AN ORDINANCE RESCINDING CHAPTER 2.60 (I & M CANAL NATIONAL
HERITAGE CORRIDOR ADVISORY COMMISSION) AND CHAPTER 2.52
(ECONOMIC DEVELOPMENT COMMISSION) OF THE MUNICIPAL CODE,
DISSOLVING THE FESTIVAL COMMISSION, AND FORMALLY CREATING
THE LEMONT DOWNTOWN COMMISSION (CHAPTER 2.61)
BE IT ORDAINED by the President and Board of Trustees of the Village of
Lemont, that the Municipal Code of Lemont, 2000 be amended as indicated:
SECTION ONE: That Chapter 2.60 of the Municipal Code (I & M Canal
National Heritage Corridor Advisory Commission) is hereby rescinded.
SECTION TWO: That Chapter 2.52 of the Municipal Code (Economic
Development Commission) is hereby rescinded.
SECTION THREE: That the Lemont Festival Commission, as presently known,
be dissolved.
SECTION FOUR: That a new Chapter 2.61 be added to the Municipal Code as
follows:
CHAPTER 2.61
LEMONT DOWNTOWN COMMISSION
SECTIONS:
2.61.01 Established.
2.61.02 Purpose of Commission.
2.61.03 Organization.
2.61.04 Appointment and Terms of Office.
2.61.05 Rules of Procedure.
2.61.01 Established.
The President and Board of Trustees of the Village of Lemont have established
the Village of Lemont Downtown Commission.
2.61.02 Purpose of Commission.
The Lemont Downtown Commission's charge is to establish, develop, and
implement sound activities, programs, and projects for the Village, consisting of, among
other things, downtown economic development, festivals and special events, and the
overall preservation of the downtown heritage.
The Commission shall provide a channel of communication between Village
government and the three downtown sub committees.
2.61.03 Organization.
A. The Commission shall consist of five (5) official members. One (1) member
shall serve as Chairperson, one (1) member shall serve as Secretary, and the
three (3) remaining members serve as Chairperson to one of three (3) standing
Committees:
1. Economic Development Committee,
2. Festivals and Special Events Committee,
3. Heritage Committee.
B. Each standing Committee shall consist of seven (7) official members.
C. All official standing Committee appointments shall be for terms of two years,
each of which shall expire on April 30th, except for initial appointments,
which shall be as follows: three (3) members to serve until April 30, 2002
(one year); four (4) members to serve until April 30, 2003 (two years).
D. Any member ma be appointed to successive terms on the standing
Committ@ries shall be filled by the Mayor with the concurrence of
the Board of Trustees, but only for the balance of the term created by the
vacancy.
E. The Mayor, with the concurrence of the Village Board of Trustees, may for
good cause shown remove any member of the standing Committees.
F. The standing Committees shall adopt such by -laws or rules of procedure as it
deems advisable for the conduct of its business. The foregoing
notwithstanding:
Officers. The standing Committees shall elect a vice - chairperson to serve as
acting chairperson during the absence of the appointed chairperson.
Meetings. The standing Committees shall meet as frequently as its rules of
procedure shall provide, but not less than once every three months.
Records. The standing Committees shall maintain a record of all its
proceedings; such record shall be placed on file with the Village Clerk.
Secretary. The Mayor may, with the concurrence of the Board of Trustees,
appoint a secretary to each Committee, who shall be a member of the Committee.
Expenses. All official members of the standing Committees shall serve
without compensation. Expenses incurred on behalf of the standing Committees shall,
with the prior approval of the corporate authorities, be reimbursed to the person incurring
the same.
Reports. The standing Committees shall submit reports of its activities to
the Downtown Commission as often as it shall deem necessary, but not less than every
six months.
2.61.04 Appointment and Terms of Office.
