A ORDINANCE CREATING THE LEMONT DOWNTOWN FACADE, SIGN, AND
SITE IMPROVEMENT GRANT PROGRAM
RESOLUTION NO.
WHEREAS, on August 23, 1999 the Village Board of Trustees approved Ordinance No.
0- 71 -99, An Ordinance Authorizing Building and Site Grants, Sign Grants, Low Interest Loan
Program Grants with the Village's TIF District; and
WHEREAS, the Village wishes to maintain such a program aimed at addressing issues
contributing to the eligibility and designation of certain sections with the downtown as Tax
Increment Financing Districts; and
WHEREAS, the Village wishes to promote economic development, preserve historic
buildings, improve safety, and improve aesthetics within the downtown area; and
WHEREAS, the Village has budgeted funds in the current fiscal year's budget for the
awarding of grants and anticipates sustained funding in the upcoming fiscal years for awarding
grants;
NOW, THEREFORE BE IT ORDAINED by the President and Board of Trustees of
the Village of Lemont that the Downtown Facade Sign and Grant Program is hereby created and
approved as follows:
Section 1: Establishment. The Village hereby establishes the Downtown Facade,
Sign, and Site Improvement Grant Program (hereinafter referred to as "Facade Grant Program ").
Section 2: Purpose. The purposes of the Facade Grant Program are to: encourage
exterior building improvements and site improvements that preserve the character of downtown
Lemont, help create a pedestrian- friendly atmosphere, and address factors that qualified the
Downtown TIF District as a "conservation area."
Section 3: Program Funding. The Facade Grant Program shall be funded with
revenues from the Village's Downtown TIF District.
Section 4: Eligibility. To be eligible for reimbursement of project costs under the
Facade Grant Program, the following requirements and conditions shall be met:
A. The property shall be a commercial establishment located within one of
the two Lemont Downtown TIF Districts (see map); and
B. The total project cost shall be at least $2,000; and
C. The applicant shall be either (1) the owner of a building within one of the
two Downtown Area TIF districts, or (2) the owner of a business within the Downtown TIF
District; and
D. The improvement project shall be for one or more of the items listed as
eligible for reimbursement in Section 4 of this Resolution; and
E. Repair, renovation, or installation projects started prior to the submission
of a grant application shall be ineligible for reimbursement of project costs under this grant
program. This condition does not apply for the initial grant cycle under this program, i.e. the
grant cycle with a deadline of August 2010.
Section 5: Reimbursable Costs. The following costs are eligible for reimbursement
under this Facade Grant Program:
A. Repair /rehabilitation of building exterior, including tuckpointing
B. Work to address structural deficiencies with the building
C. Repair, replacement of windows and doors
D. Repair, replacement or installation of exterior lighting
E. Repair, replacement, or installation of awnings or canopies
F. Repair, replacement, or installation of commercial signs
G. Repair, replacement, or installation of sidewalks, driveways, and parking
areas
H. Installation of enclosures for trash or recycling dumpsters
I. Repair or replacement of roofing
J. Landscaping of the site, to include parking lot landscaping
K. Improvements to sewer or water main hook -ups
L. Installation of fire suppression systems or fire alarms
Section 6: Ineligible Reimbursable Costs. The following costs are not eligible for
reimbursement under this Facade Grant Program:
A. Repair, replacement, or installation of noncommercial signs (as defined by
the Unified Development Ordinance);
B. Building or site maintenance costs;
C. Painting (unless in conjunction with the repair or replacement of wood or
other exterior materials);
D. Interior work that does not fall into one of the categories listed under
reimbursable costs;
E. All other costs not specifically listed
Section 7: Grant Review and Approval Process.
A. Grants are awarded on a competitive basis. There are two grant cycles
per fiscal year:
B. First grant cycle of fiscal year: deadline for applications shall be
submitted on or before March 1St
C. Second grant cycle of fiscal year: deadline for applications shall be
submitted on or before August 18t
D. For the first fiscal year that the program is in effect, grant cycle deadlines
shall be August 1 and October 1.
E. Upon receipt of a grant application, those grants for sign or facade projects
where the subject property is within the Lemont Historic District shall be forwarded to the
Historic Preservation Commission for review and approval of a Certificate of Appropriateness.
Following the close of the application deadline and review by the Historic Preservation
Commission of all applicable applications, a grant review committee shall evaluate the grant
applications. Based on the criteria listed below, the grant review committee will make
recommendations to the Board of Trustees on the awarding of grants and the maximum
reimbursable amount to be awarded for each specific grant. This review committee shall consist
of: The planning liaison trustee, the downtown liaison trustee, the Planning & Economic
Development Director, two members of the Historic Preservation Commission, as designated by
the Chair of the Historic Preservation Commission.
F. The Village Board shall approve the grants per resolution. The Village
Board is not bound by the recommendations of the review committee.
Section 8: Grant Evaluation Criteria. The following criteria will be used by the
aforementioned grant review committee in making recommendations for grants and the
maximum reimbursable amount for each grant:
A. The extent to which the structure or site is in need of repair, renovation,
or improvement; and
B. The extent to which the scope of work will have an impact on the
aesthetics and character of the downtown; and
C. The extent to which the project will honor the historical integrity of the
structure, site, or downtown area in general; and
D. Whether the structure or site has previously been awarded a grant by the
Village. Those buildings or sites having previously received grant money under this program
shall
Section 9: Required Documents for Application. A complete and signed
application form shall be submitted. Additional documentation varies with project type:
A. For projects involving the facade of a building:
B. Facade elevation, including height, length, and width measurements; and
C. Color scheme of proposed addition, alteration, or improvement; and
D. List of building materials to be used (or samples of materials)
E. For projects involving a sign:
F. Rendition of sign indicating its dimensions and how it will be illuminated;
and
G. Color scheme of proposed sign or altered sign; and
H. Illustration that indicates placement of the sign on the building or property
I. For projects involving site improvements:
J. Site plan, drawn to scale, showing building outline and proposed changes;
or, if applicable
K. Landscape plan (11x17 or larger)
Section 10: Terms of the Grant
A. The project must be completed within six months from the date of the
Village Board's approval of the grant.
B. Grants are issued in the form of reimbursements after eligible expenses are
incurred.
C. Reimbursement is limited to a maximum of 50% of verified eligible
expenses.
D. Maximum grant amount under the program is $15,000 (50% of $30,000 of
verified eligible expenses)
E. The applicant shall agree to prominently display a poster identifying the
property as receiving Village funding under the Downtown Facade, Sign, and Site
Improvement Grant Program. The sign will be provided by the Village and shall be displayed
upon approval of this Agreement to no less than thirty days after final approval and
reimbursement is made.
F. The current annual funding for the program is $30,000 and is subject to
adjustment as part of the Village's budget review and approval.
G. Failure to abide by the terms and conditions of the grant program will
result in forfeiture of program funding.
Section 11: Rescinding. Ordinance No. 0- 71 -99, An Ordinance Authorizing Building
and Site Grants, Sign Grants, Low Interest Loan Program Grants with the Village's TIF District,
is hereby rescinded.
