RESOLUTION AUTHORIZING APPROVAL OF AN ENGINEERING
AGREEMENT WITH CIVILTECH ENGINEERING, INC. IN CONJUNCTION
WITH THE CANAL STREET RECONSTRUCTION PROJECT
WHEREAS, the Village of Lemont requires engineering services related to the Canal
Street Reconstruction Project; and
WHEREAS, the Village of Lemont seeks to utilize the firm of Civiltech Engineering,
Inc.; and
WHEREAS, the Village and Civiltech Engineering, Inc. have negotiated an agreement to
identify the terms and conditions of the services to be provided.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that
the supplemental agreement attached hereto as Exhibit A is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DUPAGE,
ILLINOIS, on this 28th day of February , 2000.

Subj: Proposal for Professional Engineering Services
Resident Engineering
Canal Street Roadway Improvement Project
Dear Mr. Cainkar:
Civiltech Engineering is pleased to present to the Village of Lemont our Proposal /Agreement for
Resident Engineering services in conjunction with subject roadway improvement project. Having
prepared the construction plans and documents for this project, we believe that we are uniquely
qualified to provide the most comprehensive service possible for the Village. The following is our
proposed scope of work, estimate of man -hours and fee.
I. PROJECT OUTLINE
A. Scope of Improvement
This improvement consists of the reconstruction of Canal Street, between Ed Bossert Drive and
Stephen Street, involving the removal of an existing concrete roadway overlaid with a bituminous
surface and replacing it with a bituminous pavement. Included with this work is the installation of
a new 10 -inch water main and the associated services, new storm and sanitary sewers, combined
sewer separation, street lighting, streetscape improvements and landscaping. Associated with this
work is the mitigation of an unknown number of existing sidewalk vaults. The project is to begin
as early as April 1, 2000 with a substantial completion date of September 15, 2000 and a total
completion date of October 30, 2000.
B. Scope of Engineering Services
The primary objective of the engineering services is to provide full -time resident inspection
including construction layout, quality control and documentation.
Following is our proposed scope of work for engineering services:
1). Provide geometric control including all construction staking and layout.
2). Provide quality control of the construction through full -time inspection,
interpretation and enforcement of the contract documents, Standards and
Specifications, IDOT Construction Manual and policies.

3). Measure, compute and document pay items.
4). Maintain a daily record of the contractor's activities throughout construction
including sufficient information to permit verification of the nature and cost of
changes in plans and authorized extra work.
5). Prepare and submit all partial and final pay estimates, change orders, records,
documentation, and reports in the required form and number of copies.
6). Assist in utility coordination during construction.
7). Provide for proportioning and testing of concrete and bituminous mixtures in
accordance with the appropriate manual as issued by the Bureau of Materials and
Physical Research of IDOT.
8). Revise contract drawings to reflect as -built conditions.
C. Project Staff Qualifications
We propose to assign Mr. John L. Breitsameter to serve as Project Manager for this project. Mr.
Breitsameter has over 25 years of experience in construction engineering and resident inspection and
has managed the inspection on more than 25 Federal -Aid projects. Other projects ranged from
commuter parking lots to major tollway rehabilitation projects.
D. Proposed Subcontractors
Civiltech will provide all work for this contract with its own forces with the exception of material
testing. These services will be subcontracted to Schleede Hampton & Associates, a firm specializing
in material testing. Civiltech will provide coordination with the testing firm to ensure the proper
notification is given for testing needs, review all material reports and include these reports into the
project records.
E. Work not included
A significant portion of the proposed improvement involves streetscape improvements. These
improvements include sidewalk paver systems, planters, trash receptacles and benches. Due to the
artistic nature of some of this work, we suggest that the Village retain the services of Teska
Associates, Inc., the designers of the proposed streetscape improvements, to provide a number of
hours to ensure the quality of the work necessary for the desired aesthetic appearance.
II. COMPENSATION
A. Manhour and Direct Cost Estimate
A schedule indicating our anticipated manhours is attached. You will note that we anticipate the
contractor will be working from 40 to 50 hours per week, depending on the weather and controlling
