R-40-00 04/10/2000RESOLUTION k. 40 00 RESOLUTION AUTHORIZING APPROVAL OF AN ENGINEERING AGREEMENT WITH CIVILTECH ENGINEERING, INC. IN CONJUNCTION WITH THE WARNER AVENUE RECONSTRUCTION AND UTILITY IMPROVEMENTS WHEREAS, the Village of Lemont requires engineering services related to the Warner Avenue Reconstruction and Utility Improvements project; and WHEREAS, the Village of Lemont seeks to utilize the firm of Civiltech Engineering, Inc.; and WHEREAS, the Village and Civiltech Engineering, Inc. have negotiated an agreement to identify the terms and conditions of the services to be provided. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that the supplemental agreement attached hereto as Exhibit A is hereby approved. Village Engineer Village of Lemont 418 Main Street Lemont, Illinois 60439 Subj: Proposal for Professional Engineering Services Resident Engineering Warner Avenue Reconstruction Improvement Dear Mr. May: Civiltech Engineering is pleased to present to the Village of Lemont our Proposal/Agreement for Resident Engineering services in conjunction with subject roadway improvement project. The following is our proposed scope of work, estimate of man -hours and fee. L PROJECT OUTLINE A. Scope of Improvement This improvement consists of the reconstruction of Warner Avenue, between Cass and Custer, Lockport Street between Illinois and Cass, and portions of Cass Avenue. The work involves pavement removal and bituminous replacement along with new combination concrete curb and gutter. Included with this work is the installation of a new water main and the associated services, new storm and sanitary sewers, improvements and landscaping. Contract plans and specifications were prepared for the Village by McDonough Associates, Inc. B. Scope of Engineering Services The primary objective of the engineering services is to provide resident inspection. Based on our discussions with the Village we understand that the services can be "something less than full time ". In the interest of economy, we propose the use of a summer intern / coop student to be assigned to the project full time and work under the direction of our resident engineer on the Canal Street Improvement. This individual would be available mid -to -late May. The primary services we will provide under this limited scope are as follows: 1). Provide full -time inspection to the extent that can be expected of a summer student. Measure, compute and document pay items. 3). Maintain a daily record of the contractor's activities throughout construction including sufficient information to permit verification of the nature and cost of changes in plans and authorized extra work. 4). Prepare and submit all partial and final pay estimates, change orders, records, documentation, and reports in the required form and number of copies. 5). Provide for proportioning and testing of concrete and bituminous mixtures in accordance with the appropriate manual as issued by the Bureau of Materials and Physical Research of ]SOT. 6). Revise contract drawings to reflect as -built conditions. C. Project Staff Qualifications We propose to assign Mr. John L. Breitsameter to serve as Project Manager for this project. Mr. Breitsameter has over 25 years of experience in construction engineering and resident inspection and has managed the inspection on more than 25 Federal -Aid projects. Mr. Jeffrey Lange, who will be serving as Resident Engineer on the Canal Street Improvement will oversee this project and our assigned technician on a daily basis. D. Proposed Subcontractors Civiltech will provide all work for this contract with its own forces with the exception of material testing. These services will be subcontracted to Schleede Hampton & Associates, a firm specializing in material testing. Civiltech will provide coordination with the testing firm to ensure the proper notification is given for testing needs, review all material reports and include these reports into the project records. E. Work not included The contractor is responsible for construction staking, therefore we have not included time for this work. II. COMPENSATION A. Man -hour and Direct Cost Estimate A schedule indicating our anticipated man -hours is attached. Our average hours per week vary accordingly. Project Manager hours are estimated to be about two (2) hours per week average which will include attendance at weekly meetings, assist in plan interpretation and correspondence. Additional hours have been included for our Canal Street Resident Engineer to oversee the technician assigned to this contract. Direct costs include the cost of a vehicle which will be billed at the rate of $35,00 per day and material testing performed by our sub - consultant. B. Engineering Fee We propose to perform the work on the basis of cost plus a fixed fee, with a not to exceed maximum of $46,809. The fee includes reimbursement of direct labor costs, overhead and direct costs, fringe benefits and salary burden costs, plus a net fee for profit. Direct costs will be reimbursed at their actual costs. The attached tables include the details of our Cost Estimate of Consultant Services and supporting documents.
