINANCES REPEALED. That any inconsistent
provision in the now existing Ordinance of the Village of Lemont or part of
Ordinances in conflict herewith are hereby repealed.
SECTION 3: ADDITIONS, INSERTIONS AND CHANGES. That the following
sections are hereby revised as follows:
Section P- 100.1 (page 1, second line) Insert: Village of Lemont.
Section P -104.1 (page 2, second line) Insert: May 11 , 1987.
Section P -114.2 (page 8, third line) Insert:
Plumbing permit fees for new construction will be combined with
the building permit fee. This fee will be based on total construction

costs and include all structural, electrical, plumbing, mechanical,
interior and exterior finishes and normal site preparation.
Except as provided above, the permit fees for plumbing work shall
be as indicated in the following schedule:
1. Three (3) fixtures or less. $20.00
2. Each additional fixture or opening $ 5.00
Items to be counted as fixtures include without limitation the
following: water closets, bidets, lavatories, bathtubs, hot water
heaters, showers, kitchen sinks, utility sinks, drinking fountains,
urinals, ejection pits, sump pits, floor drains and dishwashing machines.
3. For installation of a fire sprinkler system a fee of $75.00
shall be charged for the plan approval and necessary inspection of a
sprinkler system having 100 sprinkler heads or less.
For those systems
having more than 100 sprinkler heads, an additional $15.00 shall be
charged for each additional 100 sprinkler heads or fractional part
thereof.
4. Whenever a reinspection is required, due to incorrect, in-
complete, or inaccurate information or construction, an additional
fee of $20.00 per inspection, per inspector shall be charged. This
fee shall be payable prior to the inspection being performed.
5. Where a plumbing installation has been started prior to the
issuance of a permit for such work, the normal permit fee as required
by this Ordinance shall be increased by the amount of Twenty -Five
($25.00) dollars.
6. Water connection charges to connect to the Village water
distribution system shall be as follows:

A. Single - Family Dwelling Units: $600.00 per single -
Family dwelling unit.
B. Duplex and Multi- Family Dwelling Units: $600.00 per
dwelling unit.
C. Motels, Hotels, Institutional, Commercial and Industrial
Buildings: SERVICE LINES
3/4" up to but not including 1" $600.00
1" up to but not including 2" $700.00
2" up to but not including 3" $800.00
3" up to but not including 4" $900.00
4" up to but not including 5" $1,000.00
6" or greater $1,100.00
7. All water meters shall be installed by the Village and charges
shall be as follows:
3/4" meter: $150.00
All other meters: Meter cost plus installation charge (min-
imum $100.00)
8. Sewer connection charges to connect to the Village sanitary
sewer system shall be as follows:
A. Single - Family Dwelling Units: $700.00 per single - family
dwelling unit.
B. Duplex and Multi- Family Dwelling Units: $700.00 per
dwelling unit.
C. Motels and Hotels: $350.00 per room.
D. Institutional, Commercial, and Industrial Building to be
calculated on estimated sewage flow and its population
equivalents (PE) compared to a single - family home(3.5 PE /unit).
Minimum tap fee $700.00 per unit.

Section P -117.4 (page 9, fifth, sixth, and seventh lines) Insert:
misdemeanor, $500.00, 0 days.
Section P -118.2 (page 10, fifth line) Insert: $25.00, $500.00.
Add. New Sections P- 123.0, P- 123.1, P- 123.2, P- 123.3, P- 123.4,
P -123.5 and P- 123.6, P- 123.7.
Section P -123.0 Licensed Plumbers
Section P -123.1 General: To protect the health of the public it is
essential that plumbing be installed by persons who have proven their knowledge
of the sciences of pheumatics and hydraulics and their skill in installing
plumbing.
Section P -123.2 Licensed Plumbers: No Plumbing Contractor shall
engage in doing plumbing in the Village of Lemont without first filing with
the Lemont Building Department a copy of a current Plumber's License as
regulated by the State of Illinois Plumbing License Law. A Plumbing Contractor
does not refer or include the trade of drainlaying, the trade of drilling water
wells which constitute the sources of private water supplies, and of making
connections between such wells and pumping units in the water supply systems
of buildings served by such private water supplies, or the business of installing
water softening equipment and of maintaining and servicing the same, or the
business of manufacturing or selling plumbing fixtures, appliances, equip-
ment or hardware.
Section P -123.3 Fee: Any Plumbing Contractor who is licensed under
the state of Illinois Plumbing License Law shall not be required to pay a
registration fee for doing plumbing work within the Village of Lemont.
Section P -123.4 Drainlayer Contractors: All Drainlayer Contractors not
working under a General Contractor must be registered with the'Village and pay
a $40.00 per year registration fee to conduct business or work within the
Village, whether or not their place of business is located within the Village.
Section P -123.5 Bond: Every Plumbing Contractor and Drainlayer working
within the Village shall file with the Building Department a $5,000.00 indem-
nity bond, such bond being payable to the Village of Lemont, for the use of
any person with whom such applicant shall thereafter contract to do work,
to identify any such person for damages sustained on account of the failure of

such applicant to perform the work so contracted for in accordance with the
provisions and requirements of the Village relating to the installing, opera-
ting and maintaining plumbing systems. The filing of the aforesaid bond shall
be required previous to the issuance of any permits.
Section P -123.6 Insurance: All Plumbing Contractors and Drainlayer
Contractors are required to have a liability insurance policy, providing
coverage in the amount of $100,000.00 for bodily injury, $300,000.00 for each
occurance and property damage of'$25,000.00. Evidence shall be filed along with
the application to the Village in the form of a certificate of insurance
naming the Village of Lemont as a Certificate holder.
Section P -123.7 Homeowners: A "homeowner" or member of his immediate
family may be permitted to do plumbing work on his own single family residence
(apartment building or commercial building not included), if the person is
not less than twenty -one years of age and has at least two years experience
in the installation, alteration, repair and maintenance of plumbing systems.
The person shall furnish the names and addresses of former employers, periods
of time employed by each and iri what capacity, and any other relevant information.
The term "homeowner" as used in this ordinance shall be understood to
mean any person who owns a single family residence (in which plumbing work
is to be performed at) and lives at, or intends to live at for a period longer
that 6 months. A homeowner doing his own plumbing work need not file a cer-
tificate of registration nor a bond, but shall be subject to signing a

release waiving the Village of any liability. It shall be unlawful for any
homeowner doing his own plumbing work without strict compliance with the
adopted plumbing code relating to such installations, and it shall be unlaw-
ful for any person to do any such work without having obtained such permits
as may be required.
Add New Section P -301.3 (page 26) to read: Abandoning Existing
Septic Systems.
Section P -301.3 Abandoning Existing Septic Systems: Where existing
septic systems are to be abandoned septic tanks shall be filled or removed.
An entire new sanitary sewer service shall be constructed from the city
sewer main to the sewage pipe outlet at the building foundation wall.
Interior plumbing modifications are necessary to comply with all require-
ments of these specifications.
Add New Section P -301.4 (page 26) to read: Connection to Sewer.
Section P -301.4 Connection to Sewer: When a public sanitary sewer
system is installed or extended to serve a lot, the septic system of that
lot shall be abandoned and connections made to the sanitary sewer system
within one year.
Section P -303.2 (page 26, third line) Insert: Two hundred
feet (200').
Section P -308.3 (page 27, second line) Insert: 3 feet, 6 inches.
Section P -308.4 (page 27, second and fourth lines) Insert: 42 inches.
Section P -402.3 (page 29) Change to read: Section P -402.3 Water
Service Pipe: Water service shall be provided for each building directly
from the water main. The service pipe shall be of type K copper pipe.
Section P -403.3 (page 31) Add: I3uild.ing sewer service shall
receive the sewage flow from a single building, connect to a sewer main
or lateral, and be constructed on private property except for street
crossing. The maximum length of a building service sewer shall preferably
be 120 feet and shall not exceed 150 feet. If the length is exceeded an
intermediate manhole shall be built. A manhole or clean -out shall also be
installed every 150 feet. When the building service sewer connects to a
sewer lateral of a size not larger than the size of the service sewer, a
manhole shall be built at the point of connection.
Horizontal and vertical alignment of the service sewer shall be
uniform and shall follow a straight line alignment. There shall be no
dips in the grade or fall in the line. Turns or bends should be avoided.
Turns or bends which cannot be avoided shall be made with factory - pro-
duced fittings and shall be designed for installation on the pipe to be used.
The maximum deflection permissible at any one (1) fitting shall not exceed
45 degrees [one- eighth (1/8) bend]. The maximum deflection of any combina-
tion of two (2) adjacent fittings shall not exceed 45 degrees [one- eighth
(1/8) bend] unless straight pipe of not less than two and one half (211)
feet in length be installed between such adjacent fittings, or unless one
of such fittings be a wye branch with a clean -out provided on the straight leg.
Sanitary sewer service pipe shall be a minimum of 6 inches in diameter.
The minimum and maximum sanitary sewer pipe slopes are as follows:

Add New Section 604.3 (page 49) to read: Section 604.3 Overhead
Sewer.
Section 604.3 Overhead Sewer: To connect to a sanitary sewer main,
buildings shall meet overhead sewer requirements. Where the sewer mains
are located in the street right -of -way, any floor elevations below street
level require overhead sewers. This includes all floor elevations, even the
first floor living area if it is below the street curbs. Where the sewer is
located in the rear lot all floor elevations below the hydraulic grade line
between the upstream and downstream manhole rims requires overhead sewers.
Section P -802.1 (page 53) Add to Section: Complete separation of
sewers shall be provided in the building sanitary sewer service construction
in accordance with the following requirements:
A. Down Spouts: All down- spouts or roof drains shall discharge
onto the ground or be connected to storm sewer. No down- spouts
or roof drains shall be connected to the sanitary sewers.
B. Footing Drains: Footing drains shall be connected to sump
pumps, and discharge shall be made into storm sewers or drainage
ditches. No footing drains or drainage tile shall be connected
to the sanitary sewer.
C. Floor Drains: Floor drains in basements shall be connected
to sump pumps and discharged to the sanitary sewers. (See
Section 604.3 Overhead Sewers).
D. Sump Pumps: Sump pumps installed to receive and discharge
ground waters or other storm waters shall be connected to the
storm sewer or discharged into a drainage ditch. Sump pumps
installed to receive and discharge floor drain flow or other
sanitary sewage shall be connected to the sanitary sewers. A
sump pump shall be used for one funciton only, either the dis-
charge of storm waters or the discharge of sanitary sewage.
E. Window Well and Area -Way Drains: No window well or area -way
drains shall be connected to the sanitary sewer.
Add New Section P- 1224.0 (page 84) Water Conservation
Add New Section P- 1224.1 (page 84) to read:
Section P- 1224.1 Plumbing Fixtures, Water Use: Plumbing fixtures
in all new construction, as well as replacement fixtures in existing con-
struction, shall not exceed the following established flow rates and /or
water usage criteria [based on water pressures at the fixture of 40 to 50
pounds per square inch (psi)]:
A. Water closet (tank type) residential only: maximum 3.5 gallons
(13.2 liters) per flush.
B. Water closet (flushometer) any location: maximum 3.0 gallons
(11.4 liters) per flush.
C. Urinal (tank type): illegal.
D. Urinal (flushometer): maximum 1.5 gallons (5.7 liters) per
flush.
E. Shower Heads: maximum flow of 3.0 gallons (11.4 liters) per
minute. In all shower heads intended for public use, the
shower heads are to be serviced by metering self- control valves
whose cycle is not to exceed 60 seconds. Thermostatically
controlled water at a temperature not to exceed 105 F (40 C)
is to be provided for each shower head.
F. Lavatory sink faucets: maximum flow of 3.0 gallons (11.4 liters)
per minute. The maximum flow rate for lavatory faucets is
measured with both hot and cold water supply fully opened.
When installed for public use, these shall be metering self -
closing type.
G. Water softeners: no residential water softeners may use more
than 75 gallons (285 liters) during the entire regeneration
cycle, and sized to cycle no more than 3 times a week.
H. Special fixtures: Special purpose plumbing fixtures, and
appurtenances where necessary, may be exempt from these re-
quirements upon request and approval of the plumbing official.
I. Commercial car -wash facilities: All new commercial car -wash
facilities shall be equipped with an approved water recycling
system on both the wash and rinse water units. All existing
commercial car -wash facilities shall be equipped with such
recycling systems when the systems are replaced.
J. Industrial and business uses: Technical information on water
usage of other than the above noted plumbing fixtures shall
be indicated including demand, rate of demand, amount lost and
amount recirculated.
SECTION 4: SAVING CLAUSE. That nothing in this Ordinance or in the
Plumbing Code hereby adopted shall be construed to affect any suit or
proceeding impending in any court, or any rights acquired, or liability
incurred, or any cause or causes of action acquired or existing, under any
act or ordinance hereby repealed as cited in Section 2 of this Ordinance;
nor shall any just or legal right or remedy of any character be lost,
impaired or affected by this Ordinance.

This Ordinance shall be in full force and effect from and after its
passage, approval and publication in the manner provided by law.
The Village Clerk of the Village of Lemont shall certify to the adoption
of this ordinance and cause the same to be published in pamphlet form.
