COMMISSION CREATED: There is hereby created a Citizen Advisory Commission. The Commission shall consist of the seven members who shall be appointed and removed by the Mayor with the advice and consent of the Village Board. To qualify as a member of the commission, each appointee shall reside within one and a half (1 1/2) miles of the corporate limits of the village and be a resident of Lemont Township for a period of not less than one (1) year. 2. APPOINTMENT AND TERM: (A) All appointments shall be for terms of two (2) years, each of which expires on April 30, except for initial appointments, which shall be as follows: (1) Two members to serve until April 30, 1990 (one year). (2) Three members to serve until April 30, 1991 (two years). (3) Two members to serve until April 30, 1992 (three years). (B) Any member may be appointed to successive terms on the commission. Vacancies shall be filled by the mayor with the concurrence of the board of trustees, but only for the balance of the term created by the vacancy. (C) The mayor, with the concurrence of the board of trustees, may for good cause shown remove any member of the commission. 3. POWERS AND DUTIES: The Citizen Advisory Commission shall be given specific assignments at the direction of the Village Board. The responsibility of the Commission is to provide studies, surveys, and other community input to assist and make recommendations to the Village Board. The members of the Commission shall receive no compensation for their service as members. 4. SECRETARY OF THE COMMISSION: (A) Office Created: There is hereby created the office of Secretary of the Citizen Advisory Commission. The Commission shall select among its members a Secretary of the Citizen Advisory Commission. (B) Duties: The Secretary of the Citizen Advisory Commission shall attend all meetings of said Commission and keep a record of all proceedings in a book to be provided for that purpose. He /she shall preserve and file in his /her office all petitions, resolutions, papers and documents presented to or acted upon by said Commission. He /she shall mail and post all estimates and notices which are required by law to be mailed or posted by the Citizen Advisory Commission and shall prepare all reports made by said Commission to the Village Board and shall do and perform all other acts and duties required by law and by the Citizen Advisory Commission. 5. MEETINGS: (A) Regular Meetings: The Citizen Advisory Commission shall hold its regular meetings in the Village Hall on the second Tuesday of every month. (B) Special Meetings: Special meetings of the Citizen Advisory Commission may be called by the Chairperson or any two (2) other members of the Citizen Advisory Commission, as provided by law. • • (C) Minutes of Meetings: The minutes of any regular or special meeting of the Citizen Advisory Commission shall be prepared by the Secretary and a copy of said minutes shall be given to all members in advance of the meeting when said minutes are to be approved. 6. RULES OF PROCEDURE: The current edition of Robert's Rules of Order shall govern the proceedings of the Citizen Advisory Commission, except where they conflict with the following rules: (A) The order of business at all regular meetings of the Citizen Advisory Commission shall be as follows: 1. Roll call. 2. Minutes of proceeding meetings. 3. Communications. 4. Resolutions and recommendations. 5. Reports of officials. 6. Other business. (B) The above order of business may be changed or altered at the discretion of the Chairperson. (C) The rules of order, except as otherwise provided, may be suspended at any time by the affirmative vote of two- thirds (2/3) of the members present at any meeting. 7. VOTING PROCEDURE: All resolutions shall be reduced to writing and read by the Secretary. The vote on all matters coming before the Citizen Advisory Commission shall be by a roll call of the voting officials present. Published in pamphlet form by authority of the President and Board of Trustees of the Village of Lemont, Illinois, this day of � 1989. 4 ORDINANCE NO. 6c / AN ORDINANCE AMENDING SECTION 15.003 OF CHAPTER 15 OF THE MUNICIPAL CODE OF LEMONT OF 1964 WHICH CHAPTER IS ENTITLED "VEHICLE LICENSES" BE IT ORDAINED by the President and Board of Trustees of the Village of Lemont, Cook County, Illinois, that Section 15.003 of Chapter 15 of the Municipal Code of Lemont of 1964, (as amended by Ordinance 534), is hereby amended to read as follows: SECTION 15.003 (FEES): The annual fee to be paid for vehicle licenses shall be as follows: Motorcycles or Motor Bicycles Passenger Vehicles Trucks "B" License (Pick -up & R.V.) Trucks "D" and "F" Licenses Trucks "H ", and "J" through "Z" Buses and Motor Home Antique Vehicle Transfer or Replacement License $13.00 16.00 20.00 35.00 41.00 19.00 3.00 3.00 Provide further, that commencing January 1, 1985, the license fees above - provided shall be one -half (1/2) of the annual fee for a six (6) month period ending June 30, 1985 and that commencing July 1, 1985 all license fees shall be issued on an annual basis thereafter. Thirty (30) days after the date due for any license, the cost of said license shall be doubled, unless the purchaser can offer acceptable evidence to the Village Police Department that said vehicle was not owned by him or operated by him prior to the due date of such license. S There shall be a Senior Citizen discount of fifty percent (50) of the annual Vehicle License fee for Village residents. The discount will be granted only if all of the following are complied with: 1) His /her age being 65 years or older; 2) Proof of ownership of vehicle; 3) Possession of a valid drivers license; 4) Vehicle must have current Illinois license plates; 5) Discount will only apply to one vehicle per family; 6) Discount will apply to automobiles and pick -up trucks only; This Ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. All Ordinances or parts of Ordinances in conflict herewith shall be and the same are hereby repealed. The Village Clerk of the Village of Lemont shall certify to the adoption of this Ordinance and cause the same to be published in pamphlet form.
