R-75-06 09/25/2006RESOLUTION P.-15--o6 A RESOLUTION OPPOSING THE TWO ORDINANCES AND ONE RESOLUTION PROPOSED BY COOK COUNTY COMMISIONER QUIGLEY REGARDING TAX INCREMENT FINANCE DISTRICTS WHEREAS, the Village of Lemont has created two Tax Increment Financing (T.I.F.) Districts in accordance with State of Illinois provisions governing the creation and financing of T.I.F. Districts; and WHEREAS, T.I.F. Districts have proven to be a useful tool in attracting and financing development activity; and WHEREAS, T.I.F. Districts have many benefits for the Village including but not limited to: more jobs; job retention; stronger and broader tax base; private investment and development; and it stimulates investment outside the T.I.F. District; and WHEREAS, currently 47 states utilize Tax Increment Financing as a catalyst for needed redevelopment projects and it is used in communities large and small, urban and rural; and WHEREAS, T.I.F. Districts allows the Village to make improvements like new streets, sidewalks, sewers and other public infrastructure to attract new businesses or help existing businesses stay and expand; and WHEREAS, T.I.F. Districts are economic development tools to revitalize blighted areas; and WHEREAS, the Ordinances and Resolution proposed by Cook County Commissioner Michael Quigley, if passed, will drastically delay or completely impede the T.I.F. District process in Cook County; and WHEREAS, once the T.I.F. District process gets delayed or completely impeded this will squelch many if not all economic development opportunities in Cook County; and WHEREAS, the Ordinances and Resolution proposed by Cook County Commissioner Michael Quigley, if passed, will created an uneven playing field for the municipalities in Cook County and the municipalities outside Cook County: and NOW, THEREFORE BE IT RESOLVED that the Village Of Lemont strongly opposes Commissioner Quigley's proposals regarding T.I.F. Districts; BE IT FURTHER RESOLVED that the Village of Lemont urges the Commissioners that serve on the Cook County Board oppose Commissioner Quigley's proposals regarding T.I.F. Districts. SECTION 2: Effective Date: This Resolution shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. The Village Clerk of the Village of Lemont shall certify to the adoption of this Ordinance and cause the same to be published in pamphlet form.
