RESOLUTION 237
STATE MANDATES REFERENDUM ACT RESOLUTION
WHEREAS, the State of Illinois has continuously imposed unfunded state mandates on
local governments;
WHEREAS, the cost of unfunded state mandates has placed financial burdens on local
governments;
WHEREAS, the opportunity to provide services is best determined by local officials;
WHEREAS, the continued mandated programs from the State eroded local control;
WHEREAS, the citizens of each and every community have direct access to local gov-
ernments;
WHEREAS, those citizens share local elected officials' concerns about the cost for pro-
viding vital services;
WHEREAS, the General Assembly and Governor Edgar have provided an opportunity
for the people to speak this election year;
• WHEREAS, Public Act 87 -0919 provides for an advisory non - binding referendum . to
be placed on the November 3, 1992 ballot;
THEREFORE, be it resolved that ' ` of Lemont does hereby unconditionally
s ipport an affirmative vote by the citizens of this community at the November 3, 1992 elec-
tion.

PRESS RELEASE ON STATE MANDATES REFERENDUM ACT
The General Assembly and Governor Edgar have provided the citizens of Illinois with a
long overdue opportunity to speak on unfunded state mandates. For years, local officials have
stressed the problem that mandates imposed on local budgets. Those costs have skyrocketed in
recent years as federal programs became state programs which then became local government
responsibilities which are unfunded.
The City /Village of LEMONT is extremely pleased to see that the tax-
paying citizen has an opportunity to join them in sending a message. That message is simple:
do not ask local governments to pay for programs by imposing taxes on local citizens to pay
for state mandated programs. The list of demands ranging from environmental issues,
employee benefits, tax policies, personnel issues, and new services has grown unbearable.
This November, citizens in our community will get a voice in government. That voice,
by voting YES on the State Mandates Referendum question, will tell State legislators to adopt
a change in attitude. Stop raising local government property taxes to pay for State mandated
programs.
Mayor JOSEPH S. FORZLEY encourages each and every voting citizen to
read the question carefully and then vote YES. It is the responsible vote, and it is the correct
thing to do.
