RESOLUTION AUTHORIZING APPROVAL OF AN ENGINEERING AGREEMENT
WITH MORRIS ENGINEERING, INC. FOR K.A. STEEL
CULVERT REPLACEMENT PROJECT
WHEREAS, the Village of Lemont requires engineering services related to the replacement
of culverts under K.A. Steel Road in the I & M Canal; and
WHEREAS, the Village of Lemont seeks to utilize the firm of Morris Engineering, Inc.
(MEI) for engineering services related to this project; and
WHEREAS, the Village of Lemont and Morris Engineering, Inc. have negotiated an
agreement to identify the terms and conditions of the services to be provided.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees that the
agreement attached hereto as Exhibit A is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DU PAGE, ILLINOIS,

Re: KA Steel Culvert Replacement
Dear Mayor and Trustees,
Morris Engineering, Inc. (MEI) is pleased to provide this agreement for the design phase of the
KA Steel Culvert Replacement.
This agreement is based on preparing construction plans, specifications and bid documents for
replacing the KA Steel Culverts in the I &M Canal. This agreement is based on the replacement
of the entire span of culvert pipe. It does not include plans and specifications for the removal or
replacement of the railroad tracks and ballast over the pipe. Since this project involves installation
of structures in a floodway, permits from Federal and/or State Agencies are required. This
agreement also includes preparation of permit application materials. In the event the reviewing
agencies require major revisions, MEI reserves the right to amend this proposal to compensate for
the plan revisions.
Please find below the detailed scope of work.
Scope of Work
Meeting and Conferences
1. Attend such meetings as requested by the OWNER including authorities exercising
jurisdiction over the project. Such jurisdictional authorities shall include, but not
limited to, Cook County, the Illinois Department of Natural Resources (IDNR) and
other State or Federal Agencies.
2. Attend status meetings with Village staff to share information and ensure the proper
design and schedule is accomplished.
Surveying Services
3. Provide a topographical survey of the project area. The topographical survey will
extend approximately 200 feet around the culvert. The survey will include but not
limited to: property corners, utilities, floodplain boundaries, trees and boundary
limits. The FEMA benchmark system will be used for elevations.
4. Layout locations of any subsurface investigation as maybe required for the design of

Permitting Services
5. Prepare permit applications and necessary submittals required by jurisdictional
agencies. Fees for permits will be responsibility of the Village.
Engineering Services
6. Prepare construction plans and specifications. The plans will include the site plan,
plan profile sheet, erosion control plan, notes sheet, detail sheets, landscape plan
sheet, specifications and bid documents.
7. Structural Sheet, if required. This sheet will be signed
and sealed by a Structural Engineer.
8. Prepare stormwater calculations which will include, but not limited to, computer
modeling of the I &M Canal flow for permitting of the culverts. It is estimated that
the length studied would be from its confluence with the Sanitary and Ship Canal
through the proposed structures.
9. Prepare a schedule of quantities and an engineer's opinion of probable construction
cost based on the drawings, specifications and the current market values of items in
the region.
10. Submit the Final Engineering Plans, Specifications, Engineer's Opinion of probable
construction cost and hydraulic calculations to all governmental authorities having
jurisdiction for review and approval. ENGINEER will make changes and revisions
requested by said authorities with concurrence of the Village.
11. Prepare bid documents for the construction bid of the proposed improvements. The
Office of MEI will be the location for purchase of the bidding documents.
12. Prepare legal notice to be published in local newspapers for the letting of the
construction project.
13. Attend any required meetings such as pre -bid meeting, bid opening and bid
evaluation meeting. ENGINEER will review all bids to confirm accuracy and make
recommendations of the contractor to be selected.
14. Prepare the Contract for the low bidder and send for execution.
Items NOT INCLUDED in Scope of Work
The items listed under this section are not included. ENGINEER can provide the services noted
above as needed upon request of the OWNER.
1. Removal and Replacement of Railroad Tracks and Ballast.
2. Construction Related Services.
3. Permit Fees.
OWNER shall provide all base information obtained from other consultants which is pertinent to
the design and construction of the improvements. Items shall include, but not limited to:
topographic survey, hydraulic models of proposed Heritage Corridor bridges, subsurface
investigation, zoning information, proposed layout and any previous engineering improvements
related to the proposed project.
Payment for Services
MEI services are invoiced on the basis of hours expended to complete the project. All time,
including travel hours, spent on the project by professional and technical personnel will be
invoiced at the rates noted below.

SENIOR ENGINEERING TECHNICIAN $ 70.00 PER HOUR
ENGINEERING TECHNICIAN $ 62.50 PER HOUR
ONE -MAN STATION $ 40.00 PER HOUR
CLERICAL $ 37.50 PER HOUR
The project will be invoiced monthly not to exceed thirty - five thousand dollars and no cents
($35,000.00) this would include the costs for Structural Engineer review and soil borings. It is
estimated that the soil testing necessary for this project will be approximately $2,500.00.
The Breakdown of Services is as follows:
I. Survey Services $3,000.00
II. Design Engineering $10,000.00
III. Permitting Services $2,500.00
IV. Hydraulics & Hydraulics $12,000.00
IV. Structural Engineer $5,000.00
V. Soil Testing and Report $2,500.00
REIMBURSABLE EXPENSES
A. Travel expenses necessary for the execution of the agreement. Highway mileage in
company or personal vehicles is charged at 35 cents per mile.
B. * Shipping charges.
C. * Expendable items required for field- testing.
D. * Printing of reports and drawings.
E. *Subcontracted work such as drilling, test pit excavation, laboratory testing, special
consulting services by others.
P. * Cost of specialized equipment and services for health and protection for MEI and
subcontractor personnel.
* Items will be billed at cost plus 10%
