O-567-87 07/27/87411 411 ORDINANCE NO. 5 (fi / AN ORDINANCE ADOPTING THE BOCA NATIONAL BUILDING CODE /1987 Be. it. ordained by the President and Board of Trustees of the Village of Leraont as follows: Section 1. Adoption of Building Code. That a certain document, three (3) copies of which are on file in the offices of the Village of Lemont being marked and designated as "The BOCA National Building Code, Tenth Edition, 1987" as published by The Building Officials and Code Administrators International, Inc. be and is hereby adop- ted as the Building Code of the Village of Lemont in the State of Illinois; for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said BOCA National Building Code, are hereby referred to, adopted and made a part hereof as if fully set out in this Ordinance, with the additions, insertions, deletions and changes, if any, prescribed in Section 3 of this Ordinance. Section 2. Inconsistent Ordinances Repealed. That Ordinance Number 329 of the Village of Lemont of entitled an Ordi- nance Adopting a Building Code and all other ordinances or parts of ordinances in conflict herewith are hereby repealed, except for Ordinance Number 519 which amends the building code for Multi- family structures. Section 3. Additions, Insertions, and Changes. That the following sections are hereby revised as follows: Section 100.1 (page 1, second line), Insert: Village of Lemont Section 103.4 (page 3, first line). Insert: July 27, 1987 Section 114.3.1 (page 11, third line). Insert: Permit fees for the construction of buildings or additions to buildings shall relate to the esti- mated construction value of the building. The estimated construction valuation will be determined by the latest Building Valuation Data Report as published in the Building Official and Code Administrators (BOCA) Magazine. The unit costs for the different construction types will be applied to the gross square footage of a building (including basements and garages) to determine the valu- .ation of the building for all structural, electrical, plumbing, mechanical, interior finish, normal site preparation including excavation and backfill, overhead and profit. Architectural fees, cost of land and off site costs are not included. Any Building Valuation submitted by permit applicant that exceeds the computed valuation will be utilized as the Building Valuation. Permit fees for remodeling an existing building will be based on the estimated cost of the contractor doing the work. Permit fee for moving buildings will be based on complete value of home after move. Reinspection Fees: Whenever a reinspection is required, due to incorrect, incomplete or inaccurate information or construction, an additional fee of $20.00 per inspection, per inspector, shall be charged. This fee shall be payable prior to the inspection being performed. Late Fee: When construction has been started prior to the issuance of a permit for such work, the normal permit fee as required by this ordinance shall be increased by the amount of $25.00 dollars. Village Inspection Fee: When the Building Department is requested by a buyer or seller of a building to inspect the building for sale to determine building code violations, the following fee shall be paid for the inspection. Dwelling Size: No single family res- idential dwelling shall be erected, converted, or reconstructed unless the living area of said building (exclusive of attics, basements, utility and garage areas) are 900 square feet or greater. Section 1205.1 (page 280). Add: The Village of Lemont's frost line is 42 inches below grade. Section 1209.3.1 (page 281). Change to: In plain concrete footings on soil, the edge thickness shall be not less than 10 inches with a width not less than 18 inches for frame construction and 20 inches for brick veneer. Section 2906.1 (page 438, first, second and third lines). Insert: $5,000.00, $300,000.00, $25,000.00. Section 4. As a supplement to the BOCA National Building Code /1987, the Village of Lemont hereby adopts "the CABO One and Two Family Dwelling Code/ 1986, Edition" as published by the Council of American Building Officials, for the purpose of establishing minimum regulations governing the design, construction, repairs and remodeling of One and Two Family Dwellings. Three (3) copies of said "CABO One and Two Family Dwelling Code" are on file in the Offices of the Village of Lemont. Each and all of the regulations of said "CABO One and Two Family Dwelling Code /1986, Edition" are hereby referred to, adopted, and made a part hereof, as if fully set out in this ordinance. The interpretation and applications of the provisions of said "CABO One and Two Family Dwelling Code /1987, Edition" are minimum requirements and are not intended to interfere with, abrogate, and annul any building regulations in Section 1, 2, and 3 of this ordinance. Whenever this Section imposes requirements different from those imposed by any other regulations • • in this ordinance, whichever regulation imposes more restrictive or higher standards shall apply. Section 5. Saving Clause. That nothing in this ordinance or in the Building Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed as cited in Section 2 of this ordinance; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this ordinance. Section 6. Date of Effect. This ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. The Village Clerk of the Village of Lemont shall certify to the adoption of this ordinance and cause the same to be published in pamphlet form. OHN R. ` i ON, PRESIDENT Builotoing Valuation Datadieport As a service to its members, BOCA International offers the follow- ing Building Valuation Data Report representing current average square foot construction costs for each category of construction in Table 505 of the Basic Building Code /1981, or Table 501 of the National Building Code//987. The figures indicated in the following tables relate to square foot construction costs. The fee schedule established by the jurisdiction and addressed in Section 114.3.1 of the Basic Building Code11981 or the National Building Code/ 1987 may be applied to these figures in determining the final permit fee. These unit costs are intended to be applied to gross square footage of a building and include all structural, electrical, plumb- ing, mechanical, interior finish, normal site preparation including excavation and backfill, overhead and profit. Architectural fees, cost of land and off -site costs are not included. All data contained in this report were compiled by the BOCA Technical Services Department using the Marshall Valuation Ser- vice as published by the Marshall and Swift Publication Company, Los Angeles, California. When using these tables, it should be noted that these are "aver- age" costs based on typical construction methods, materials and interior finishes for each use group/ type. of construction combina- tion. These figures should be adjusted for above or below average construction. Note that at the top of Table 1 the type of construction classifica- tions have been updated to incorporate the National Building Code /1987 classifications, as well as maintaining the Basic Build- ing Code /1981 classifications. The use group classifications now reflect the current National Building Code/ 1987 classifications. Users of earlier editions of the Basic Building Code can still utilize these classifications, except 1 -1 Use Group in earlier codes is now 1 -3. The determination of plan review fees for projects reviewed by Building Officials and Code Administrators (BOCA) International will be based on the valuation computed from these tables. The revised tables shown here wcrc effective May 1, 1987. Questions relative to Building Valuation Data Report application are periodically received at BOCA Headquarters. The following are staff responses to two of these questions. Question: Do the values in Tables I, 2 and 3 apply to the rehabilita- tion of existing buildings? Answer: No. Because the rehabilitation of buildings can vary so greatly in the type of work done and the price of such work, Tables 1, 2 and 3 do not reflect accurate values for that purpose. These tables are intended to apply to new construction only. Question: How is the sprinkler add -on (in Table 2) utilized? Answer: Note 1 under Table 2 requires this specialty item to b added to the square foot figure from Table I. However, prior to adding any figures to Table 1, a square foot cost interpolation procedure must take place. An example follows: Step 1: Subtract the low range cost per square foot (1.00) from the high range cost (1.86). i.e., 1.86 - 1.00 =.86. Step 2: From Note 4 of Table 2, subtract 5,000 from 250,000. i.e., 250,000 - 5,000 = 245, 000. Step 3: Set up the formula: sprinkler cost /sq. ft. = 0.86 = ,0000035 sq. ft. of coverage 245,000 Step 4: Multiply the answer in Step 3 by 1,000. i.e., 0.0000035 x 1,000 = .0035. This is the cost per 1,000 square feet. Step 5: Multiply the cost per 1,000 square feet (0.0035) by the number of thousand square feet in your particular project, minus five. i.e., 20,000 square foot building: (20.0 - 5.0) x .0035 = 0.525. Step 6: Subtract answer from Step 5 (.0525) from the high range cost from Table 2 (1.86). i.e., 1.86 - 0.525 = 1.81. Step 7: This is the figure you add to the square foot cost figure from Table 1.
