Archer Avenue to the Institutional (INT) Zoning District DATE: April 27, 2026 SUMMARY/BACKGROUND The Village of Lemont is requesting approval to rezone approximately 3.74 acres of Village - owned property located at 12490 Derby Road and 12421 S. Archer Avenue from the R-1 Single -Family Residential District to the INT Institutional District. The property was purchased and later annexed in 2021 and is currently improved with a water tower and salt storage facility, with additional public works improvements planned. ANALYSIS This rezoning is an administrative alignment of zoning with the property's existing and planned municipal uses. The current R-1 designation does not reflect the site's function or suitability for residential use. The INT district is intended to accommodate governmental and public service uses and provides the appropriate zoning framework moving forward. Given Village ownership, existing infrastructure, and the site's essential public service function, the rezoning supports operational efficiency and the continued delivery of core services, such as road maintenance and utilities. The Planning & Zoning Commission held a public hearing on April 8, 2026, and recommended approval of the request. Consistency with Village Policy STAFF RECOMMENDATION Approval of the ordinance rezoning the subject property to the INT Institutional District. FORZLEY JANELLE KITTRIDGE KEN MCCLAFFERTY KEVIN SHAUGHNESSY RICK SNIEGOWSKI RON STAPLETON Trustees Published in pamphlet form by authority of the Village President and Board of Trustees of the Village of Lemont on -4---A-2026 ORDINANCE NO.O- -26 AN ORDINANCE REZONING APPROXIMATELY 3.74 ACRES OF PROPERTY LOCATED AT 12490 DERBY ROAD AND 12421 SOUTH ARCHER AVENUE, LEMONT, ILLINOIS TO THE INSTITUTIONAL (INT) ZONING DISTRICT WHEREAS, the Village of Lemont (the "Village") is an Illinois municipal corporation located in Cook, DuPage, and Will Counties, Illinois; and WHEREAS, the Village of Lemont is the owner of certain real property commonly known as 12490 Derby Road and 12421 South Archer Avenue, Lemont, Illinois, consisting of approximately 3.74 acres, and legally described in Exhibit A attached hereto and made a part hereof (the "Subject Property"); and WHEREAS, the Subject Property was annexed into the corporate limits of the Village of Lemont pursuant to Ordinance 0-53-21; and WHEREAS, the Village has requested that the Subject Property be rezoned from the R-1 Single -Family Residential District to the Institutional (INT) Zoning District pursuant to the Village of Lemont Unified Development Ordinance; and WHEREAS, a public hearing concerning the proposed rezoning was held before the Planning & Zoning Commission at its regular meeting on April 8, 2026, after due notice as required by law; and WHEREAS, following the public hearing, the Planning & Zoning Commission voted to recommend approval of the proposed rezoning; and WHEREAS, the proposed rezoning will align the zoning classification with the existing and planned municipal use of the property and will promote the public health, safety, and welfare of the Village. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Lemont, Cook, DuPage, and Will Counties, Illinois, as follows: Section 1: The foregoing recitals are hereby incorporated into and made a part of this Ordinance as though fully set forth herein. Section 2: The Subject Property, legally described in Exhibit A attached hereto and made a part hereof, is hereby rezoned to the Institutional (INT) Zoning District pursuant to the Village of Lemont Unified Development Ordinance. Section 3: If any section, paragraph, clause, or provision of this Ordinance shall be held invalid, such invalidity shall not affect the validity of the remaining provisions of this Ordinance. Section 4: All ordinances, resolutions, motions, or orders in conflict with this Ordinance are hereby repealed to the extent of such conflict. Section 5: This Ordinance shall be in frill force and effect upon its passage, approval, and publication as provided by law.
