Q it i)60' to JANUARY 23, 2006 AN ORDINANCE AMENDING THE OFFICIAL COMPREHENSIVE PLAN OF THE VILLAGE OF LEMONT WHEREAS, the Village of Lemont is authorized by the Illinois Municipal Code to adopt an official comprehensive plan for the present and future development and redevelopment of the municipality; and WHEREAS, the Village of Lemont Board of Trustees passed Ordinance No. 0 -64 -02 adopting an official comprehensive plan on October 21, 2002; and WHEREAS, the Village of Lemont Board of Trustees subsequently directed the Lemont Plan Commission to amend portions of the official Comprehensive Plan; and WHEREAS, the Lemont Plan Commission prepared proposed amendments to the Comprehensive Plan, incorporated herein as Exhibit A; and WHEREAS, a public hearing on the proposed amendments was conducted by the Lemont Plan Commission on January 10th, 2006; and WHEREAS, the said comprehensive plan is an advisory document applicable to the Village of Lemont and contiguous territory within one and a half miles of the corporate limits; and WHEREAS, the Village Board may amend the Comprehensive Plan as a whole or in part, from time to time, and THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, DUPAGE, AND WILL, ILLINOIS: Official Comprehensive Plan. That the attached Exhibit A, entitled the Amendments to the Village of Lemont Comprehensive Plan, is hereby adopted as amendments to the official comprehensive plan of the Village of Lemont. THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT TEN DAYS FORM AND AFTER ITS PASSAGE, APPROVAL AND PUBLICATION, WHICH SHALL BE IN PAMPHLET FORM. Change the land use designation "neighborhood commercial" to "transitional business." 2. Section V. Land Use, page 20. Delete the paragraph beginning with "TRADITIONAL BUSINESS (Red.)" in its entirety and insert the following: TRANSITIONAL BUSINESS. Commercial development that is limited to lower- intensity uses compatible with adjacent residential uses and provide employment, the fulfillment of a limited range of daily shopping needs and /or destination shopping opportunities. Examples of intended uses are: small -scale professional office buildings, boutiques, and full - service restaurants. Some examples of land uses that are discouraged are fast -food restaurants and drive -thru facilities. Lots typically have a generous amount of landscaped area and buildings blend in with the residential surroundings, i.e. style, bulk, and materials are similar to the buildings in adjacent residential areas. 3. Section V. Land Use, 127th Street, page 28. Delete the paragraph beginning with "This plan assumes..." in its entirety and delete all four bullet comments that immediately follow this paragraph with the following text and bullet comments: The construction of the I -355 tollway and an interchange at 127th Street will increase the traffic along 127th eastward to State Street. The presence of cemeteries on both sides of the 127th Street, however, limits future road widening. The nature of new development along the street should be limited to low - intensity commercial uses: offices and smaller retail establishments. Specifically: • 127th Street near State Street is and should remain a retail district. At present, this area has the largest retail concentration in the Village. Moving west from State Street, land use should decrease in intensity along 127th Street. Transitional commercial uses should be developed near the east side of the I -355 intersection. • The transformation of 127th Street into an arterial with the typical suburban commercial strip development should be avoided. The streetscape should include generous landscaping and commercial parking lots should be placed to the rear or sides of the lots —the commercial buildings should be toward the street. Appendix A to this Plan highlights specific development guidelines for the 127th Street corridor from State Street to the I -355 interchange. • In responding to development proposals, the Village, should, regardless of the proposed land use, ensure that potential adverse impacts, such as noise, illumination, traffic, odors, are limited. Measures to mitigate such impacts, e.g. limiting hours of operation, should remain paramount in the site development approval process. Eastward from State Street there should be a transition from commercial to medium - density residential uses. 4. Insert the following attachment of five pages, "Design Guidelines for 127th Street," as Appendix A to the Comprehensive Plan. Village of Lemont Comprehensive Plan 2002 APPENDIX A - Guidelines for 127th Street Design Guidelines for 127th Street These guidelines are intended to provide Village officials, staff, land owners, and developers with a set of standards for the development orre- developmentoflandalong 127th Street from the interchange with I -355 eastward to State Street. The guidelines are intended to ensure that future development along this corridor blends in with the nearyby residential areas. Moreover, cemeteries, a school, and the park district facilities front 127th Street. This corridor should be spared from the form of suburban strip development so typical of many communities: high - intensity uses, heavy traffic, long hours of operation, high levels of illumination, unappealing architecture, lack of landscaping, and a profusion of signs. The guidelines consist of four parts. The first part shows preferred, acceptable, and unacceptable site arrangements for parking. The second part discusses desirable landscaping and screening features. The third part features examples of desirable building types, and the fourth part features undesirable development. 1 Residential areas are adjacent to the 127th Street corridor. The land uses along the street include lower- intensity office uses, cemeteries, a school, and park district facilities, and open space. Combined with other guidelines, this will help contribute to a high aesthetic quality and ensure the Tower- intensity commercial nature of the corridor. Unacceptable. The site layout illustrated at right, with the parking lot running adjacent and parallel to the street, is discouraged. Acceptable. The site layout illustrated at right, wtih the parking lot orientation perpindicular to the street, is acceptable. This layout, with appropriate landscaping, limits the visibility of the parking lot from the street. Acceptable. Village of Lemont Comprehensive Plan 2002 APPENDIX A - Guidelines for 127th Street Architectural Guitictincs The photographs below illustrate the desired type of commercial building for the 127th Street corridor. Various characteristics of these buildings - -such as bulk, height, exterior materials, roof lines, gables, fensetration, entranceways - -are also typical of residential construction. The top two photographs are of buildings that already exist along 127th Street. These are the among types of uses (e.g. professional offices) and architecture envisioned for future development along 127th Street from I -355 to State Street. Note the relatively small building bulk, the low building heights, hip roofs, and fenestration. The parking and general amount and type of landscaping, however, do not adhere to the guidelines on the previous pages. The bottom two photographs are of office complexes in a nearby community. They too represent the type of land uses and architecture envisioned for future development along 127th Street from I -355 to State Street. The height, roof, and fenestration of the building at left result in a resdential appearance. In the bottom photograph, the entrance to the building has been enhanced by the inclusion of an arch above the double doors, the limestone base, a belt course, and landscaping. The gabled roof, with its relatively lower height and pitch, would be appropropriate for residential architecture as well. 4 Village of Lemont Comprehensive Plan 2002 APPENDIX A - Guidelines for 127th Street UnCICSir8b6 DeVelopinCnt The photographs on this page illustrate development that -- because of site planning, architecture, landscaping, or specific nature of use - -is undesirable for the 127th Street corridor. 5 The photograph at left illustratesdevelopment that would be undesirable because: (1) a drive -thru /fast food restuarant is a use that is higher in intensity than what is envisioned for the corridor- -the time of operation, the amount of traffic, and the type and amount of illumination are inappropriate; (2) although the building height and materials are perhaps appropriate, the building's bulk and form do not resemble nearby residential architecture; and (3) the site design and landscaping are inappropriate -- parking areas are exposed and landscaping along street frontage is minimal. The photograph at left is an example of inappropriate site design and lack of landscaping. Note how the parking stalls front the street, and the lack of sidewalk and parkway. The building in the photograph at left would be inappropriate for the 127th Street corridor. The architecture - -a small box with a facade of glass and EIFS - -is not residential in character. The site layout, with parking along the (not visible) street frontage, would also be undesirable. The building at left is an improvement over the one pictured above. It has brick columns along the facade, the amount of EIFS is reduced, and the roof line is more residential in character. Nevertheless, such improvements fall short of the desired building type. The EIFS needs additional reduction (or elimination), and the facade should be an integral part of the structure. Instead it is tacked on to the small brick building. Moreover, landscaping has not been adequately integrated into the site - -the only non - building element along the facade is a trash can.
