R-294-93 Creating the Interstate 355 Southern extension (FAP 340) corridor planning councilRESOLUTION g �1 RESOLUTION CREATING THE INTERSTATE 355 SOUTHERN EXTENSION (FAP 340) CORRIDOR PLANNING COUNCIL WHEREAS, the units of government in the interstate 355 Southern Extension (FAP 340) Corridor are "Units of Local Government" as defined by Article VII, Section 1 of the Constitution of the State of Illinois; and WHEREAS, the units of government possess statutory powers to regulate land use and are located in the geographic area within 1 1/2 miles of a boundary 1 mile on either side of the proposed centerline for the Interstate 355 Southern Extension (FAP 340) route; and WHEREAS, the units of government recognize a need for regional planning; and WHEREAS, these local governments are authorized pursuant to Section 805/6 of the Land Resource Management Act (50 ILCS 805/1 et.seq. Illinois Compiled Statutes) and sections 220/3 and 220/5 of the Intergovernmental Cooperation Act (5 ILCS 220/1 et.seq. Illinois Compiled Statutes) to enter into intergovernmental agreements; and WHEREAS, it is in the best interest of the governments in the Interstate 355 Southern Extension (FAP 340) Corridor, and for the general welfare of their citizens, for these governments to join together via an intergovernmental agreement to, inter alia, assure the overall development pattern for the corridor and to foster boundary agreements between adjacent communities within the corridor; and WHEREAS, no local funds will be sought by the council before the intergovernmental agreement is signed; and WHEREAS, in connection with the planning for and management of the development of the corridor, the units of government desire to enter into intergovernmental agreements on principles and standards for overall development, agreements on land use in particular areas, and agreements with federal, state, county, and local transportation and related agencies; NOW, THEREFORE, BE IT RESOLVED that the Village of Lemont will become a member of the Interstate 355 Southern Extension (FAP 340) Corridor Planning Council for the purpose of coordinated planning. Pursuant to the resolution, this Council shall serve to develop a formal intergovernmental agreement which will describe the powers, duties, and membership within the Council, and will be submitted to the individual units of government for approval. BE IT FURTHER RESOLVED that the Council will come into existence on January 1, 1994. The units of government in the Interstate 355 Southern Extension(FAP 340) Corridor, which have passed this resolution before that date, will be members of the Council. Additional memberships, or classifications of membership, may be determined by the Council; BE IT FINALLY RESOLVED, that once this Council is formed, a calendar of meetings shall be established, and officers, including at least a Chairperson and secretary, shall be elected by the body on a meeting by meeting basis, until an intergovernmental agreement is adopted. Anderson Executive Director CORRIDOR PLANNING COUNCIL FOR INTERSTATE 355 SOUTHERN EXTENSION (FAP 340) Tentative Statement of Purpose The members of the Corridor Planning Council for the Interstate 355 Southern Extension (FAP 340) come together in an effort to reach a common vision of future development and to identify the necessary methods for achieving it. The Council provides us a forum for coordinated planning, for sharing information on development impacts and for avoiding overload public facilities, environmental damage, and destructive intergovernmental competition. Transportation demands in the corridor require a cooperative response. The Council will identify the development pattern which must be protected regardless of what transportation facilities are constructed in the corridor. Thus, the development plans would become a given in the assessment of transportation plans. Because of the importance of transportation issues, the Council must consider transportation demands as it seeks consensus on an overall land use pattern and seek the best available information on the transportation development process. In order to develop an adequate growth strategy for the area, Council members will seek to reach consensus on the following: 1. Agreements on future land use in the corridor. The Council will seek to identify an overall development pattern that can receive the endorsement and support of all member jurisdictions, thus providing mutual support. Individual pairs of communities, with Will County, and /or Cook County, will seek to enter into more detailed agreements regarding the land uses in their adjacent areas. 2. Jurisdictional boundary compacts. Boundary agreements will be sought between adjacent communities. The role of the Council will be to establish a process and provide encouragement to the respectivje parties. Agreement on boundaries will be important to assure that land use agreements are not upset by subsequent annexations. 3. Environmental controls. Minimum standards will be sought for local regulation of the environment, to protect all communities from the effects, direct or indirect, of development in the corridor. However, the communities do not intend these standards to require changes in the environmental impact statement (EIS) now in progress. Because of the importance of highway construction, the Council will seek concurrence on these standards from the Illinois State Toll Highway Authority (ISTHA), the Illinois Department of Transportation (IDOT), and other highway construction agencies operating in the corridor. Further, these standards will allow the Council to consider and possibly seek minor location adjustments or adjustments in the design of the proposed expressway. 4. Implementation methods. In order to reinforce local authority, the Council will attempt to identify additional methods of assuring the achievement of the collectively agreed -upon growth strategy. This may involve legislative action regarding intergovernmental agreements or environmental standards. It is our understanding that the Northeastern Illinois Planning Commission representatives will apprise the Council of regional development concerns, and that when Council agreement is reached, the Commission will consider our consensus plan for inclusion in the Regional Land Use Policy Plan.
