R-257-93 Resolution Authorizing Funds for Community Development Block Grant for year 1993VILLAGE OF LEMONT RESOLUTION .a% DATE OF APPROVAL :1-A--/3 WHEREAS, Cook County has been designated as an "Urban County" by the Department of Housing and Urban Development under the provisions of the Housing and Community Development Acts of 1974, as amended (hereinafter referred to as the "Acts "); and WHEREAS, the County will receive an entitlement of Community Development Block Grant funds during the period of October 1, 1993 and September 30, 1994, pursuant to said Acts; and WHEREAS, the President and Board of Trustees of the Village of Lemont have elected to participate in the County's 1993 Community Development Block Grant program; and WHEREAS, the Village of Lemont, Illinois, has developed a Three -Year Plan which addresses development issues to improve the local community, its housing, its infrastructure, and its local tax base. NOW, THEREFORE, BE IT RESOLVED that a request is hereby made to the County of Cook, Illinois, for Community Development Block Grant ( "CDBG ") funds for program year 1993 in the amount of Three Hundred Fifty Thousand Dollars ($350,000.00) for the following projects: Street Reconstruction Commercial Rehabilitation Residential Rehabilitation $125,000.00 $ 75,000.00 $150,000.00 NOW, THEREFORE, BE IT FURTHER RESOLVED that the Treasurer of the Village of Lemont is hereby authorized to certify that local funds which have been identified as supporting its projects as set out within its application will be made available upon the approval of projects by the County of Cook, Illinois. NOW, THEREFORE, BE IT FURTHER RESOLVED by the President and the Board of Trustees of the Village of Lemont that the President and the Clerk be and are hereby directed and authorized to sign the application and various forms therein for the 1993 Community Development Block Grant Program Year Application with the County of Cook, Illinois. As you may know, this program provides federal funds to communities and organizations within the Cook County "Urban County" Entitlement jurisdiction for assistance in undertaking community development activities which will primarily benefit low and moderate income persons. Enclosed for your information and guidance in applying for these funds are the following items: 1. The Handbook: National Objectives, Eligible Activities, and Policies and Requirements. 2. Subgrantee Application Form. 3. Citizen Participation Process. 4. Non - Housing Community Development Plan (for capital improvement projects). 5. A printout of population and income statistics for your municipality, by Census Tract Block Groups. (For unincorporated areas, please contact the Department of Planning and Development). 6. Proposed Statement of Objectives. 7. Timetable of Program Year 1993. 8. Census Map Information Sheet. As Chief Executive of your community, you are requested to notify your elected board of the receipt of. this information. We request that you retain this information since it contains procedural requirements as well as activities for which funds are available throughout the year. , Application Letter Page 2 February 1, 1993 The County anticipates receiving $15,535,286 from HUD for the 1993 Program Year. If available, unobligated program income and deobligated CDBG funds from prior program years will be added to the 1993 Entitlement amount. All CDBG municipal and non - profits with housing or ' public facility needs will be required to submit a Non - Housing Community Development Plan in lieu of prior Three Year Plans. Pending federal legislation that may authorize additional CDBG monies, will require municipalities to plan ahead. In the event that additional monies do become available, construction projects will be developed based on the submitted non - housing inventory contained in this Plan. Another change that has occurred this year involves the County's low- moderate income threshold. The percentage of low -to- moderate income benefits has been increased to 42 percent due to proposed changes in the 1990 Census data and the inclusion of the City of Berwyn into the County's Entitlement Program. The 1990 income data will not be available until summer of 1993. Therefore, use 1980 data or previously approved special income surveys. As a reminder, on -going citizen participation is an integral part of this program. This requires at least one public hearing to solicit input from local citizens in the development of your CDBG application. A second public hearing is recommended to present the final version of your application. Of course, all applications must be approved by the governing body of your agency /organization. Therefore, please review all of the information in this packet, including the Assurances of the application, before making decisions or commencing your planning process. Applications for 1993 Program Year funds must be received no later than 4:30 p.m., Wednesday April 7, 1993. Applicants are limited to five project requests and a total of S1,000,000. The projects requested must be listed by priority. Submitted applications should be bound and indexed according to the instructions given in the Application. A certified resolution to apply for these funds and adopted by your governing board must accompany the application. Documents will be accepted at: Cook County Department.of Planning and Development 118 North Clark Street County Building - Room 824 Chicago, IL 60602 Organizations representing special needs groups (e.g. senior citizens, disabled persons), park districts, and other non - municipal groups requesting CDBG assistance for capital projects and facilities should request their funds through the municipality in which the proposed project will take place. The municipality must make the decision on whether the proposed project meets needs, priorities, and consistency with their plans. Fair Housing activities and housing counseling programs will be funded on a sub -area and regional basis, where appropriate. If you intend to apply for CDBG funds, it may be helpful to attend the CDBG Informational Hearing on Wednesday, March 10, 1993. Also, the County's Planning Staff will be available to assist you with any questions you may have. They are listed in the Application Form and may be called any workday between 9:00 a.m. and 4:30 p.m. Finally, for communities which are not familiar with U. s. Census maps, we have compiled a list of local libraries which have Census maps available for viewing. A set of the Census maps is also available for inspection at the Cook County Department of Planning and Development. These maps should be used in conjunction with the computer print -outs of population and income included with this package.
