RESOLUTION COMMITTING TO NON -HOME RULE PROPERTY TAX
RESTRICTIONS IF HOME RULE STATUS IS ACHIEVED IN LEMONT
WHEREAS, the Village of Lemont is seeking voter approval to become a home rule
municipality as authorized by state statutes; and
WHEREAS, the purpose of seeking home rule status is to provide for the funding of
a local road program to improve the quality of Village streets; and
WHEREAS, the specific revenue sources necessary to fund such a program have been
limited to development impact fees and a real estate transfer tax; and
WHEREAS, although home rule powers provide municipalities with the ability to
exceed statutory property tax rate limitations and tax cap restrictions, it is not the intent of
the Village Board to exceed the current restrictions pertaining to property taxes; and
WHEREAS, the Village will provide a commitment to the community not to exceed
the current property tax restrictions if home rule is adopted.
NOW, THEREFORE BE IT RESOLVED THAT:
SECTION ONE: If the Village of Lemont is successful in attaining home rule
status, the Village Board will abide by all property tax restrictions and limitations currently
imposed upon non -home rule communities.
SECTION TWO: Upon designation as a home rule community the Village Clerk
shall provide the Cook, Will and DuPage County Clerks with a copy of this resolution to
insure compliance with all applicable property tax limitations.

THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DU PAGE, ILLINOIS
