A RESOULTION AUTHORIZING EXECUTION OF AN
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY
THE VILLAGE OF LEMONT AND THE CITY OF LOCKPORT
RELATING TO AN AGREEMENT WITH HOUSEAL LAVIGNE
ASSOCIATES, LLC. FOR AN I -355 AREA MASTER BIKE PLAN
ON BEHALF OF THE I -355 CORRIDOR PLANNING
CONSORTIUM
WHEREAS, the Village of Lemont seeks to enter into an intergovernmental
Agreement with the City Of Lockport relating to an agreement with Houseal Lavigne
Associates for an I -355 Area Master Bike Plan on Behalf of the I -355 Corridor Planning
Consortium
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of Trustees
of the Village of Lemont that the Village President is authorized to execute the Agreement
with the City of Lockport, attached hereto as exhibit A.
The Village Clerk of the Village of Lemont shall certify to the adoption of this
Ordinance and cause the same to be published in pamphlet form.

CITY OF LOCKPORT AND THE VILLAGE OF LEMONT
RELATING TO AN AGREEMENT WITH HOUSEAL LAVIGNE ASSOCIATES, LLC.
FOR AN I -355 AREA MASTER BIKE PLAN
ON BEHALF OF THE I -355 CORRIDOR PLANNING CONSORTIUM
THIS AGREEMENT is made this 11 day of , 2008, by and between the CITY
OF LOCKPORT, an Illinois Municipal Corporation ( "City "), d the VILLAGE OF LEMONT, an Illinois
Municipal Corporation ( "Village "), both of said entities being located within the County of Will and State
of Illinois.
WHEREAS, Homer Glen, New Lenox, Lemont, Will County & Lockport recently formed the I -355
Corridor Planning Consortium (CPC); and
WHEREAS, one the goals of the I -355 CPC is to work together to tie in our local Bike & Pedestrian
Plans so that we may develop an integrated regional system; and
WHEREAS, this planning will require a close coordination of real estate market strategy, land use
planning and regulation, and transportation planning; and
WHEREAS, certain extensions and connections to regional and local trails have been planned or
developed by various municipalities, park districts, counties, and forest preserve districts, but no
coordinated plan has been designed or agreed upon to provide local connections and continuity throughout
the system; and
WHEREAS, the purpose of creating an "I -355 Area Master Bike Plan" for the 1 -355 CPC is to
create a plan that allows governmental, not - for - profit, and private partners to achieve coordinated
development of trails prior to, or in conjunction with, new development as it occurs in our communities;
and
WHEREAS, recognizing the need for regional planning and intergovernmental cooperation, the I-
355 CPC solicited a proposal from Houseal Lavigne Associates to develop a "I -355 Area Master Bike Plan"
to fill in the gaps in the existing and planned bike network and provide the connectivity required to
complete the regional bike plan; and
WHEREAS, on behalf of the I -355 CPC, Lockport submitted an application for funding through
ComEd's Transformation Grant Program; and
WHEREAS, ComEd has awarded $5,000 to initiate the plan; and
WHEREAS, it is necessary and appropriate that the City and the Village enter into this
Intergovernmental Agreement in order to define the obligations of each of them in connection with the I-
355 Area Master Bike Plan; and
WHEREAS, the Constitution of the State of Illinois provides authority for Units of Local
Government to enter into Intergovernmental Agreements; and
WHEREAS, the City of Lockport and the Village of Lemont are "Units of Local Government ", as
defined by Article VII, Section 10, of the Constitution of the State of Illinois.
NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the
parties hereto agree as follows:
Section 1:
The parties agree that, pursuant to its agreement with Houseal Lavigne & Associates, L.L.C.,
the City will cause the firm to create an "I -355 Area Master Bike Plan" according to
specifications set forth in Exhibit "A ", which Exhibit is attached hereto and incorporated herein
by reference. In addition, the City will be responsible for overseeing and coordinating the study
on behalf of the I -355 CPC.
Section 2: The Lockport City Administrator is authorized to invoice members of the I -355 CPC to receive
reimbursement for expenses incurred through the study in the following manner:

Lemont $2,700
Will County $2,700
Homer Glen $2,700
New Lenox $2,700
Lockport $2,700
TOTAL $18,500
IN WITNESS WHEREOF, the undersigned Governmental Units have caused this Agreement to be duly
executed on the day and date first above written.
