AN ORDINANCE ESTABLISHING AN ILLINOIS AND MICHIGAN
CANAL NATIONAL HERITAGE CORRIDOR ADVISORY COMMISSION
WHEREAS, The Congress of the United States has enacted
a Bill providing for the establishment of the Illinois and
Michigan Canal National Heritage Corridor and said Bill was
signed into law by the President of the United States, and
WHEREAS, the General Assembly of the State of Illinois
has enacted a Bill creating an Illinois and Michigan Canal
National Corridor Civic Center Authority and said Bill was
signed into Law by the Governor of The State of Illinois,
and
WHEREAS, The Corporate Authorities of the Village of
Lemont recognize that said Illinois and Michigan Canal
National Heritage Corridor and Civic Center Authority will
both have a positive impact upon the future economic growth
and environmental enhancement of said Village, and
WHEREAS, said Corporation Authorities of the Village
of Lemont propose that a Lemont Illinois and Michigan Canal
Advisory Commission be established for the purpose of
investigating, formulating, and coordinating programs and
projects that will allow said Village to receive full
advantage of opportunities available through the Federal,
State and Cook County agencies.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND BOARD
OF TRUSTEES OF THE VILLAGE OF LEMONT, COOK COUNTY, ILLINOIS,
HEREBY ESTABLISH THE VILLAGE OF LEMONT, ILLINOIS AND
MICHIGAN CANAL ADVISORY COMMISSION.

Section 1: Purpose of Commission: Said Commission
is hereby created for the purpose of establishing,
developing and implementing sound programs and projects for
the Village of Lemont consisting of , among other things,
investigation and documentation of available resoures,
formulate programs and projects, and coordinate and
recommend said programs and projects to the Corporate
Authorities of the Village of Lemont.
Section 2: Organization of Commission: The
Commission shall consist of eleven (11) official members

Terms of Members: All official
appointments shall be for terms of three (3) years, each of
which shall expire on April 30, except for initial
appointments which shall be as follows:
a. Four (4) members to serve until April 30, 1988
(one (1) year).
b. Three (3) members to serve until April 30, 1989
(two (2) years).
c. Four (4) members to serve until April 30, 1990
(three (3) years).
Any member may be appointed to successive terms on the
Commission. Vacancies shall be filled by the Mayor with the
concurrence of the Board of Trustees, but only for the
balance of the term created by the vacancy. The Mayor with
the concurrence of the Board of Trustees may for good cause
shown remove any member of the Commission.
Section 4: Rules of Procedure: The Commission shall
adopt such rules of procedure as it deems advisable for the
conduct of its business. The foregoing notwithstanding:

a. The Commission shall elect a Chairman, Vice
Chairman and such other officers as it shall deem advisable
to serve as officials of the Commission for a period not
exceeding one (1) year.
b. The Commission shall meet as frequently as its
rules of procedure shall provide, but not less than once
every three (3) months.
c. The Commission shall maintain a record of all of
its proceedings, said record shall be placed on file with
the Village Clerk.
d. The Mayor may, with the concurrence of the Board of
Trustees, appoint a Secretary to the Commission who need not
be a member of the Commission.
e. All official members of the Commission shall serve
without compensation. Expenses incurred on behalf of the
Commission shall, with the prior approval of the Corporate
Authorities, be reimbursed to the person incurring the same.
f. The Commission shall submit reports of its
activities to the Mayor and Board of Trustees as often as it
shall deem necessary, but not less than every six (6)
months.
Section 5: Conflicting Ordinances: All ordinances
of the Village of Lemont or parts thereof in conflict with
the terms and provisions of this Ordinance are hereby
repealed to the extent of any such conflict.

Section 6: Effective Date of Ordinance: This
Ordinance shall be in full force and effect from and after
its passage, approval, and publication as required by law.
The Village Clerk of the Village of Lemont shall certify to
the adoption of this Ordinance and cause the same to be
published in pamphlet form.
