ORDINANCE AMENDING CHAPTER 10.12 OF THE LEMONT MUNICIPAL CODE
THROUGH, STOP, AND ONE -WAY STREETS
BE IT ORDAINED by the President and Board of Trustees of the Village of Lemont
that the Lemont Municipal Code Chapter 10.12 be amended as follows:
SECTION 1:
10.12.056 All -Way Stopintersections— Designated.
It is unlawful to operate any vehicle in violation of the following posted stop signs:
43. Warner Avenue and Norton Avenue.
SECTION 2: Effective Date: This Ordinance shall be in full force and effect from and after
its passage, approval and publication in the manner provided by law.
SECTION 3: Repealer: All ordinances or parts of ordinances in conflict herewith shall be
and the same are hereby repealed.
The Village Clerk of the Village of Lemont shall certify to the adoption of this
Ordinance and cause the same to be published in pamphlet form.

A study of vehicle traffic was conducted with HI -STAR unit number 2484. The study was done in the North
lane at Warner @ Norton in Lemont, IL in Cook county. The study began on Apr /29/2010 at 05:00:00 AM
and concluded on Apr /30/2010 at 08 :00:00 PM, lasting a total of 39.00 hours. Traffic statistics were recorded
in 2 minute time periods. The total recorded volume showed 502 vehicles passed through the location with a
peak volume of 6 on Apr /30/2010 at [18:20- 18:22] and a minimum volume of 0 on Apr /29 /2010 at
[12:00- 12:02]. The AADT count for this study was 309.
SPEED
Chart 1 lists the values of the speed bins and the total traffic volume for each bin. At least half the vehicles
were traveling in the 21 MPH range or lower. The average speed for all classifed vehicles was 22 MPH with
57.29% vehicles exceeding the posted speed of 20 MPH. The HI -STAR found 0.00 percent of the total
vehicles were traveling in excess of 55 MPH. The mode speed for this traffic study was 21MPH and the
85th percentile was 35.38 MPH.

Chart 2 lists the values of the classification bins and the total traffic volume accumulated for each bin.
Most of the vehicles classified during the study were Passenger Vehicles. The number of Passenger
Vehicles in the study was 353 which represents 89 percent of the total classified vehicles. The number of
Vans & Pickups in the study was 14 which represents 4 percent of the total classified vehicles. The number
of Busses & Trucks in the study was 17 which represents 4 percent of the total classified vehicles. The
number of Tractor Tailers in the study was 14 which represents.4 percent of the total classified vehicles.
