RESOLUTION APPROVING NOTICE OF INTENT FOR THE NATIONAL POLLUTANT
DISCHARGE ELIMINATION SYSTEM PHASE II STORMWATER PERMIT
WHEREAS, the National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater
program is a mandate of the Clean Water Act of 1972; and
WHEREAS, the NPDES Phase II Rule requires permit coverage for stormwater discharges from
certain regulated small municipal separate storm sewer systems; and
WHEREAS, it has been determined that the Village of Lemont will be required to apply for a
NPDES Phase II stormwater permit; and
WHEREAS, the NPDES Phase II Permit requires that all applicants submit a Notice of Intent to
the Illinois Environmental Protection Agency (IEPA) along with a stormwater management plan
that identifies: the best management practices and measurable goals for the six minimum control
measures; a timetable for implementation; and the person(s) responsible for implementation; and
WHEREAS, the Village has developed a stormwater management plan and prepared the
applicable Notice of Intent and is attached as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that the
attached Notice of Intent is hereby approved.

Classroom Education on Storm Water The Village and the Lemont
Environmental Advisory Commission will develop a program to educate
students on the elementary school level. Classroom sessions will be
developed to focus on storm water and the effects of contamination on the
I &M Canal, rivers and streams. The volunteers from the Lemont
Environmental Advisory Commission will work closely with the school
district in providing an interesting learning experience for the students.

B. Public Involvement /Participation
BMP No. 1 Lemont Environmental Advisory Committee
The Village has in existence a committee composed of volunteers appointed
by the Mayor to serve in an advisory capacity to the council concerning
environmental issues. The Committee will be responsible for making
recommendations to the management team member in charge of the
administration of the Storm Water Management Plan.

The Village will develop a Storm Water and Floodplain Ordinance that will
address all aspects of Storm water Management. The Village will enact an
ordinance requiring the use of specific storm water and erosion control
BMP's for all construction sites, regardless of size. The Ordinance will
include provisions for fines and other sanctions for non - compliance.

Ordinance regulating permanent storm water control measures. The
ordinance will include Best Management Practices to be incorporated in site
plans prior to construction and inspection requirements for completion.

The Village owns and maintains a majority of the detention basins in the
Village. These basins are addressed in the Detention Pond Management
Program. An Ordinance will be developed to include a minimum level of
maintenance required for storm water controls maintained by Homeowners'
Associations. The Ordinance will also include provisions for inspection and
enforcement of the minimum maintenance requirements.

requirements for detention pond maintenance.

all structures. The structures will be inspected prior to cleaning to determine
the structural condition and recorded.

be updated annually. The Village also includes mowing in this program.

scheduling of inspections of Village owned detention ponds.
