VILLAGE BOARD MEETING
June 22, 2009
The regular meeting of the Lemont Village Board was held on Monday, June 22, 2009 at 7:00 p.m.,
President Brian Reaves presiding. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio;
present.
III. .CONSENT AGENDA
Motion by Stapleton, seconded by Miklos, to approve the following items on the consent agenda by
omnibus vote:
A. Approval of Minutes
B. Approval of Disbursements
C. Resolution R-39-09 -Resolution Adopting an Identity theft Policy.
Roll Call: Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio, Blatzer; ayes. Motion passed.
IV. MAYOR'S REPORT
Motion by Stapleton, seconded by Miklos, to approve the appointment of Trustee Blatzer to serve
as Mayor Pro-Tem or Temporary Chairman when the Mayor is absent from meetings. Voice vote: 6 ayes.
Motion passed.
Mayor Reaves read a message regarding construction speed zone tickets.
Motion by Blatzer, seconded by Chialdikas, to approve a proclamation designating June 23, 2009
as Olympic Day. Voice vote: 6 ayes. Motion passed.

Ordinance 0-47-09 Ordinance Authorizing Execution of an Annexation Agreement for

Ordinance 0-51-09 - Annexing 5.98 Acre Parcel Located at the Intersection of Walker Road
& Main Street (Ashford Condominium PUD). Motion by Miklos, seconded by Virgilio to adopt
said ordinance. Roll call: Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Blatzer; no.
Motion passed.
Ordinance 0-52-09 -Ordinance Granting Preliminary Plan/Plat Approval, Special use for a
Planned Unit Development (PUD) and Zoning Map Amendment fora 56-Unit, Multi-Family
Residential Development Located at Walker Road & Main Street (Ashford Condominium
PUD). Motion by Miklos, seconded by Sniegowski, to adopt said ordinance. Roll call: Chialdikas,

RESOLUTIONS
Resolution R-40-09 -Resolution Supporting I-355 Area Trails Master Plan. Motion by
Stapleton, seconded by Virgilio, to adopt said resolution. Roll call: Chialdikas, Miklos, Sniegowski,
Stapleton, Virgilio, Blatzer; ayes. Motion passed.
Resolution R-41-09 -Resolution Adopting the Lemont Green Plan. Motion by Blatzer, seconded
by Virgilio, to adopt said resolution. Roll call: Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio,
Blatzer; ayes. Motion passed.
VII. VILLAGE ATTORNEY REPORT
Village Attorney responded to an inquiry from auditors regarding liability to the Village from
pending litigation.
VIII. VILLAGE ADMINISTRATOR REPORT
Village Administrator Gary Holmes announced that he would retire effective December 31, 2009.
He thanked everyone involved with his career in the V illage of Lemont. He supports the decision to promote
Ben Wehmeier as the new Village Administrator and George Schafer as the Assistant Village Administrator.
IX. BOARD REPORTS
Miklos Public Safety. Trustee Miklos reported that on June 27, from 10:00 a.m. to 12:00 p.m. the
Police Department will hold a community Open House at the new Police Facility.
Virgilio Downtown Development. Reminded residents that Main Street car shows are held every
Wednesday from 5:00 - 9:00 p.m. downtown. Heritage Fest is scheduled for July 11, 1:00 -
11:00 p.m. Trustee Virgilio also reminded residents to make use of the Heritage Quarries
recreation area.
X. STAFF REPORTS
Community Dev. Jim Brown announced that Steve Keenan, a graduate student at Northern Illinois
University and Community Development Intern for the past two years, earned top
awards upon graduation. His last day at the Village will be June 30, and tonight is
his last Village Board meeting.
Jim Brown announced that the Planning & Zoning Commission conducted a Public
Hearing on June 17 regarding a change to B-3 zoning classification to permit agricultural use. Pat Jurinek
of New Horizon Homes, stated that they had previously farmed 6 of 8 acres in front of Rolling Meadow
Subdivision prior to building the subdivision. They have unsuccessfully attempted to market the property
for commercial use and would like to revert to the agricultural use. In order to do this, they would need to
rezone the property or apply for a special use which the Village Attorney suggested.

Motion by Blatzer, seconded by Miklos, to move into Executive Session for the purpose of
discussing personnel. Roll call: Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio, Blatzer; ayes. Motion
passed.
XIII. ACTION ON CLOSED SESSION ITEMS
Motion by Stapleton, seconded by Blatzer, to appoint Ryan Holzkopf as a LEMA Volunteer. Voice
vote: 6 ayes. Motion passed.
XIV. ADJOURNMENT
There being no further business, a motion was made by Blatzer, seconded by Sniegowski, to adjourn
the meeting at 8:05 p.m. Voice vote: 6 ayes. Motion passed.
