AN ORDINANCE AMENDING ORDINANCE 725
ESTABLISHING A PAY PLAN
AND SCHEDULE OF AUTHORIZED POSITIONS
WHEREAS, the Village of Lemont adopted Ordinance 725 as amended, which
established a pay plan and provided a schedule of authorized employment positions; and
WHEREAS, it is necessary to amend the Ordinance to reflect the proposed
organizational changes; and
WHEREAS, this amendment shall be made part of the employee Personnel Manual
adopted by Resolution 210.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of
the Village of Lemont, Cook, Will, and DuPage Counties, Illinois, that the Schedule of
Authorized Positions and Pay Ranges is hereby amended as shown in Exhibit A.

OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DUPAGE,

JOB DESCRIPTION: CODE ENFORCEMENT OFFICER
SUMMARY
Under the direction of the Building Commissioner, performs activities related to
the implementation of the Village's Code Compliance Program. Manages field
investigations involving violations of the municipal codes, ordinances and
regulations. Provides record keeping and correspondence related to these codes.
Collaborates with residents of a diverse bilingual population to achieve
voluntary compliance with municipal codes, ordinances and regulations. When
necessary, works with the Village Attorney to issue uniform infraction citations
and serve as the Village's representative• in court regarding Code Compliance
issues. Works independently with little direction. Position requires flexible
schedule including working weekends and evening hours.
DEFINITION
This is a technical position with principal responsibilities relating to Code
Enforcement and compliance. The position implements the Village's Code
Compliance Program, including abatement of nuisances (e.g. junk cars, trash,
sign regulation, nonconforming land uses) and compliance of building and
development projects with approved plans and ordinances. Requires good research
and organizational skills, close attention to requirements for processing and
documenting casework and the ability to deal tactfully and effectively with
members of the public. Work is performed in an office setting, but requires a
considerable amount of field work and investigations. Work requires safe
operation of Village -owned vehicles.
DISTINGUISHING CHARACTERISTICS
The Code Enforcement Officer position operates as a part of the Building
Department, under the supervision of the Building Commissioner. Duties involve
investigating and resolving complex enforcement issues. The position uses
technical knowledge and discretion in managing an active caseload as well as
overseeing the implementation /updating of applicable regulations. Efforts are
coordinated with other staff from multiple departments and external parties.
ESSENTIAL AND OTHER FUNCTION STATEMENTS
Essential and other important responsibilities and duties may include, but are
not limited to, the following:
• Provide a high level of customer service at all times; project and
maintain a positive image on behalf of the Village of Lemont with those
contacted in the course of work.
• Investigate complaints of violation of Village code, appropriate zoning
ordinances, sign regulation and related laws, ordinances, or codes; issue
courtesy notices, notices of violation, citations, correction notices, and
stop work orders to ensure compliance; conduct follow -up investigations to
ensure compliance with applicable codes and ordinances.
• Prepare documentation for submission to the Village Attorney to file
complaint for noncompliance; testify in court as necessary on behalf of
the Village.
• Provide information to violators, the general public, business community
and other government agency's regarding codes, laws and ordinances;
respond to questions, complaints and inquiries.
• Maintain files and records related to citations and violations; prepare a
variety of written reports, memoranda and correspondence.
• Prepares and maintains detailed records and statistics related to all
enforcement activities, using word processing and spreadsheet programs on
personal computer
• Responds to citizen complaints pertaining to nuisances such as junk cars,
trash in yards, excessive noise, etc., investigating and carrying through
with abatement procedures.
• Undertakes ongoing field investigations to pro- actively maintain
compliance with applicable land use standards
• Performs related duties and responsibilities as required.
KNOWLEDGE AND ABILITIES
Knowledge of:
• Village ordinances and codes relating to land use, nuisance codes and
health and safety standards, signs, landscaping, and related development
standards, particularly in the area of enforcement.
• Principles, practices, methods and techniques of code violation
investigation and enforcement.
• General Village services and municipal organizational structure as they
relate to Code Compliance.
• Report preparation and records maintenance procedures.
• Office procedures, including effective filing and accurate record keeping
techniques.
• The operation of personal computers, including word processing and
spreadsheet software
• Oral and written communication skills, including correct English usage,
grammar, spelling, punctuation and vocabulary.
• Interpersonal skills using tact, patience and courtesy.
Ability to:
• Make independent investigations of assigned cases and issues; coordinating
with other Village departments and related agencies as necessary
• Coordinate a varied Code Compliance caseload: prioritizing assignments,
monitoring and meeting deadlines, issuing citations (when warranted)
• Enforce pertinent codes, ordinances, laws and regulations with
impartiality and efficiency.
• Respond to inquiries, complaints and requests for service in a fair,
tactful and firm manner.
• Resolve conflicts in a positive manner.
• Prepare concise and clearly- written letters, memos and related documents
• Properly document case investigations, using accurate written and
photographic records, so as to be legally defensible and easy -to- track.
• Read maps, site plans and drawings accurately.
• Exercise good judgment in determining appropriate abatement actions or
when enforcement issues require involvement of supervisors.
