RESOLUTION I
RESOLUTION IN SUPPORT OF FUNDING AN IMPROVED
WILL COUNTY HIGHWAY SYSTEM
WHEREAS, the Will County Department of Highways has identified forty (40) immediate
major capital outlay improvements totaling over one hundred fifteen million dollars ($115,000,000)
which are needed on the Will County highway system; and
WHEREAS, Will County's current highway funding from existing motor Fuel Tax and other
revenue sources is unable to adequately address this immediate need; and
WHEREAS, the Will County highway system is ever increasing in its need of rehabilitative
and capacity improvements related to increased travel and Will County population; the Will County
population having escalated from 357,313 to 444,469 between 1990 and 1997 and is projected to
grow to approximately 750,000 by the year 2020; and
WHEREAS, the Will County highway system connects Will County municipalities and
municipal residents to employment, educational, civic, recreational and other activities and
opportunities across Will County and thus has a vital link to the quality of life within each
community; and
WHEREAS, failure to augment the Will County Department of Highway's future revenue
base will result in a declining transportation system for the residents of the entire county; and
WHEREAS, the Illinois General Assembly has previously approved the County Motor Fuel
Tax Law (55 ILCS 5/5- 1035.1 which grants authority to the county boards of DuPage, Kane, and
McHenry counties to adopt a local motor fuel tax.
NOW THEREFORE, BE IT RESOLVED that the Village of Lemont is supportive of the
expansion of the County Motor Fuel Tax Law to include Will County for the purpose of funding an
improved Will County highway system and requests that the Will County Board adopt a resolution
in favor of the Illinois General Assembly taking such action to include Will County in the County
Motor Fuel Tax Law.
BE IT FURTHER RESOLVED that copies of this resolution be distributed to Will County
Executive Charles Adelman, Will County Board Public Works Chairman Glenn Warning, local Will
County Board members, local State Senators and Representatives, and the Will County
Governmental League.
