SUBJECT: A Resolution Authorizing the Purchase of Police Vehicles

SUMMARY/BACKGROUND
As part of the multi -year capital plan, the Police Department is scheduled to purchase four (4)
new Ford SUV Interceptor Police utility vehicles to replace a portion of the current fleet as part
of the FY27 budget. Ford Motor Company is not accepting orders for Interceptors until
January 2027, and has not set their pricing. Willowbrook Ford is our current preferred vendor
for vehicles and has provided us with Government Pricing for three (3) 2026 Interceptors of
the four (4) approved vehicles that are currently available in their inventory. This estimate
does not include the trade-in values, vehicle build -out, equipment installation, or extended
warranties.
ANALYSIS
The purchase of three (3) in -stock Ford SUV Interceptors of the four (4) approved for
purchase would replace an aging portion of the fleet and lower repair costs during the future.
Any vehicles deemed as trade-ins will have outlived their useful life.
The Police Department was able to obtain Government Pricing from Willowbrook Ford, Inc.
same as the Suburban Purchasing Cooperative. They currently have three (3) of the four (4)
vehicles needed available for purchase in their inventory.
recommend Willowbrook Ford as the vendor for the transaction.

A RESOLUTION AUTHORIZING THE PURCHASE OF POLICE VEHICLES
WHEREAS, the Village of Lemont ("Village") is an Illinois Municipal Corporation
pursuant to the Illinois Constitution of 1970 and the Statutes of the State of Illinois; and
WHEREAS, Village staff obtained a quote for the necessary equipment from
Willowbrook Ford, Inc. The Village has purchase vehicles from Willowbrook Ford, Inc. in the
past, and as they have offered the same governmental price as an otherwise municipal bid price to
the Village; and;
WHEREAS, it has become necessary for the Village of Lemont ("Village") to replace and
upgrade certain vehicles for the Police Department; and;
WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) allows the
Board of Trustees of the Village ("Village Board"), upon a vote of two-thirds of the trustees then
holding office, to waive the requirement for competitive bidding.
WHEREAS, upon receipt and review of the quotes submitted, the President and Village
.Board have determined that it is advisable, necessary and in the best interests of the Village to
accept the bid submitted by Willowbrook Ford for three (3) in -stock 2026 Ford Utility Police
Interceptors at a price not to exceed $140,000 minus trade-in units;
WHEREAS, the Village Board finds that it is necessary, convenient and in the interest of
the Village to authorize the purchase of those police Interceptors.
BE IT RESOLVED by the Village President and Board of Trustees of the Village of
Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION ONE: The foregoing findings and recitals are hereby adopted as Section
One of the Resolution and are incorporated by reference as if set forth verbatim herein.
SECTION TWO: The Village Board hereby accepts the low bid to purchase three (3)
2026 Ford Utility Police Interceptors and accepts the quote from Willowbrook Ford for the
purchase of the necessary equipment at a price not to exceed $140,000 minus trade-in units.
SECTION THREE: The Village Administrator, or his designee, is also hereby authorized
to make payment to Willowbrook Ford, upon delivery of the in -stock Interceptors, in an amount
not to exceed $140,000 minus trade-in units, and to take any other steps necessary to carry out this
Resolution.
SECTION FOUR: This Resolution shall be in full force and effect from and after its
passage and approval as provided by law.
APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DUPAGE, ILLINOIS on
this 13th DAY OF JULY 2026.
