SUMMARY/BACKGROUND
Six (6) bids were received on March 13, 2026, for the Public Works Annex Site Improvements
project, which work consists of the remaining site work needed at the Public Works Annex site.
The work items for the project shall include but is not limited to site grading, hot -mix asphalt
paving, site lighting, water and sewer connections for pole barn structure, construction of
concrete walls for material storage, and site landscaping.
The low bid amount was submitted by McGill Construction, LLC, 21227 S. 80th Avenue,
Frankfort, IL 60423, in the amount of $757,337.88.
ANALYSIS
The Public Works Annex Site Improvements project is consistent with the Village's 5-year
Capital Plan. The low bid came in higher than expected/budgeted, so Public Works reached
out to a local fencing contractor to get a separate bid just for the fencing. This bid would be
cheaper than to install the fence per contract, so the fencing ($131,506.50) will be removed
from this contract. McGill Construction LLC has been made aware of this and has approved
moving forward without the fencing in their contract.

A RESOLUTION APPROVING AWARD OF CONTRACT
PUBLIC WORKS ANNEX SITE IMPROVEMENTS
WHEREAS the Village of Lemont requires that the Public Works Annex Site
Improvements project be completed; and
WHEREAS, the Village seeks to utilize the services of McGill Construction LLC, 21227
S. 8W' Avenue, Frankfort, IL 60423 Inc. for such work; and
WHEREAS, McGill Construction LLC submitted a low bid for such work in the amount
of $757,337.88.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreement attached hereto as Exhibit A is hereby approved.
SECTION 2:
The Village Administrator is hereby authorized to execute the agreement and to make
minor changes to the document prior to execution that do not materially alter the Village's
obligations, to execute any other agreements and documentation as well as to take any other steps
necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.

THE VILLAGE OF LEMONT, CO TIES OF COOK, WILL, AND DUPAGE, ILLINOIS,

Contract for Public Works Annex Site Improvements Project
1. THIS AGREEMENT, made and concluded the , day of rn Ala the Village of
Lemont, acting by and through the Village Administrator as the party of the first part, and
McGill Construction LLC 21227 S. 801h Avenue, Frankfort, IL 60423, his/their executors,
administrators, successors or assigns, known as the party of the second part.
2. WITNESSETH: That for and in consideration of the payments and agreements
mentioned in the Proposal hereto attached, to be made and performed by the party of the first
part and according to the terms expressed in the Bond referring to these presents, the party of
the second part agrees with said party of the first part at his/their own proper cost and expense
to do all the work, furnish all the materials and all labor necessary to complete the work in
accordance with the Plans and Specifications hereinafter described, and in full compliance with
all of the terms of this agreement and the requirements of the Engineer under it.
3. AND, it is also understood and agreed that the Notice to Contractors, Special Provisions,
Proposal and Contract Bond hereto attached, and the Plans as prepared by HR Green, Inc. and
designated as Public Works Annex Site Improvements Project all essential documents of this
Contract, and are a part hereto.
4. IN WITNESS WHEREOF, the said parties have executed these presents on the date
above mentioned.
