R-51-05 Accepting Proposal Of Granacki historic Consultants For Architectual Survey ServicesRESOLUTION / l t) 6' RESOLUTION ACCEPTING PROPOSAL OF GRANACKI HISTORIC CONSULTANTS FOR ARCHITECTURAL SURVEY SERVICES WHEREAS, the Village of Lemont desires to conduct an architectural survey of the buildings and structures within Historic District #1 in order to identify and preserve the historic structures of the community; and WHEREAS, the Village of Lemont solicited proposals from qualified firms to perform an intensive architectural survey; and WHEREAS, after review of the proposals submitted, the proposal of Granacki Historic Consultants most closely meets the requirements of the Village of Lemont and the Illinois Historic Preservation Agency for conducting such architectural survey. WHEREAS, the proposal of Granacki Historic Consultants, attached hereto as Exhibit A outlines the terms and conditions for performing an architectural survey of Historic District #1. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees as follows: SECTION 1: The foregoing recitals are hereby incorporated into and made a part of this resolution as if fully set forth herein. SECTION 2: All other resolutions or parts of resolutions of the Village of Lemont that are inconsistent with this resolution are hereby expressly repealed. Boundaries are roughly as follows: the Sanitary & Ship Canal on the north, Cass /Porter Streets on the south, Holmes Street on the east and Joliet Street on the west. For this project, we will incorporate all information contained in previous surveys and reports into one master survey database for future reference. Field work will include photographing, documenting and fully describing all structures within this area. Particularly important will be evaluating which structures are architecturally or historically significant to assist the village in determining whether any should be individually landmarked. The information compiled in this survey and report can then be used by the village in the preparation of neighborhood preservation plans that help prevent the demolition of architecturally significant buildings and encourage appropriate rehabilitation. Granacki Historic Consultants is highly qualified to conduct the necessary field work and resource evaluation for the village and complete the final summary report. The staff of Granacki Historic Consultants have completed twenty -five intensive historic resource surveys and three reconnaissance for a variety of communities in northeastern Illinois. These include Chicago Heights, DeKalb, Elgin, Elmhurst, Geneva, Highland Park, Hinsdale, Lake Bluff, Morris, Northbrook, Rockford, Wayne, and West Chicago. Our next survey projects will be in Glenview, Hinsdale, and Antioch. Our work in these communities has given us experience in documenting and evaluating both high style and vernacular residential architecture spanning 150 years ofbuilding, as well as Midwestern commercial types predominately from the late 19th to early 20th centuries. We are also familiar with religious structures and industrial types, having evaluated many religious properties and some industrial complexes for potential National Register eligibility. In the I & M Canal vicinity, we did a survey of the downtown core of Morris and evaluated the Lockport Dam. Please note that we have completed or are in the process of completing five survey projects each in Elgin, Highland Park and Hinsdale, an indication of our clients' satisfaction with our survey products. The staff assigned to this project meet the Secretary of the Interior's professional qualification standards in the field of architectural history as outlined in the Federal Register. We bring the following strengths to the Village of Lemont that will enable us to complete this project on time, on budget, and at a high level of quality. Diversified skills of our staff. Principal Victoria Granacki has strong community planning, organizational, and administrative skills, having worked as a city planner for 16 years and a historic preservation consultant for the past thirteen years. She has directed many intensive architectural surveys for northeastern Illinois municipalities, including selected neighborhoods in Chicago Heights, DeKalb, Elgin, Elmhurst, Geneva, Highland Park, Hinsdale, Lake Bluff, Morris, Rockford, Wayne, and West Chicago. She has directed Reconnaissance surveys for the entire city of Hinsdale, the west side of Highland Park, and selected parts of Northbrook. She is the principal author for these summary reports. Her other historic preservation work has involved processing over 250 buildings through the "Certificate of Rehabilitation" process which documents rehabilitation work that meets the Secretary of the Interior's Standards for Rehabilitation. Preservation Specialist Jennifer Kenny was the principal field surveyor for Historic Certification Consultants (our predecessor firm) for nine years and continues in that capacity at Granacki Historic Consultants. She has an extensive knowledge of local architectural styles and construction dates. Her computer skills in creating and organizing databases for the compilation and analysis of historic information have been invaluable. As a researcher she is relentless in pursuit of historic data, using property records, directories, maps, and whatever else is required. At GHC she has also been responsible for National Register and local landmark eligibility reports for a wide variety of structures. Preservation Assistant Lara Ramsey has been with Granacki Historic Consultants for one year and in that time has conducted field survey work in several communities including Elgin, Highland Park and Hinsdale. She conducts basic research in municipal records and historical archives and is fully adept at working with our computerized data. Prior to joining GHC, she had research and survey experience in North Carolina. She has completed all course work for her Master's Degree in Historic Preservation from the School of the Art Institute of Chicago. 3 GI ANACIll NISIORI( CONSULTANTS Organization of the Project Team. Principal Victoria Granacki will direct the survey project for the Village of Lemont and maintain responsibility for product quality. She will supervise the field survey and photography work, making final judgments on architectural and historic significance to evaluate the potential eligibility of individual properties for listing on the National Register of Historic Places. She will direct historic research and will have primary responsibility for writing the summary report. The report will evaluate the architectural and historic resources found in the area and make recommendations for future landmark designation potential. Ms. Granacki will act as the primary consultant spokesperson at public meetings and presentations and will regularly report on the progress of the project to the Village of Lemont. She will present the results of the survey and its recommendations at a public meeting of the Historic Preservation Commission. Preservation Specialist Jennifer Kenny will be the principal surveyor and photographer, conducting survey fieldwork under the direction of Ms. Granacki. Survey work will identify architectural styles and types, estimate original construction date (to be verified with available city records), and any alterations over time. It will also include evaluating the architectural and historical character of all buildings in the survey area to assign a rating, and photo- documenting them. Ms. Kenny will conduct research as required to determine historic significance. She will have primary responsibility for the computerized database. Preservation Assistant Lara Ramsey will conduct research and assist in survey work with Ms. Kenny. She will organize and compile survey forms, photographs, and negatives in binders. 4 GRAN>:�l'kl HISTORIC CONSULTANTS 2 OVERVIEW OF THE PROPOSAL We understand that the survey area has already been designated a local historic district and that portions of the area have been included in other historic documentation projects including a HABS /HAER survey of 1985, work by the Lemont Area Historic Preservation Society, and work by the Lemont Historic Preservation Commission. Given its early history as an Illinois & Michigan Canal town, and now faced with advancing suburban development pressures, this is an excellent time to undertake such a project. The origins of Lemont date back to canal settlement from the 1840s, although the village was not incorporated until 1873. The use of locally quarried limestone for many of the early commercial structures, gives the district a particular character. Today Lemont is at a crossroads in its development. Pressures for the creation of new residential neighborhoods in the southwest suburbs have caused its population to grow as more subdivisions are created outside the town's traditional core. Located near the Interstate 55 corridor, the village is close to the regional commuter transportation system that makes residential development here attractive. As so many other historic communities have Source: Lemont Area Historical Society experienced, when pressures for new residential construction mount, historic structures are threatened. Lemont is rich in architectural resources that should be identified and considered for preservation. We understand that the purpose of this survey is to assess the architectural style and integrity of the structures in the survey area, and to classify them according to architectural and historical significance. This will also help determine whether any of the individual structures may be eligible for local landmark designation or for listing on the National Register of Historic Places. The Village of Lemont may then use this information to develop plans and strategies to prevent demolition and to encourage appropriate preservation of architecturally and/or historically significant structures. First, we will review the survey form and computerized database created by us for other community surveys and consult with the Village of Lemont to determine if any changes to the form and database are appropriate. The basic survey form we use has been approved by the Illinois Historic 5 GRANACK 1 IIISTOGC COMMIS Preservation Agency for use in surveys funded through their agency and is very similar to the sample in your RFP. Before beginning survey work, we will enter all available building permit information into the database so that the information is available to help evaluate alterations when in the field. We will also enter any historic or other information from the HABS/HAER survey, An Inventory of Historic Structures within the I & M Canal National Heritage Corridor, and from any investigative work done by the Lemont Area Historical Society and the Lemont Historic Preservation Commission. We will complete all survey fieldwork by entering the information directly into a laptop computer while standing in front of each structure. Photography will consist of color digital image for each property which shows the front, and one of each secondary structure. If warranted, additional photos may be taken of particular structures. These digital images will be incorporated into the database and printed in black and white on the survey forms we create. We will complete the photography last, recommending that it be done after November 15 if possible, so that there are fewest leaves on the trees to obscure the buildings. Architectural styles and vernacular building types will be determined referencing the following sources: McAlester's A Field Guide to American Houses; Jakle, Bastian, and Meyer's Common Houses in America's Small Towns; and the Midwest Vernacular Architecture Committee Report. Commercial types will refer to Longstreth's The Buildings of Main Street: A Guide to American Commercial Archtecture. Additional historic research will done when most convenient, depending on weather conditions for surveying. Our historic research would focus on both architectural and historic information on individual buildings, as well as the development of Lemont and its place in this section of southwestern Cook County. We expect to use resources in departments at the Village of Lemont, the Lemont, Lemont Area Historical Society, and various local or southern Cook County records. The types of material investigated would include (but not necessarily be limited to) municipal building permit records, architectural archives, published biographies of architects and influential residents, city directories, Blue Books, published county and village histories, Sanborn insurance and subdivision maps and plats, clippings and real estate and construction periodicals. We would work with any local residents and others identified by the Village of Lemont who may have historic information to contribute. In the office, research and historic information for individual structures will be added to the computerized database. Two sets of individual inventory forms for each building will be printed, with associated digital images that will print on each form. Inventory forms will be bound in two sets of binders as specified. In addition, we will provide the complete computerized database table, digital images, and printable forms on a CD -Rom in Microsoft Access for Windows format. We will include a GIS map that shows the results of the survey as part of the analysis and final report. All survey and evaluation work shall be conducted in accordance with the Secretary of the Interior's Standards for Identification and Evaluation of Historic Properties. 6 GRANA(_k1 OISTO!IC COMSUOAMIS Finally, we will prepare a summary report of the findings. This will include a brief history of the development of Lemont and this part of Cook County to provide a context into which the survey data fits. A discussion of the architectural styles found in the area will be included, together with illustrations of architecturally and/or historically significant buildings. Our conclusion will evaluate the potential for individual landmark designations, whether local or National Register. A complete inventory of each property, by address, will be included in the summary report, noting which are significant, contributing, or non - contributing. We will provide three bound copies of the report and a digital copy in Microsoft Word and .pdf format on the same CD -Rom as the computerized data. Public meetings will be held with the Lemont Historic Preservation Commission, Village of Lemont staff, and neighborhood residents regarding survey activities as required. We will talk with the designated project liaison at the start of the project to be sure that everyone is in agreement with the project's goals and to establish the approach to be taken. We will present our findings at a public meeting of the Historic Preservation Commission. Verbal progress reports will be given to village staff throughout the process as required. Any other elements of the proposal not fully discussed will be provided, including a brief description of previous surveys undertaken in the community, a complete description of the survey methodology, an evaluation of the survey process, and a bibliography of all sources of information. The objective of our work will be to provide an architectural survey that meets current research and documentation standards. The final product will enable the Village of Lemont to develop preservation programs that offer rehabilitation alternatives and discourage demolition of the community's architectural and historic resources. 7 GIMNACK1 HISIONIC CONSONANTS 3 SCOPE OF SERVICES The following work scope describes our suggested approach to the Village of Lemont Intensive Architectural Survey. All work will conform with the guidelines set forth by the Illinois Historic Preservation Agency and the Secretary of the Interior's Standards for Identification and Evaluation of Historic Properties. Task 1 - Project Coordination Granacki Historic Consultants' staff will talk to the Village of Lemont Historic Preservation Commission members and /or staff to discuss the project schedule and survey objectives. We will finalize the survey form, and verify the scope of work. We will seek approval of the schedule and proposed activities from the Village of Lemont prior to commencing work. Task 2 - Historic Research and Preparation of the Database We will review the historical and architectural contexts for this neighborhood by looking into the history of Lemont and of this specific part of Cook County. We will look at early maps and building permits, if available. We will look at the HABS/HAER survey, the I & M inventory, and any other locally compiled historic information. We will do research to identify individual buildings that are architect - designed and also those that may have been the residence of people important to the history of Lemont or the Chicago region. We will enter any building specific information, including building permit data, into the computerized database before going out in the field to survey. Source: Curt Teich Postcard Archives Task 3 - Field Survey and Photography We will take one color digital photograph of the principal structure which shows the front and one color digital photograph of any secondary structures. We will take additional photos of the principal structure if secondary facades or architectural detailing warrants it. We will inventory all principal and accessory structures in the survey area and enter the data directly into our computerized database survey form in the field. Judgments based on our experience will be made on site as to architectural style, construction date, significant features, alteration dates, integrity, and significance ratings. (Tracey Sculle, National Register and Survey Coordinator, has assured us that providing only digital images will be acceptable to them under their grant program. To provide both digital and traditional film images as specified in the proposal would necessitate a higher fee for the project). 8 GRANt CKI HISTORIC CONSULTANTS Task 4 - Preparation of Inventory Forms All field data in our database program will be cross - checked for accuracy in the office. Additional relevant historic information for individual buildings will be added. Two copies of each form with black and white versions of the digital images will be printed, one for the Village of Lemont and one for the Illinois Historic Preservation Agency. After their review, any comments or corrections will be incorporated and new forms printed as required. All forms will be assembled into two sets of binders as required. Task 5 - Evaluation of Findings and Draft Report We will review all findings and evaluate the potential significance of the area and the structures in it to the history and development of Lemont. A summary report will be prepared that will include an historical overview of the area surveyed, a discussion of architectural styles represented by buildings in this area, and a complete inventory listing of all structures by address indicating, among other things, their architectural style, construction date, and status as significant, contributing, or non - contributing. A map will indicate all significant structures. This map can be provided in GIS format (using ArcView software) if a digitized base map of the village with individual parcel outlines and identifiers can be obtained either from the village or from the county. Recommendations will be made in the report for any individual buildings that have the potential for designation to the National Register of Historic Places or designation as individual local landmarks. Task 6 - Review of Report by Village of Lemont Draft copies of the report will be submitted to the Historic Preservation Commission and the Illinois Historic Preservation Agency for their review prior to the completion of the project. All comments by the Commission and the Agency will be considered for incorporation into the final report. Task 7: Final project and packaging Principal Victoria Granacki will present the survey findings at a public meeting of the Lemont Historic Preservation Commission. The presentation will focus on identified architecturally and historically significant properties. All required work products as specified in the proposal, will be submitted to the Village of Lemont. The final products will include two sets of binders with digital images printed on the forms; two CD -Roms with the digital images in jpg format, the database in Microsoft Access format, and the report in Microsoft Word and pdf format. One set of each will be given to the village and to the Illinois Historic Preservation Agency. Five bound copies of the summary report will also be submitted as specified. 9 GilAl,lr CKI HISTORIC [MUTANTS 4 SCHEDULE We recommend the following schedule for several reasons: most importantly it will postpone taking photographs until after November 15 when the leaves are off the trees and the structures are more visible; it will then coordinate photography better with field survey work so forms can be completed for review; it will allow for ample review periods for village staff and officials for both the survey forms and the draft report; it will allow for a final presentation after the Christmas and New Year holidays when village officials and neighborhood residents have more time to attend to such matters.
