SUMMARY/BACKGROUND
Illinois Street is and IDOT route from New Avenue to Main Street. The intersection of Illinois &
State Street is consistently a maintenance nightmare due to the heavy truck traffic through it.
Trying to get a hold of the IDOT maintenance yard in Joliet has always proved to be difficult
through the years. After 18-24 months of trying to get IDOT to rectify the slipping asphalt
pavement occurring in the Illinois/State intersection, Mayor Egofske was able to get a meeting
with Jose Rios, Region 1 Engineer, on site to show him these issues at this intersection as
well as a little further East on Illinois Street where the sidewalk is failing. Once Mr. Rios saw
the issue at the intersection, he quickly acted to find the best way to repair it.
Through Mr. Rios, another meeting was set up with Jacek Ejmont, at the time the Region 1
Bureau Chief of Maintenance, and a member of the IDOT Joliet maintenance yard to
determine the limits of what needs to be repaired at the Illinois/State intersection. After this
meeting, the next step was to determine who would perform the work.
The Village mentioned that there was an upcoming resurfacing project on State Street that
was going to dead end at Cass Street. If IDOT Joliet maintenance yard was willing to pay for
the additional work at the intersection and meet the Village project at Cass Street, the general
contractor was willing to do the work. At this time, IDOT determined that it would be a better
idea to have this done by and IDOT approved contractor instead of having their Joliet yard
perform the work.
The Village mentioned that there was an upcoming resurfacing project on State Street that
was going to dead end at Cass Street. If IDOT Joliet Maintenance Yard was willing to pay for
the additional work at the intersection and meet the Village project at Cass Street, the general
contractor was willing to do the work. IDOT at this time determined it would be a better idea to
have this done by an IDOT-approved contractor instead of having their Joliet yard perform the
work.
IDOT determined that the Village contract would not be a good idea because it had already
been let out, so this additional work would be considered an extra. Instead, IDOT had two
Archer Avenue resurfacing contracts being let out in early 2026, so they decided to add the
Illinois/State intersection work to one of the Archer contracts.
Throughout this process, it was always the understanding this intersection work would meet
the Village's State Street resurfacing project. While the intersection work was being done, it
came to be that the block of State Street between Cass Street and Illinois Street was not part
of the Archer Avenue plans. When quizzed on this, the IDOT resident engineer told us that his
boss told him that the block between Cass and Illinois is not IDOT maintenance, so it could not
be part of the contract. When further quizzed that this block of State Street is the same
concrete pavement that used to be at the Illinois/State intersection, IDOT just said to check
their jurisdiction map. When the jurisdiction changed from [DOT to Village (for 80% of the
block), no one knows. The cost to resurfacing State Street from Cass Street to Illinois Street is
$75,855.57.
Before the general contractor started the Illinois/State intersection, the Village requested a
quote to see how much it would cost to perform the intersection work at night to minimize the
amount of traffic headaches that would occur if the work occurred during the day. The cost to
do the intersection work at night is $14,483.86.
ANALYSIS
The improvements at the Illinois/State intersection were much needed. The bulk cost of these
improvements was paid for by IDOT Joliet Maintenance yard. The night paving extra was a
request of the Village to not greatly inconvenience Lemont residents. Resurfacing the block of
State Street between Cass Street and Illinois Street was always intended to be part of this
project and leaving that block as -is did not make any sense given the improvements both north
and south of this block.
Staff will continue negotiating with IDOT on the total payment of the resurfacing of State Street
from Cass Street to Illinois Street.

A RESOLUTION AUTHORIZING STATE STREET AND ILLINOIS STREET
INSTERSECTION IMPROVEMENTS PROJECT
WHEREAS the Village of Lemont requires that the Illinois and State Street Intersection
Improvements project including State Street from Illinois Street to Cass Street be completed; and
WHEREAS, the Village seeks to utilize the services of K-Five Construction Corporation
Company for such work; and
WHEREAS, K-Five Construction, 999 Oakmont Plaza Drive, Suite 200, Westmont, IL
60559 submitted proposals as outlined in Exhibits A and B totaling $90,339.43 for such work.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreements attached hereto as Exhibit A and Exhibit B are hereby approved.
SECTION 2:
The Village Administrator and/or designee are hereby authorized to execute the
agreements and to make minor changes to the document prior to execution that do not materially
alter the Village's obligations, to execute any other agreements and documentation as well as to
take any other steps necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.
