CODE OF ETHICAL CONDUCT
FOR EMPLOYEES OF THE VILLAGE OF LEMONT
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COUNTY OF COOK, STATE OF
ILLINOIS,AS FOLLOWS:
INTRODUCTION
The holding of public office or employment is a public trust created by the
confidence which the citizenry reposes in the integrity of officers and employees
of government. An officer or employee shall carry out all duties assigned by law
for the benefit of the people, and shall put loyalty to the principles embodied in
this Code above loyalty to persons, party, or government department. An
employee shall uphold the Constitution, laws, and legal regulation of the United
States and the State of Illinois, and never by a party to their evasion. An employee
shall abide by each of the standards set out in this Code, and shall always
endeavor to expose corruption whenever and wherever discovered.
SCOPE
Throughout this Code, the expression, "employees" includes within its scope
those village employees who are employees of the Village of Lemont.
SECTION ONE: ABUSE OF POSITION
A.) No employee of the Village of Lemont shall use or attempt to use his or
her official position to secure unwarranted privileges or exemptions for himself or
herself or others.
B.) No employee shall solicit or accept any gift, favor, or anything of value
based upon any material understanding, either explicit or implicit, that the official
actions, decisions, or judgment of any employee would be influenced thereby.
C.) No employee shall discriminate by dispensing special favors or
privileges to anyone, nor shall any employee so act that the employee is unduly
affected by kinship, rank, position, or influence of any party or person.
D.) No employee shall request or accept any fee or compensation, beyond
that received by the employee in his or her official capacity, for advice or
assistance given in the course of his or her public employment.

E.) Each employee shall use the resources, property, and funds under his
or her official control judiciously and solely in accordance with prescribed statutory
and regulatory procedures.
F.) Each employee shall report to the Village Administrator or Village
President any attempt to induce him or her to violate any of the standards set out
above.
SECTION TWO: CONFLICT OF INTEREST
A.) Employees, consultants, advisors and elected and appointed officials
shall avoid conflicts of interest in the performance of their professional duties.
Employees are required to exercise diligence in becoming aware of conflicts of
interest, disclosing substantial conflicts to the proper authorities, avoiding
substantial conflicts of interest, and ending them when thy arise.
1.) A conflict of interest exists when an employee's objective ability
or independence of judgment in performance of his or her job is impaired or when
the employee, his family, or his business would derive financial gain as a result of
his position within the Village of Lemont.
B.) Employees, consultants, advisors and elected and appointed officials
who are subject to the provisions for disclosure of economic interests, as set forth
in III.Rev. Stat. 1987, Chap. 127, Sec. 604A -101 et. seq., shall fully comply with said
provisions, without exception.
1.) Employees shall not enter into any contracts for other services,
supplies, equipment leases or realty with the Village of Lemont.
2.) Employees shall not solicit, accept, or agree to accept any gifts,
loans, gratuities, discounts, favors, hospitality, or services under circumstances
from which it could reasonably be inferred that a major purpose of the donor is to
influence him or her in the performance of official duties.
SECTION THREE: POLITICAL ACTIVITY
A.) All employees retain the right to vote as they choose and are free to
participate actively in political campaigns during non - working hours. Such activity
includes, but is not limited to, seeking office, holding office, membership and
holding office in a political party, campaigning for a candidate in a partisan election
by making speeches, and making contributions of time and money to political
parties or other groups engaged in political action. Employees who choose to
participate in political activity during off -duty hours shall not use their position or
title within the Village of Lemont in connection with such political activities.
B.) No employee shall engage in any political activity during scheduled work
hours, or when using government vehicles or equipment, or on government
property. Political activity includes, but is not limited to:

1.) Displaying campaign literature, badges, stickers, signs or other
items of political advertising of any party, committee, agency, or candidate for
political office;
2.) Using official authority or influence, directly or indirectly, to coerce,
or attempt to coerce any other employee in the Village of Lemont to apply for
membership in or become a member of any political organization or to take part
in any political activity;
3.) Soliciting signatures for political candidacy;
4.) Soliciting or receiving funds for political purposes.
C.) No employee shall discriminate in favor of or against any employee or
applicant for employment on account of his or her political contributions or
permitted political activities.
SECTION FOUR PERFORMANCE OF DUTIES
A.) Village employees shall endeavor at all times to perform their duties
properly and with diligence. Village employees shall apply their full time and
energy to the business and responsibilities of their office during working hours.
They shall carry out their responsibilities as servants of the public in as courteous
a manner as possible.
B.) Employees shall not alter, falsify, destroy, mutilate, backdate, or fail to
make required entries on any records within their control. In addition, they shall
not permit other persons to do so.
C.) Employees shall refrain from discriminating on the basis of sex, race or
political affiliation in the conduct of their service to the Village of Lemont.
D.) Employees shall report violations of this Code of conduct to the Village
Administrator or village President.
SECTION FIVE: SUPERVISORY EMPLOYEES OF THE VILLAGE OF LEMONT
A.) Supervisory village employees shall be held to higher standards of
conduct than other village employees.
B.) Supervisory village employees shall continually update their education
to insure that the village employees are functioning efficiently and in a manner to
promote justice and public confidence.
C.) Supervisory village employees shall require employees subject to their
direction and control to observe the ethical standards set out in this Code.

D.) Supervisory village employees shall diligently discharge their
administrative responsibilities, maintain the highest possible competence, and
facilitate the performance of other village employees.
E. Supervisory village employees shall promptly report a violation of this
Code to the Ethics Officer designated by the Village of Lemont.
