AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF LEMONT AND APPROVING A PLANNED
UNIT DEVELOPMENT KNOWN AS CASTLEWOOD ESTATES
WHEREAS, the Plan Commission of the Village of Lemont, Cook County, Illinois
(the "Village ") did heretofore commence and conduct public hearings on January 3, 1990,
for approval of a Planned Unit Development known as CASTLEWOOD ESTATES and
wholly located within the Village (the "Subject Property "); and
WHEREAS, a notice of the aforesaid public hearing was made in the manner
provided by law and was published in the Lemont Metropolitan, a newspaper of general
circulation within the Village; and
WHEREAS, the Lemont Plan Commission has recommended a proposed Planned
Unit Development Ordinance to the Board of Trustees of the Village.
WHEREAS, the Mayor and Board of Trustees of the Village have determined that
the best interests of the Village will be attained by the adoption of the Plan Commissions'
recommendations regarding the subject property; and
WHEREAS, the Mayor and Board of Trustees of the Village approve the
development of the subject property as a Planned Unit Development pursuant to Ill. Rev.
Stat. Ch. 24, 11- 13 -1.1.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COOK COUNTY, ILLINOIS:
SECTION 1: Planned Unit Development Approval. That a Planned Unit
Development be and is hereby approved and granted to allow Gregory Wolf and Renee

Wolf or their successors or assigns, (collectively referred to as the "Owner ") to construct
a Planned Unit Development upon the subject property legally described on Exhibit A
pursuant to Developers Preliminary Proposal (hereinafter Development Plan) which is
attached as Exhibit B subject to the following Planning Stipulations:
a. The building depicted on the attached exhibit shall be set -back 50 feet from the
right of way line along Castlewood Lane and Route 171.
b. An 8,000 sq. feet masonry building as depicted on the attached Exhibit C
bordering a one acre pond. All exhibits referred to in this Ordinance are incorporated into
this Ordinance as if fully set forth herein.
SECTION 2: Zoning District Change and Special Use. The subject property
described in Exhibit A be and the same is hereby rezoned from its present R -1 District
Zoning Classification in accordance with the Development Plan (Exhibit B) and the
Planning Stipulations with an underlying B -1 District.
The zoning map of the Village of Lemont be and the same is hereby amended in
accordance with the provisions of this Ordinance.
SECTION 3: Permits. That the Building and Zoning Administrator of the Village
is hereby authorized to issue, upon proper application and engineering a building permit
as may be required for the said Planned Unit Development.
THAT THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT FROM
AND AFTER ITS PASSAGE, APPROVAL AND PUBLICATION IN A MANNER
PROVIDED BY LAW.

That part of the West 409.21 feet (measured perpendicular to the West line
of Lot 22) in County Clerks Division in Section 27, Township 37 North,
Range 11, East of the Third Principal Meridian, described as follows:
Beginning at a point on the West line of Lot 22, at the Northwesterly right -
of -way line of Archer Avenue, being 33 feet Northwesterly of the centerline;
thence north 0 °02' West, along the West line of Lot 22, 471.00 feet; thence
North 89° 58', East, 409.21 feet; thence South 0° 02' East, 155.05 feet to the

PROJECT LOCATION: One block northeast of the intersection of Archer
Avenue and 127th Street.

• PROPERTY DESCRIPTION: The property consists of 19.5 acres to the north
and east of the mansion currently owned by the
Ateitis Foundation. There are approximately 7.5
acres of mature trees, 11 acres of meadows and
farmland, and a one acre spring fed pond on the
property.
PROJECT GOALS:
It is the developers intention that this project
be designed in harmony with the natural setting
of the area and to preserve and/or improve the,
existing features of its natural beauty.
We will be introducing a very high quality,
medium to high priced development, with semi
custom homes, revolving around a central theme,
Old World European Styling and Craftsmanship. Our
goal is to provide all the traditional grace and
beauty of the past, yet respond to todays
lifestyles; open, bright, livable. We feel that
this blending of .the past and present is the type
of residential design especially suited to the
Lemont area.
• The obvious success of Equestrian Estates,
Crystal Tree and other "high end developments"
demonstrates a desire for high quality luxury
homes in Lemont.
PHASE DESCRIPTION: We will construct this project in 3 phases:
1. Commercial
2. Residential

Commercial; we will begin with the development
of the 90,000 sq ft parcel. fronting Archer
Avenue. This initial phase will include
construction of an 8,000 sq ft office building
and a neighborhood park. Both will border on the
existing one acre spring fed pond. Initial plans
call for keeping nearly 75% of the mature oaks
and pines on this site. On the park side of the
pond, we will add a variety of trees, shrubs and
flowers, as well as install park benches, picnic
tables and possibly, a gazebo.
We have several reasons for beginning the project
with the commercial phase:
1. Immediate accessibility via Archer Avenue
2. Immediate visi.bilty and marketing of the
project, enabling us to establish the quality
and Old World theme from the beginning.
3. Allows us to predetermine the market
regarding the P.U.D. phase of the project.
Single Family Residential- density 1.94 per acre;
this phase of single family homes will consist of
15 lots ranging in size from 13,000 to 19,800 sq
ft. There are nine basic plans to choose from.
Each with a wide variety of options and
accessories available to customize every home.
Besides the extensive perimeter landscaping by
the developer, every home /lot sale will require
a minimum landscape package that will include
grass, trees and shrubbery.
P.U.D. - density 2.63 per acre; it is our intention
that this phase be developed as a combined single
family detached, single family attached, and
another neighborhood park. This phase consists of
approx. 6.75 acres. The south half of the phase
is wooded and overlooks the 5 acre wooded estate
and mansion owned by the Atei1i.s Foundation. It is
on this portion that we propose single family
attached housing, 6 to 8 duplex homes. The north
portion will consist of 6 to 9 single family
homes. The park will be located at the west
entrance of Castlewood Estates surrounding the
professionally designed and landscaped retention
pond. A P.U.D. zoning will allow for greater
flexibility i. n determining the actual number of
detached and attached homes as well as the size
of the park. The actual numbers will be
established by consumer desire; determined by
pre - construction sales.
