Incorporation by Reference The Illinois Department of Transportation's "Standard Agreement Provisions for Consultant Services ", dated 1990 hereinafter referred to as the "STANDARD PROVISIONS ", are incorporated and made a part of the AGREEMENT except as deleted or amended hereinafter. (STANDARD PROVISIONS' section references are shown in parenthesis): 1.1 (SP 1) Definitions, as they pertain to the PROJECT, shall be set forth in Section 1 of the STANDARD PROVISIONS, amended to add the following: 1.1.1 IDOT - Department of Transportation, State of Illinois. 1.1.2 Categorical Exclusion - A category of actions which do not individually or cumulatively have a significant effect on the human environment. These actions, therefore, are excluded from the requirement for development and processing of an Environmental Assessment or an Environmental Impact Statement (for Federal actions) or a State Improvement Report (SIR) (for State -only or State and local funded actions). 1.1.3 Project Development Report - A document containing appropriate engineering information and environmental documentation, which is prepared for Federal or State - only funded actions meeting the requirements for a Categorical Exclusion. Adequate environmental analyses must be conducted to substantiate a Categorical Exclusion. Applicable information required for a Combined Design Report would also be included in a Project Report. 1.2 (SP 1.17) Wherever the work DEPARTMENT is used, it shall be construed to mean the VILLAGE, except the word DEPARTMENT shall also include IDOT in Subsections 2.12, 2.24(b), 2.27, 2.28, 2.29, and Section 6, in its entirety, of the STANDARD PROVISIONS. 1.3 (SP 2.41) The CONSULTANT shall invoice the VILLAGE, not the Liaison Engineer as provided in Section 2.41 of the STANDARD PROVISIONS, in a format mutually agreed to by the Village of the Consultant. MCE020 -05 - 6 2 . Scope of Work 2.10 Phase I Engineering Study assumes no historical involvement, regional traffic studies, right -of -way acquisition or structure involvement. The CONSULTANT shall complete the following work: a. Compilation of data and preparation of early coordination notifications. b. Make a field survey for the design studies and data collection for traffic studies. c. Perform a traffic analysis (existing and proposed capacities), preliminary design studies (2 geometric options), and preliminary pavement investigation at the intersection. d. Prepare a construction cost estimate. e. Prepare a draft Project Development Report. f. Prepare the final Project Development Report. 2.20 The CONSULTANT shall furnish the VILLAGE the following documents and plans. Copies will be provided as needed: a. Project Report b. Construction Cost Estimates 3. The VILLAGE agrees to furnish the following items: All presently available survey data and information including standard details and standard specifications adopted by the VILLAGE and other available data useful to the work being done by the CONSULTANT. 4. Project Schedule The CONSULTANT shall commence work on Phase I within five (5) calendar days after the date of Authority to Proceed. The work will be completed and delivered to the VILLAGE within the following period: Phase I - 110 calendar days after date of Authority to Proceed. That duration allows 21 calendar days for VILLAGE and IDOT reviews. For the purposes set forth in Section 2.21c of the MCE020 -05 - 7 - STANDARD PROVISIONS, the anticipated date of completion shall be June 30, 1992. The anticipated project schedule is included as Exhibit E. 5. Prime Compensation 5.1 Phase I Subject to an Upper Limit of Compensation of $21,417.00 the CONSULTANT shall receive, as full payment for completing the Phase I work required of him under this AGREEMENT, reimbursement of his eligible actual costs in accordance with Section 2.45 of the STANDARD PROVISIONS, plus a Fixed Amount of $2,596.00. 5.2 The Prime Compensation may be increased or decreased by subsequent agreement between the contractual and approving parties if there is a major change in the scope, character or complexity of the work. The fee may be adjusted in accordance with Section 2.21 of the STANDARD PROVISIONS if the duration of the work in any phase extends more than six (6) months beyond the date of completion stated in Section 4 of this AGREEMENT due to no fault of the CONSULTANT. For services rendered by any subconsultant retained by the CONSULTANT, the CONSULTANT will be reimbursed for the actual amount invoiced to the CONSULTANT. Any such subcontracted fees are included in the Upper Limit of Compensation. 5.3 In the event the CONSULTANT, upon written order from the VILLAGE, is required to perform extra work he shall, in addition to the Prime Compensation, receive payment for such extra work on the following bases: The CONSULTANT'S actual costs will be reimbursed in the same manner as set forth in Section 5.1, plus a negotiated fixed amount based on the estimated cost of the work, subject to a pre- agreed Upper Limit of Compensation for each item of work. 5.4 Retainage - The retainage of sums to be paid to the CONSULTANT shall be in accordance with Section 2.42(b) of the STANDARD PROVISIONS with the exception that the retainage shall not apply to direct non - salary cost. Project Description We understand the scope of the project involves improvements to the intersection of State and Illinois Streets in Lemont. The anticipated work will likely involve widening or pavement work on the two (2) Illinois Street legs only as the State St. legs were recently widened as part of other work. Of interest for this project would be the pavement and subgrade conditions for the PCC and Bituminous portions of those two legs. The proposed scope of exploration for this project will consist of 4 pavement core /soil probes. We would propose to conduct at each location explored a pavement core through the existing street, and a probe exploration to a depth of 12 to 18 inches below the surface. Samples of the base and subgrade are retrieved for classification and testing. This provides information on the thickness and condition of the existing pavement, and a moisture and consistency of the supporting subgrade. Laboratory testing will include moisture content determinations, and classification tests as required to identify major soil types. The classification data will be used to estimated an IBR value for the design subgrade soil. A letter report summarizing the data and recommendations concerning remedial treatments and earthwork will be prepared by a Registered Professional Engineer.
