SUMMARY/BACKGROUND
Eight (8) bids were received on Apri 3, 2026, for the Parking Garage Improvements Phase II
project, which work consists of necessary parking garage repairs for the Village Parking
Garage located at 340 River Street. Repairs include concrete sealer, epoxy crack injection,
structural repair of concrete, silicone joint sealer and all appurtenant construction.
The low bid amount was submitted by Berglund Construction Company, in the amount of
$130,000.00.
ANALYSIS
The Parking Garage Improvements Phase II project is consistent with Village's 5-year Capital
Plan. The bid is below the Engineer's Estimate and what was budgeted in the Village's 5-year
Capital Plan. There is a chance Phase II could be the last phase needed to complete the
remaining repairs in the Parking Garage. $255,000.00 is included in the FY27 Budget for this
project.

RESOLUTION NO. R- 31 -26
A RESOLUTION APPROVING AWARD OF CONTRACT PARKING GARAGE
IMPROVEMENTS PHASE II
WHEREAS the Village of Lemont requires that the Parking Garage Improvements Phase
II project be completed; and
WHEREAS, the Village seeks to utilize the services of Berglund Construction Company
for such work; and
WHEREAS, Berglund Construction Company, 8410 S. Cicero, Chicago, IL 60617
submitted a low bid for such work in the amount of $130,000.00.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreement attached hereto as Exhibit A is hereby approved.
SECTION 2:
The Village Administrator is hereby authorized to execute the agreement and to make
minor changes to the document prior to execution that do not materially alter the Village's
obligations, to execute any other agreements and documentation as well as to take any other steps
necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAiE OF LEMONT, COUNTIES OF COOK, WILL, AND DUPAGE, ILLINOIS,

We have analyzed the bid documents and checked them for accuracy and found Berglund Construction Company
of Chicago, Illinois to be the lowest qualified bidder. The total is below what was budgeted. HR Green, Inc.
recommends awarding the contract to Berglund Construction Company using the prices as show in the bid
tabulation. As with all unit price contracts, the final project amount will be determined after completion of the work.
