SUMMARY/BACKGROUND
Water Resources Inc. has been supplying the Village with water meters for approximately 29
years. Last Fiscal Year, Ferguson Enterprises acquired Water Resources and continued
supplying the Village with the same water meters and necessary equipment. Fiscal Year
2026-2027 the Village anticipates approximately $200,000.00 of water meter new construction
and replacements. Due to the Village's history with Ferguson Enterprises LLC DBA Water
Resources Inc. and the technology integration that the meters have with the Village's systems,
staff recommends that bids be waived, and the Board approve the purchase of meters from
Ferguson Enterprises LLC DBA Water Resources.

A RESOLUTION APPROVING THE PURCHASE OF WATER METERS FROM
FERGUSON ENTERPRISES LLC FY27
WHEREAS, it has become necessary for the Village of Lemont "Village" to replace
certain water meters throughout the Village; and
WHEREAS, the Village has purchased water meters from Ferguson Enterprises LLC
DBA Water Resources last Fiscal Year; and
WHEREAS, the relationship between the Village and Ferguson Enterprises LLC DBA
Water Resources has been satisfactory to the Village; and
WHEREAS, the water meters to be provided by Ferguson Enterprises LLC DBA Water
Resources are compatible with the Village's existing systems and infrastructure; and
WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65ILCS 5/8-9-1) allows the
Board of Trustees of the Village ("Village Board") upon a vote of two-thirds of the trustees then
holding office, to waive the requirements for competitive bidding; and
WHEREAS, The Village Board has determined that it is advisable, necessary, and in the
best interest of the Village to waive competitive bidding and authorized the purchase of water
meters from Ferguson Enterprises LLC DBA Water Resources at a price not to exceed
$200,000.00.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The Foregoing findings and recitals are hereby adopted as section One of this Resolution
and are incorporated by reference as if set forth verbatim herein.
SECTION 2:
Waiver of Public Bid Requirements and Authority to Purchase. The Village Board hereby
waives the competitive bidding requirements otherwise applicable to the purchase of water
meters from Ferguson Enterprises LLC DBA Water Resources at a price not to exceed
$200,000.00.
SECTION 3:
The Village Administrator or his designee is hereby authorized to execute any documents
and take any other steps necessary to purchase water meters from Ferguson Enterprises LLC
DBA Water Resources at a price not to exceed $200,000.00, and to otherwise conduct this
resolution.
SECTION 4:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND DUPAGE, ILLINOIS, ON
