VILLAGE BOARD MEETING
December 14, 2009
The regular meeting of the Lemont V illage Board was held on Monday, December 14, 2009 at 7:00
p.m., President Brian Reaves presiding. Roll call: Blatzer Chialdikas, Miklos, Sniegowski, Stapleton,
Virgilio; present.
III. CONSENT AGENDA
Motion by Stapleton, seconded by Chialdikas, to approve the following items on the consent agenda
by omnibus vote:

L. Resolution R-66-09 -Resolution Granting a Permanent Public Utility Easement for

Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; ayes. Motion passed.
IV. MAYOR'S REPORT
Mayor Reaves reported that the sales tax figures for the month of September show it as the second
best September ever for sales tax receipts.
Motion by Blatzer, seconded by Miklos to approve a Proclamation for Taylor Papesh. Voice vote:
6 ayes. Motion passed. The Fire Protection District also awarded a certificate to Taylor for his efforts
to secure help for an injured neighbor.
Motion by Miklos, seconded by Sniegowski to open a Public Hearing on the FY 2009 Tax Levy.
Voice vote: 6 ayes. Motion passed. There being no public comment, a motion was made by Blatzer,
seconded by Miklos to close the Public Hearing. Voice vote: 6 ayes. Motion passed.
Chief Kevin Shaughnessy and Mayor Brian Reaves presented Police Departmental awards for
exceptional work by officers on a kidnaping case in September: Commander Greg Smith, Detectives Thad
Mezyk, Scott Hugo, Ed Oria, Daniel Dykshorn, Aras Jonikas, and Canine Officer Brian Kondrat.
Motion by all trustees and seconded by all trustees to approve a Proclamation for Village Attorney
John Antonopoulos. Voice vote: 6 ayes. Motion passed.
Motion by Stapleton and seconded by Blatzer to approve a Proclamation for retiring Village
Administrator Gary Holmes. Voice vote: 6 ayes. Motion passed. Mayors Reaves, Kwasneski, and Piazza
addressed comments along with Steve Rosendahl, Township Supervisor.
A representative from Illinois City Managers Association made a presentation to Gary Holmes on
his retirement.
A Citizen Commendation was awarded to Brendan Brew by Police Chief Kevin Shaughnessy for his
efforts to save a fellow student from an attempted suicide by contacting 9-1-1.

VI. CLERK'S REPORT
Clerk Smollen attended the South & West Municipal Clerks' Association meeting in Homewood on
December 3. The featured speaker was an arborist who spoke on the best trees and plants for open space
areas.
Clerk Smollen also attended the Will County Governmental League meeting in Joliet on December
10 along with the Mayor, Trustees Chialdikas, Miklos and Stapleton, and Village Administrator Gary
Holmes.

Ordinance 0-81-09- Ordinance for the Levying and Assessing of Taxes for the Fiscal year
Commencing May 1, 2009. Motion by Chialdikas, seconded by Virgilio, to adopt said ordinance.

Ordinance 0-82-09 -Ordinance Establishing a Street and Bridge Tax. Motion by Blatzer,

Resolution R-67-09 -Resolution Approving 120 Day Extension of Final Plat for Old Quarry
Office Building.. Motion by Miklos, seconded by Virgilio, to adopt said resolution. Roll call:

Resolution R-68-09 -Resolution Accepting License Agreement with ComEd for West Shore

Resolution R-69-09 -Resolution Authorizing Award of Contract for West Shore Pipeline Water

VII. VILLAGE ATTORNEY REPORT
John Antonopoulos thanked the Board for the opportunity to serve for the past 36 years.
VIII. VILLAGE ADMINISTRATOR REPORT
Gary Holmes reported that there are some items to be discussed in Executive Session.
IX. BOARD REPORTS
Chialdikas Economic Development. The joint Village-Chamber of Commerce 3-50 project was
featured on Friday on NBC news.
Virgilio Downtown Development. Trustee Virgilio announced that Midnight Madness will be held
on Friday, December 18. On Saturday, December 19 from 2:00 - 6:00 p.m., the Kris Kringle
market will be open on Talcott Street. Santa will be available for photos.
X. STAFF REPORTS
Jim Brown Planning & Economic Development. A Preserve America sign for the Village was received
as an award for being named a Preserve America community. The Village Planner was
responsible for putting together the application.
