RESOLUTION ADOPTING THE PROCEDURE FOR EVALUATING
NEIGHBORHOOD TRAFFIC CONTROL REQUESTS
WHEREAS, the Village of Lemont desires formal procedures for the consistent handling
and evaluation of requests for all types of traffic control modifications, and
WHEREAS, the Village of Lemont has formed the Transportation Committee to develop
and review such procedures; and
WHEREAS, the Transportation Committee has drafted such procedure and is as attached
hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that
the Village of Lemont Procedure For Evaluating Neighborhood Traffic Control Requests
attached hereto as Exhibit A is hereby adopted.

PROCEDURE FOR EVALUATING
NEIGHBORHOOD TRAFFIC CONTROL REQUESTS
October 22, 2001
Requests or complaints regarding changes to existing traffic control conditions, e.g. stop signs,
speed limits, parking restrictions, and cut - through traffic must be submitted in writing to the
Village of Lemont. All requests will be initially evaluated by the Engineering and Police
Departments. Depending on the nature of each request it may be processed by Village staff
or referred to the Transportation Committee. All requests will be processed at Level 1 initially
and progress as necessary through Level 3. Members of the public, through neighborhood
representatives, will also serve on the Committee once their neighborhood's application
process achieves Level 4.
Level 1 - Data Collection and Education
Once a request or complaint is received, the Village's first step is to quantify the extent of
the problem. This will be accomplished through various data collection methods, including
traffic counts, reviewing accident history, and site inspection. After reviewing this
information, the Village may require a meeting with the petitioner to discuss how and by
whom their request will be handled. Staff may directly handle some requests without direct
involvement of the petitioner. The complainant will be contacted and notified of the
necessary procedures and requirements necessary to successfully fulfill the request.
Level 2 - Passive Traffic Controls and Enforcement
Once Level 1 has been successfully completed, recommendations by staff may include
minor traffic control devices or simply a special enforcement by the Police Department.
Minor traffic controls could include signage or pavement markings. If data collection
determines that a more restrictive traffic control device may be warranted (e.g. traffic
signals, stop signs, etc.), the request will be immediately referred to Level 3a or 3b.
Level 3a — Stop Sign Requests (Requiring Village Board Approval)
Staff will review requests for stop signs separately. Requests are formally initiated and
processed in the Engineering Department. The intersection is reviewed and compared
against certain minimum requirements to determine if a stop sign is lawfully warranted.
The warrants for an "all -way" stop as published in the Manual on Uniform Traffic Control
Devices (MUTCD) are as follows (simplified):
1.) As a temporary measure where traffic signals are warranted and urgently needed.
2.) An accident problem where five or more accidents occur in a 12 -month period of a type
that would be correctable by the installation of a stop sign (e.g. turning collisions)
3.) Minimum Traffic Volumes — An average of 500 vehicles (all directions) per hour for any
8 hours of an average day.
Requested locations that meet one of the minimum warrants will be referred to the
Transportation Committee for review and recommendation to the Village Board.

Level 3b — Restrictive Traffic Controls (Requiring Village Board Approval)
Requests for other types of restrictive controls other than stop signs will be first reviewed
by staff and presented to the Transportation Committee. Examples of restrictive controls
ultimately requiring Village Board approval include one -way streets, timed parking
restrictions, or limiting parking restrictions such as one side of street only.
After review and support by the Transportation Committee, the request will be presented to
the Village Board for consideration
Any improvements made through Level 3b will remain in place and observed by staff for a
minimum of 6 months (exclusive of December through February). Data may be collected
again for comparison. If the improvements do not reflect the anticipated benefit, the
complainant will be eligible to petition for Level 4 - Traffic Calming.
Level 4 - Traffic Calming
Traffic Calming involves any number of geometric changes made to the pavement that will
physically alter the behavior of the motorists. The traffic calming process will require
involvement of the neighborhood as a whole with Village Staff, Lemont Fire District, the
Transportation Committee and the Village Board. The Transportation Committee will
facilitate the application process, however, the neighborhood representative(s) would be
expected to take an active role in the Committee's study. Residents concerned about traffic
in their neighborhood need to participate in the process.
Phase I - Education and Qualification
Traffic calming tools and Village policy will be presented to the applicant(s). Additional
data collection may be necessary in order to evaluate eligibility of the location. Streets
proposed for traffic calming devices must:
✓ Have a minimum Average Daily Traffic (ADT) of 800 vehicles.
✓ Not exceed an ADT of 2000 vehicles.
✓ Not be classified in the comprehensive plan as an arterial or highway.
✓ Not have failed the Level 4 application process in the previous 36 months.
Phase II — Survey
A Concept Survey will be prepared by the Village staff and distributed by the petitioner
or neighborhood representative to all properties fronting on the street and to all
properties within one block (500ft. max) along all intersecting streets. Surveys may be
distributed to other properties and impacted areas as deemed necessary by the
Transportation Committee. A 33% response rate with 66% of the respondents
reflecting a positive interest will be necessary to proceed with further development of a
Traffic Calming Plan.

Phase III — Public Meetings
A public meeting will be held at the Village Hall and facilitated by the Transportation
Committee. The same surveyed neighborhood will be contacted and public notices will
be published. At the meeting, the relevant traffic calming tools and relative costs will be
presented for consideration. Comments will be solicited at the meeting and written
comments will be considered for 28 days following the meeting date.
Phase IV — Preliminary Plans
Based on the comments received, staff will develop a concept plan for the street or
neighborhood and estimate preliminary costs. Another public meeting will be held and
the plans presented. Following the meeting, a Plan Survey will be distributed to the
same affected area with information regarding the proposed plan, terms, and costs.
Participation of construction costs is expected of the affected neighborhood. Ninety
percent (90 %) of the initial costs up to $20,000 will be provided by the Village (funds
permitting). Construction costs beyond $20,000 will require 50% participation by the
affected neighborhood. A 70% positive response from all surveys distributed will be
necessary before a recommendation is made to the Village Board.
Failure to achieve the minimum 70% response rate will result in termination of the
application. The location will not be eligible for re- application of Level 4 — Traffic
Calming for the following 36 months.
Phase V — Final Plans
Upon approval by the Transportation Committee, the Lemont Fire District and the
Village Board (and available funding), formal construction plans will be developed and
a construction contract advertised for bid. It may be necessary to budget separately for
large projects. This may delay construction until the following year.
Phase VI — Implementation or Removal
Once construction is complete, data will be collected at least annually to determine the
effect. Traffic calming devices will remain in place for a minimum of 24 months. Traffic
calming improvements may be removed by way of a neighborhood petition. The
petition must contain signatures and address of not less than 90% of the residences
contained within the original survey area. Traffic calming devices will be removed at
50% expense to the petitioners.
If at any time the Village and /or the Lemont Fire District deem any installed traffic
calming device to be detrimental to public safety or determine that traffic diverted to
adjacent streets is creating unacceptable conditions, the Village may remove the device
at no additional expense to any individual property owner.
