AN ORDINANCE OF THE VILLAGE OF LEMONT, ILLINOIS
DELETING CERTAIN PROPERTIES FROM THE DOWNTOWN TAX
INCREMENT FINANCE REDEVELOPMENT PROJECT AREA
WHEREAS, the President and Board of Trustees (the "Corporate Authorities ")
of the Village of Lemont, Illinois (the "Municipality ") on May 28, 1991 adopted a series of
Ordinances: No. 689, No. 690, and No. 691 (collectively, the "TIF Ordinances "), adopting tax
increment finance ( "TIF "), approving a redevelopment plan (Downtown Lemont Tax Increment
Finance Redevelopment Project and Plan, the "Plan ") and the related redevelopment project (the
"Project ") for a redevelopment project area (generally known as the "Downtown Lemont
Redevelopment Project Area ", the "Area "); and
WHEREAS, the Municipality desires to delete certain parcels (as described in the
exhibit hereto, the "Deleted Parcels ") of real estate from the Area; and
WHEREAS, the amendments under this ordinance effect changes which do not
(1) add additional parcels of property to the proposed redevelopment project area, (2)
substantially affect the general land uses proposed in the redevelopment plan, (3) substantially
change the nature of the redevelopment project, (4) increase the total estimated redevelopment
project cost set out in the redevelopment plan by more than 5% after adjustment for inflation
from the date the plan was adopted, (5) add additional redevelopment project costs to the
itemized list of redevelopment project costs set out in the redevelopment plan, or (6) increase the
number of inhabited residential units to be displaced from the redevelopment project area, as
measured from the time of creation of the redevelopment project area to a total of more than 10.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT, ILLINOIS, as follows:
Section 1. Amendment. The Deleted Parcels shall be and hereby are deleted
from the Area and in connection with the Plan and the Project. The Area, the Plan and the
Project shall be and are hereby amended by such deletion of the Deleted Parcels. A copy of this
ordinance shall be attached to the Plan to effect the amendments hereby, but any failure to so
attach this ordinance shall not abrogate, diminish, impair or delay the effect of such amendments.
Section 2. Publication. Within 10 days of the adoption and approval of this
ordinance, this ordinance shall be published in the Lemont Reporter /Met, published and of
general circulation within the Municipality, and a copy shall be duly mailed by certified mail (i)
to each registrant on the interested parties registry with respect to the Area and (ii) to each taxing
district with property constituting a part of the Area, which amendments are authorized under
Section 11- 74.4 -5 of the Tax Increment Allocation Redevelopment Act (65 ILCS 5/11- 74.4 -1 et
seq.).
Section 3. Filing. The Village Clerk shall file a certified copy of this ordinance,
together with a list of the PIN's for the Deleted Parcels, with the County Clerk of Cook County,
Illinois in which all of the Area is located and obtain a revised "Initial EAV" certification for
the Area (which revises the 1991 amount by taking into account the deletion of the Deleted
Parcels).
Section 4. Effective. This ordinance shall be effective immediately upon its
passage, approval and publication in the manner required by applicable law.

The area to be deleted begins at the northeast corner of A.T.& SF Railroad Right of Way and
Stephens Street. It runs south along the west side of Stephens Street to the southeast corner of
110 and 106 Stephens Street. It then turns northwest and proceeds along the south lot lines of
these lots. It turns south and proceeds along the west lot line of 305 Canal Street. It continues
west along this lot line crossing Lemont. It then turns south to the southeast corner of 225 Canal
Street. It runs along this lot line to 208 Talcott Street turning north. It then follows the west lot
line of 208 Talcott Street and 225 Canal Street. It turns west and runs along the lot lines of 210
River Street and 220 River Street crossing State Street. At the southeast corner of 46 State Street
it turns south again following the lot line of 61 S. New Avenue. It then turns west running along

Board of Trustees (the "Corporate Authorities ").
I do further certify that the attached ordinance constitutes a full, true and correct
excerpt from the proceedings of the Municipality's Corporate Authorities held on A + / ,
2005, insofar as same relates to the adoption of Ordinance No. 0 - 3�- os , entitled
AN ORDINANCE OF THE VILLAGE OF LEMONT, ILLINOIS
DELETING CERTAIN PROPERTIES FROM THE DOWNTOWN TAX
