RESOLUTION AUTHORIZING EXECUTION OF
AN AGREEMENT FOR DESIGN AND MASTER PLAN SERVICES FOR
HERITAGE QUARRIES OF LEMONT
BETWEEN VILLAGE OF LEMONT AND DAVIS & ASSOCIATES, LTD.
WHEREAS, The Village of Lemont seeks to amend the Heritage Quarries Preliminary Master Plan
completed in April, 2000; and
WHEREAS, The Village seeks to utilize the services of Davis & Associates, Ltd. to provide design
and master plan services to revise the Preliminary Master Plan; and
WHEREAS, An Agreement for Design and Master Plan Services for Heritage Quarries of Lemont
Between the Village of Lemont and Davis & Associates, Ltd. is attached hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees that the
Agreement attached hereto as Exhibit A is hereby approved.

AGREEMENT FOR SERVICES
VILLAGE OF LEMONT
HERITAGE QUARRIES OF LEMONT
DESIGN AND MASTER PLAN SERVICES
April 5, 2002
This Agreement is made by and between the Village of Lemont, Lemont, Illinois, (hereinafter
referred to as the "Village ") and Davis and Associates, Ltd., Park Planners and Landscape Architects,
an Illinois Corporation, (hereinafter referred to as the "Planners "), for Design and Master Planning
services required by the Village for the Design and Master Planning of the Heritage Quarries,
(hereinafter referred to as the 'Project ").
WITNESSETH:
For and in consideration of the mutual covenants and promises hereinafter set forth, the parties
hereto mutually agree as follows:
SCOPE OF SERVICE
The Planners agree to provide their professional services in accordance with generally accepted
standards of their profession. The Planners agree to put forth reasonable efforts to comply with
codes, laws, and regulations in effect as of the date of this agreement. The Planners shall furnish and
perform all design services required to complete a Design and Master Plan services to fulfill the
Village's needs to establish guidelines for the development of the project (Heritage Quarries). These
services shall include the following major elements:
A. EXISTING SITE DATA PHASE
To enable the Planners to address the planning/design phase of this project as accurately as
possible, they will need existing site data for the entire project area. This information is
being furnished by the Village through electronic files already received and will provide the
basis for the base sheets to be utilized. This base sheet information will include property
limits, existing land development, and existing vegetative cover. Existing topography and
underground utilities will not be included as part of the existing site data
B. DESIGN/MASTER PLANNING PHASE
1. The Planners will meet with the Village Staff to discuss specific needs and how they
will affect the design and to formalize the design elements. Determine what other
agencies and disciplines might need to be included in the planning processes to meet
the needs of the Village. Conduct an on -site inventory with staff.

2. Base sheets will be utilized to determine the limits of the study area and to locate
existing improvements. The base sheets will be presented in a standard site
improvement format.
3. Two Conceptual Design Studies will be prepared for the entire project area showing
the various elements to be considered. The basic design elements will include the
following:
Parking
Bicycle/Hiking Trails
Picnic Areas
Camping Areas
Fishing Stations
Pavilions/Shelters/Restrooms
Nature Interpretation/Center
Informal Activities
Canoe Launch Sites
Site Furniture — Tables, Benches, Litter Receptacles, Etc.
Landscape Design
The purpose of these studies will be to show the ultimate development for the entire
project acreage.
4. The Planners will meet with the Village Staff to review the study plans, to discuss
alternatives, and to consider suggested revisions. This review will determine the final
approach for the development of the Heritage Quarries. Based on these decisions a
preliminary master plan will be developed for review by the Village Board and the
Public. At this same time a decision can be made to establish a web site for the
project, making it accessible to a wider segment of the community.
5. Based on the above reviews and Public input, a final draft Master Plan will be
prepared. This final plan will be color rendered and mounted for convenient display.
6. The Planners will provide a cost estimate reflecting total costs to develop the park.
This estimate along with the final plan can be presented to the Board for approval
and the establishment of construction budgets.
7. The approved Master Plan will be ready for submission to the any agencies for Grant
Applications. In addition, this will Master Plan will assist in determining what
engineering drawings might be needed to start construction of some site elements.

8. The Planners will attend a total of four (4) meetings during this phase.
Additional meetings will be provided as needed based on costs indicated under
Compensation.
SERVICES NOT INCLUDED
The Planners will not be responsible for the following items of work however these
elements can be provided at negotiated fees:
• Property descriptions (Boundary Survey)
• Public Hearings
• Plan Sections and Elevation Drawings
• Necessary Wetland Permitting
• Flood Plain Issues
• Engineering
PLANNERS' COMPENSATION
The Planners will complete this work as described above under Scope of Services for the following
lump sums:
A. 11EM A - EXISTING SITE DATA PHASE:
For completing the site data phase as described above
The Lump Sum of 2,300.00
B. ITEM B - DESIGN/MASTER PLANNING PHASE:
For completing the Design/Master Planning Phase for the entire acreage
As described above under Scope of service
The Lump Sum of 8,400.00

C. ADDITIONAL FEES:
The cost for additional meetings beyond those indicated above in the Proposal will be
charged at the rate of $540.00 per meeting.
D. HOURLY RATES
Any work that is completed on an hourly basis will be authorized pursuant to Comes Tn The
Work , Ttem A shown below and will be billed at the rates listed below:
Principal Landscape Architect $120.00/hour
Civil Engineer Consultant $105.00/hour
Senior Landscape Architect $95.00/hour
Associate Landscape Architect $65.00/hour
CAAD/Draftsperson $50.00/hour
E. REIMBURSABLE EXPENSES
The costs of plan reproduction, photography, photocopying, and messenger services are
to be reimbursed to the Planners at direct cost times 1.15.
F. INVOICING
Requests for payment as the Planners' work progresses will be presented monthly based on
the percentage of work completed to the date of billing. These invoices will be payable
within thirty (30) days of the billing date.
G. SCHEDULE
The planners will meet the following schedule for work herein described:

The Village will supply a site boundary survey and aerial photography via electronic files.
