RESOLUTION
ARESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS
WHEREAS, pursuant to the provisions of 65 ILCS 5/8 -9 -1 the Village of Lemont may, by a vote of 2/3 of its
Trustees then holding office, waive the requirements for public bidding; and
WHEREAS, in connection with the work to be conducted as part of the plan to automate parking payments at the
Metra Station and adjacent area, the Village has researched and evaluated the available options and contractors; and
WHEREAS, it was concluded that the greatest benefit to the Village will be realized by waiving the bidding
process and entering into an agreement with Total Parking Solutions, Inc. for implementing an automated parking solution
and related work in an amount not to exceed $24,425.00.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND MEMBERS OF THE BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COOK , WILL & DU PAGE COUNTIES, ILLINOIS that:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby expressly incorporated into and made a part
of this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8 -9 -1 the Village hereby
waives the public bidding requirements otherwise applicable to the agreement for an automated parking
solution and related work.
Section 3: Repealer: All other Resolutions or parts of resolutions of the Village of Lemont that are inconsistent with
this resolution are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this
Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same
shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences,
paragraphs, provisions, or sections thereof.
Section 5: Effective Date: This Resolution shall become effective upon passage, approval and publication, in Book
and Pamphlet form as provided by law.

manufacturers to insure the highest quality installation possible. Provided with the
installation, is a 90 -day warranty on installation and one year on equipment failure due to
normal use. Further, Total Parking Solutions can offer you the finest ongoing service
through a comprehensive service and maintenance contract. This type of agreement is
highly recommended due to the environmental conditions under which the equipment
operates. This will also provide the Village with a system operating under optimum
capabilities and provide years of use which in turn protects your initial investment. If
there is further interest in this type of service program, I would be happy to provide you
with a proposal.

Although this is a new company, founded in 2005, the principal partners of the firm have more
than 30 years experience in the parking industry. Both share a common vision of customer

Torn Zawacki, President of Sales & Marketing and co- owner, has more than ten years field sales
experience in the parking industry. He has proven himself to be a consummate sales

Joe Smith, President of Operations and co- owner, has more than 20 years experience in parking

required from a company as it relates to the end -user. I now have the chance to learn from this

Both partners are from the Midwest, and have lived and worked in the Chicago area. These local

satisfied customer base. This foundation also insures that someone is available to assist our
customers as needed.

As a convenience to users and to eliminate the need for Village personnel to sell and distribute
debit cards, a card vending machine can be mounted inside the Metre station. Cards are initially
purchased from this machine with a predetermined amount of time and then can be recharged
anytime by the user at a pay station.
