A RESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS
WHEREAS, pursuant to the provisions of 65 ILCS 5/8 -9 -1 the Village of Lemont may, by a vote of 2/3 of its
Trustees then holding office, waive the requirements for public bidding; and
WHEREAS, in connection with the work to be conducted on the repair /replacement of roofing areas on the
Village Hall & Police Department, the Village has researched and evaluated the available options and contractors; and
WHEREAS, upon review by Village staff, it was concluded that the greatest benefit to the Village will be
realized by waiving the bidding process and entering into an agreement for roofing repair services with Norton Sons
Roofing Co., Inc. in an amount not to exceed $23,000.00.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND MEMBERS OF THE BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COOK , WILL & DU PAGE COUNTIES, ILLINOIS that:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby expressly incorporated into and made a part
of this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8 -9 -1 the Village hereby
waives the public bidding requirements otherwise applicable to the contract for the roofing repair work.
Section 3: Repealer: All other Resolutions or parts of resolutions of the Village of Lemont that are inconsistent with
this resolution are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this
Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same
shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences,
paragraphs, provisions, or sections thereof.
Section 5: Effective Date: This Resolution shall become effective upon passage, approval and publication, in Book
and Pamphlet form as provided by law.

Thank you for the opportunity to submit this proposal for the roofing work on the above
mentioned building. I have inspected the roof to determine the best approach to your roofing
requirements.
In the view of the conditions observed and information available, we hereby propose to furnish in
accordance with the attached specifications, all labor and material necessary to complete the
roofing work.
Specification Number One
Area A — Reroof:
1. We will clean the roof surface and dispose of resulting rubbish and debris
off premises in a proper manner.
2. We will remove all existing metal counterflashing and loose roofing base flashing as
required.
3. Over the prepared existing roof surface, we will install a white granular, single ply
modified bituminous sheet designed with a polyester reinforcement core. Application
method will be heat welding.
4. We will furnish and install new base flashings at all parapet walls and curbs using
a modified bituminous flashing sheet.
5. We will furnish and install new lead soil stack flashings.
6. We will furnish and install new sheet metal surface mount counterflashing
at the top of all base flashings by mechanically fastening and installing a
solid bead of high grade caulking compound, where deemed necessary.

Area B — Reroof:

Area C — Repairs & Coating:
1. We will clean the roof surface and dispose of resulting rubbish and debris
off premises in a proper manner.
2. We will inspect all roof penetrations and seal any obvious holes, cracks or
openings.
3. We will inspect the field of the existing roof system and repair any obvious
holes and splits.
4. After the above work is completed, we will then apply a fibrated aluminum coating
over the entire roof surface as per manufacturer's specifications.
We recommend the application of this coating because it provides a bright,
durable finish to a modified bitumen roof and reflects solar radiation, thus
keeping interior spaces cooler and also extends the life of the existing roof.

Specification Number Four
We will remove one (1) existing scupper at rear of village hall. We will furnish and
install new copper scupper.
Total Cost:
For Specification Number One — Four Listed Above $ 23,000.00
NOTES:
1. Tuckpointing is required in several locations prior to roofing work.
2. Removing and reinstalling of satellite dish on area 4 will be required by
others before reroofing can be completed.

TERMS & CONDITIONS
Norton Sons Roofing Co.. Inc. is a licensed roofing contractor of the State of Illinois. License # 104 - 004564. We carry
Workman's Compensation and Public Liability Insurance as required by the State of Illinois with certificates available upon request.
The roofing industry is currently experiencing price volatility in asphalt- related products. Because firm prices cannot be obtained
from suppliers, prices are subject to change. If there is an increase in the price of asphalt- related products charged to the contractor
subsequent to making this proposal/contract, the proposal/contract shall be increased to reflect the additional cost to the contractor.

The buyer agrees to carry proper fire and extended coverage insurance on the premises to protect against loss through destruction, not
created by Norton Sons Roofing Co., Inc., for work in progress or material on job site until the work is completed.
Norton Sons Roofing Co., Inc. shall not be responsible to determine structural soundness and shall have no liability whatsoever to the
owner or others for failure of roof deck or supporting structure to support men, materials, equipment, ice, snow and water or for any
damages or injuries resulting from such failure.
We are not responsible for any interior or exterior asbestos removal problems if found present. Any such pre - existing condition shall
constitute extra cost to be determined by abatement.
The prices mentioned do not include any tuckpointing, deck repairs (unless otherwise specified), the disconnection of any roof top
electrical, or HVAC units which may be found necessary. If any of these items are found necessary, additional charges will be made
on a time and material basis.
We are not responsible if conduit buried m roofing is damaged. We have no way of knowing the conduit is there until roofing work is
being performed. Repair or replacement of conduit is the responsibility of the building owner.
It is the building owner's responsibility to assure that the insulation is not blocking the air flow from the soffit through the rafter
channel into the attic space. This air flow must occur to keep the warranty in tact as well as vent out moisture /condensation in the
winter and excessive heat build up during summer months.
The building owners will be responsible to provide an access route to be used for job set -up and the removal of debris for all roof
sections to be worked on.
Any damage to the lawn or bushes will be kept to a minimum, although we must drive on the grass for dumpster placement and job set
up. Norton Sons Roofing Co., Inc. will not be held responsible for landscaping replacement.
Moisture that has entered into the building prior to our installation or repair of the roofing system may result in mold growth. We
disclaim any and all responsibility for damages to persons or property arising from or relating to the presence of mold in the building.
By executing the contract to which this Notice is affixed, Owner 1) releases us from any and all claims Owner and Owner's (a) family
members, (b) employees, (c) tenants or (d) any other building occupants may have as a result of such mold growth and 2) agrees to
defend, indemnify and hold us harmless from any and all penalties, actions, liabilities, costs, expenses and damages arising from or
relating to the presence of mold in Owner's building.
The building owners will be responsible for any necessary building permits, Village /City fees and/or costs incurred by Norton Sons
Roofing for obtaining same.
There is no liability to be assumed for any damage to the building or contents thereof because of water leakage or structural defection
of the building caused by a pre - existing condition.
There is no liability to be assumed for ponding water unless otherwise indicated.
Payment unless otherwise indicated will be: One -third downpayment due upon acceptance of contract, and balance due upon
completion. Progressive payments will be made if the completion of the job goes beyond a 30 day period. Interest of 2 percent,
compounded monthly, will be added to any unpaid past due balances. In the event that we must seek legal help to collect unpaid fees,
the building owner will be responsible for all filing and serving fees, court costs, and attorney fees that are found necessary to collect
fees due.
The prices listed above are based on the information which we have and believe to be true. Final waiver of lien will be issued for
labor and material and become effective to release any mechanics lien, when the check (s) has/have been properly endorsed and been
paid by the bank upon which it was drawn.
