SUMMARY/BACKGROUND
FGM Architects has requested a Preliminary Planned Unit Development (PUD) on behalf of
the Lemont Fire Protection District following annexation and rezoning to the Institutional (INT)
District. The request would allow construction of a 32,000-square-foot fire station on 3.68
acres at the northeast corner of 127th Street and Walter Street, combining four parcels. Three
apparatus bays face 127th Street and site circulation is designed for emergency vehicles. The
PUD also includes UDO deviations related to building height, an interim side setback while an
existing home remains, the Electronic Message Center (EMC) sign, and a wider emergency
access curb cut.

The future land use for the subject property is Neighborhood Retail (NR).
Planning & Zoning Commission (PZC)
A public hearing to discuss the PUD for Station 1 was held on December 3, 2025. The PZC
recommended 6-0 to approve the Preliminary PUD for the Lemont Fire Protection District
(LFPD) Station 1.
Committee of the Whole (COW)
The COW discussed the proposed LFPD Station at 2 meetings - December 15, 2025 and
January 26, 2026.

WHEREAS, Jacob McLaughlin of FGM Architects (the "Petitioner"), is acting on behalf
of the owner of the property covering approximately 3.68-acres on 4 parcels located at 15783,
15747, and 15723 1271h Street (PINS# 22-29-309-004-0000; 22-29-309-005-0000, 22-29-309-
006-0000 and 22-29-309-007-0000), legally described in Exhibit A (hereinafter referred to as the
"Subject Property"); and
WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois
Municipal Code, Title 17 Unified Development Ordinance ("UDO") seeking a special use for a
preliminary planned unit development (PUD), consisting of the following (hereinafter referred to
as "LFPD Station 1 Preliminary PUD"):
1. Plat of Subdivision by Vanderstappen Land Surveying, Inc. dated 11/26/2025,
attached hereto and incorporated herein as Exhibit B; and
2. Preliminary Engineering Plans for Lemont Fire Station 1 by FGMA Architects dated
9/12/2025, attached hereto and incorporated herein as Exhibit C; and
3. Stormwater Report by Eriksson Engineering Associates Ltd. dated 9/9/2025, attached
hereto and incorporated herein as Exhibit D; and
4. Preliminary Landscaping Plans by FGMA Architects dated 10/6/2025, attached
hereto and incorporated herein as Exhibit E; and
5. Traffic Report by Eriksson Engineering Associates, Ltd. dated 9/8/2025, attached
hereto and incorporated herein as Exhibit F; and
6. Lemont Fire Station 1 Photometric Plans by FGMA Architects dated 9/12/2025,
attached hereto and incorporated herein as Exhibit G; and
7. Exterior and Sign Elevations by FGMA Architects dated 10/21 /2025, attached hereto
and incorporated herein as Exhibit H; and
8. Colored Renderings for Lemont Fire Station 1 dated 10/16/2025, attached hereto and
incorporated herein as Exhibit I; and
WHEREAS, the Planning and Zoning Commission of the Village of Lemont, Illinois
conducted a public hearing on December 3, 2025, for the Preliminary Planned Unit
Development approval request and voted 6-0 to recommend approval of the Preliminary
Planned Unit Development (PUD); and

WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by
law and was published in the Daily Southtown, a newspaper of general circulation within the
Village; and
WHEREAS, the Village President and Board of Trustees have reviewed the matter herein
and have determined that the requested Preliminary Planned Unit Development is in the best
interest of public health, safety, and welfare of the residents of the Village of Lemont, and hereby
adopts the finding of facts as set forth in Exhibit J.
NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village
of Lemont, Cook, DuPage and Will County, Illinois as follows:
SECTION ONE: The foregoing findings and recitals are hereby adopted as Section One
of this Ordinance and are incorporated by reference as if set forth verbatim herein.
SECTION TWO: A Special Use for a Preliminary Planned Unit Development (PUD) and
approval of the Preliminary Plat for the Subject Property are hereby granted as provided and
conditioned in this Ordinance.
SECTION THREE: Conditions. The Special Use for the Preliminary Planned Unit
Development (PUD) shall have the following conditions.
1. General Conditions. Unless otherwise approved by the Village Board, the Subject
Property shall be developed and maintained in accordance with the Village Code, the
conditions of this Ordinance, and the plans and documents incorporated as Exhibits to
this Ordinance. Any substantial deviation from the approved Preliminary Planned Unit
Development plans shall require approval of an amendment to this Ordinance by the
Village Board.
2. Prior to Final PUD approval, the following plans shall be applied for and submitted for
approval to the Village:
a) Final engineering plan,
b) Final photometric plan,
c) Final landscape plan, and
d) Final architectural plans.
3. Specific Conditions. The following specific conditions shall apply:
a) Final PUD Plan. An application for Final PUD is required at the time of Final PUD
submittal.
b) Departures from Zoning Standards. The following departures from the UDO are a
part of this PUD and ordinance:

1. Building Height. Section 17.07.010 & Table 17-07-01 — To allow a building
height of 36.33 feet in the Institutional (INT) District, as indicated in Exhibit
H; and
2. Side Yard Setback (Existing Residence). Section 17.07.010 & Table 17-07-
01 — To allow a reduced side yard setback of 17 feet between the proposed
fire station building and the existing residence located at 15723 127th Street,
which residence may remain on the property on an interim basis, as indicated
in Exhibit C; and
3. Electronic Message Center Sign. Section 17.11.200 — To allow an Electronic
Message Center sign on 127th Street, as indicated in Exhibit H; and
4. Electronic Message Center Sign Area. Section 17.11.200 — To allow the
Electronic Message Center sign to exceed 33% of the total sign area, as
indicated in Exhibit H; and
5. Detention Basin Side Slopes. Section 17.29.020.F1.C2 — To allow side
slopes of the dry detention pond to be 3:1, as indicated in Exhibit C; and
6. Curb Cut Width. Engineering Detail LS-3 — To allow a curb cut along 127th
Street greater than 35 feet, as indicated in Exhibit C.
c) Outstanding Comments. The Petitioner must address all comments forthcoming in
the Final plan reviews by the Consulting Planner, Village Engineer, Village Arborist,
Village Ecologist, Village Plumber and Fire Marshal, prior to Final PUD approval.
d) Preliminary Plat. The Preliminary Plat approved herein shall be subject to final
engineering review and approval by the Village prior to approval and recording of the
Final Plat of Subdivision.
e) Existing Residence. The existing residence located at 15723 127th Street may remain
on the property on an interim basis. Upon removal or demolition of the residence, the
side yard setback condition associated with the structure shall no longer apply.
SECTION FOUR: The preliminary planned unit development (PUD) approval shall
lapse in the event the Petitioner does not file a complete application for Final PUD approval
within one (1) year of the date of this Ordinance, unless otherwise extended by the President and
Board of Trustees of the Village.
SECTION FIVE: That the Village Clerk of the Village of Lemont be and is directed
hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois,
made and provided.
SECTION SIX: That this Ordinance shall be in full force and effect from and after its
passage, approval and publication as provided by law.
SECTION SEVEN: All ordinances in conflict herewith are hereby repealed to the extent
of such conflict.

PRELIMINARY STORM WATER NARRATIVE
The proposed Lemont Fire Station 1 project is located at the northeast corner of 127th Street and Walter
Street in Lemont, IL. 127th Street forms the south boundary of the site, Walter Street bounds the site to
the west, the north boundary of the site is formed by a residential lot and a lot belonging to the Lemont
Public Library, and the eastern boundary is formed by another residential property. This property to the
east is intended to be purchased and used for future development of the site. Coordination with the
owner of the property has resulted in an agreement that the Lemont Fire Protection District may encroach
upon their property, and as such, the new Lemont Fire Station 1 is located partially on that property.
The project includes the construction of a new fire station, a new parking lot, stormwater management
facilities, a water main loop, and a sanitary main extension. Demolition of several trees and grading of the
site will be necessary. There will be three driveways installed on site. One driveway is located on 127th
street and will be connected to the apparatus bay of the fire station serving as the main dispatch point for
emergency vehicles. Two other driveways will be installed along Walter Street, with the southernmost of
the two driveways being a right -in only.
EXISTING CONDITIONS
The site currently contains three individual parcels. The property to the east, which will be purchased in
the future, is one individual parcel. The three parcels that are part of the current Fire Protection District
property have been vacated prior to construction. Historically, all three parcels have been used as
residential homes. The property is 2.76-acres and consists of roughly 9.22% impervious surfaces and
0.96% gravel surfaces. Since the project encroaches on the property to the east, the project area is slightly
larger than the property at 2.86 acres with 8.92% impervious area and 0.92% gravel surfaces with a
composite runoff curve number (CN) of 81.71. There are no existing stormwater management facilities
within the property, however the site drains overland towards the center of the north property line,
flowing directly into the Lemont Public Library's stormwater management system. The site includes wells
and septic systems that will be removed in the demolition phase of this project.
PROPOSED CONDITIONS
GEOMETRICS
The proposed site will consist of a new fire station building, a new parking lot with pedestrian walks, and
stormwater management facilities. There will be three driveways installed on site. One driveway is located
on 127th street and will be connected to the apparatus bay of the fire station serving as the main dispatch
point for emergency vehicles. Two other driveways will be installed along Walter Street, with the
southernmost of the two driveways being a right -in only. The proposed property will include three parcels
consolidated into one property with a slight encroachment on the property to the east. The property to
the east will eventually be purchased by the fire protection district for future expansion. The proposed
2.86-acre site will be 58.90% impervious with a composite runoff curve number (CN) of 90.60.

UTILITIES
Water
A new water service will be needed to provide the new fire station with sufficient domestic and fire flows.
To construct this service, a water main loop is proposed to be installed on site
Sanitary
A new sanitary sewer service will be needed to accommodate the proposed wastewater flow from the
new building. At the northwest corner of the site, there is a sanitary main which will be extended along
the Walter Street right-of-way. This extension will include one new manhole where the proposed service
will be connected.
STORMWATER MANAGEMENT
The site will be subject to MWRD runoff control, volume control, and detention storage requirements. In
the existing condition of the site, stormwater flows overland across the site from south to north,
eventually discharging into the Lemont Public Library stormwater system. It is the intent of the design to
maintain this stormwater discharge point while considering the potential for negative impacts in the event
of excessive flows.
Stormwater is collected through a network of catch basins and conveyed through underground pipes
which ultimately discharge to the proposed dry -bottom stormwater basin. The existing drainage pattern
of the site is intended to be maintained, including the discharge to the library's stormwater management
system.
Volume Control
The project area contains 1.684 acres of impervious area, which results in a volume control requirement
of 0.140 acre-feet. This storage will be contained upstream of the proposed detention basin in a series of
catch basins and perforated pipes surrounded by well -draining stone to promote infiltration into the soil
below. The designed facility contains 0.147 acre-feet of volume control storage allowing for a reduced
composite runoff curve number of 85.47.
Detention Storage
The detention storage requirement for the site was determined using the MWRD nomograph method and
is based on Bulletin 75 rainfall data. The results of this analysis is included in the appendices of this report.
This site is tributary to the Calumet -Sag channel, which has the maximum allowable release rate of 0.300
cfs/acre. The total allowable release rate for this site is 0.858 cfs.
Per the MWRD methodology, the project area has a composite runoff curve number of 90.60, and after
considering volume control storage provided, the adjusted composite runoff curve number is 85.47. Storm
water detention for the proposed project area is provided through a dry -bottom detention basin. The dry -
bottom detention basin will be located on the north side of the site. The runoff from the proposed building
will be collected via internal roof drains/downspouts and will be discharged from the north side of the
building to an adjacent storm structure. The outlet control structure will be designed to ensure the runoff
from the 100-year, 24-hour rainfall event will not exceed regulatory requirements. Under the 100-year,

24-hour storm, the high-water level of the basin is elevation 743.96. A restrictor structure will be provided
to constrain the release rate below the allowable release rate of 0.858 cfs mentioned above. This restrictor
will be a 3.5625" cored hole in an MWRD-style plate restrictor, providing a release rate of 0.84 cfs.
Considering these factors, the detention requirement at the actual release rate is 0.883 ac-ft. The
proposed basin holds 0.89 ac-ft of detention storage at the high water level.
Runoff Control
The tributary area to the basin includes the 2.86 acres of the project area. This area has a composite C
value of 0.72, which, using the rational method, equates to a peak 100-year inflow of 19.21 cfs. Along the
crest of the berm which forms the detention basin, a 30-foot-long notch is proposed as an emergency
overflow weir to handle this runoff. In the condition of a clogged restrictor and unavailable detention
storage, this 19.21 cfs flow is routed overland to the same discharge point as the detention basin. The 30-
foot-long notch in the berm can convey 27.58 cfs at a spill elevation of 744.50 and a crest elevation of
745.00. The nearest on -site finished floor elevation is 750.50.
Downstream Impacts
The site discharges into the major stormwater system associated with the Lemont Public Library, as it was
in the existing conditions. To ensure that the construction of the fire station site does not adversely impact
the downstream library, a calculation has been provided in Appendix 1 ensuring that the emergency
overflow spillway from the library site is able to handle the 100-Year Runoff Rate from both the library
site and the fire station site while retaining the 1-foot buffer between the crest of the overflow and the
finished floor elevation. The sidewalk north of the library serves as the emergency overflow spillway for
the library site. At a crest elevation of 733.55, this overflow weir can convey 41.74 cfs. The 100-year runoff
rate from the combined sites equates to 35.83 cfs.

Lemont, Illinois
This traffic report summarizes a traffic study for a proposed fire station located on the northeast corner of
Walter Street at 127th Street in Lemont, Illinois. The site is currently vacant. Access to the station will be
provided by a full access drive and an inbound only drive on Walter Street. An emergency vehicle full access
drive will be provided on 127th Street.
The purpose of this study was to examine existing and future traffic conditions around the site, assess the
impact that the proposed station will have on traffic conditions in the area, and determine if any roadway or
access improvements are necessary to accommodate the station traffic.
Site Location and Area Land -Use
The site is located on the northeast corner of Walter Street at 127th Street and is vacant. Land uses in the
vicinity of the site are single-family homes and a public library to the north, commercial buildings to the east,
a shopping center and single-family homes to the south, and office buildings, a day care, a post office, and
single-family homes to the west. Figure 1 illustrates the site location and the adjacent roadways. (All figures
are located at the end of the report)
Roadway Characteristics
A description of the area roadways providing access to the site is provided below:
Walter Street is a north -south local roadway with one travel lane in each direction and has a posted speed
limit of 20 mph. On street parking is allowed on both sides of the road except for a 130' section on the east
side of the road beginning at the intersection of 127th Street. There is a two-way stop -controlled intersection
at 127th Street with a crosswalk and stop sign on the north leg of the intersection and a median left turn
lane on the west leg of the intersection. Walter Street is under the jurisdiction of the Village of Lemont.
127th Street is an east -west major collector roadway with one travel lane in each direction and has a posted
speed limit of 35 mph. On street parking is not allowed on either side of the road at any time. At its intersection
with Emerald Drive, there is a dedicated left turn lane on the east leg of the intersection and a stop sign and
crosswalk on the south leg of the intersection. 127th Street is under the jurisdiction of the Cook County
Department of Transportation and Highways.
Emerald Drive is a north -south local roadway with one travel lane in each direction and has a posted speed
limit of 20 mph. On street parking is not allowed on either side of the road at any time. Emerald Drive is under
the jurisdiction of the Village of Lemont.
Figure 2 illustrates the existing roadway geometrics.
Existing Traffic Volumes
Weekday morning (6:00 AM to 8:00 A.M.) and afternoon (4:00 P.M. to 6:00 P.M.) peak traffic counts were
collected on Wednesday August 611, 2025, at the intersections of 127th Street at Walter Street and at
Emerald Street. Fire department staffing schedule consists of 24-hour shifts starting and ending at 7:00
AM. Incoming staff generally arrives before 7:00 AM and departing staff leave after 7:00 AM. Administrative
staff works from 8:00 AM to 5:00 PM. The traffic volumes were analyzed for the periods of 7:00 to 8:00 AM

and 5:00 to 6:00 PM when staff traffic occurs at the station. The existing traffic volumes are shown in Figure
3 and included in the Appendix.
Site Development Plan
The proposed plan is to construct a new fire station with a single full access driveway and a one-way
entrance driveway on Walter Street with an additional full access driveway on 127'h Street for emergency
vehicles only. The driveways along Walter Street provide access to the emergency vehicle bays and to the
staff parking lot. The driveway along 1271h Street provides access to the emergency vehicle bays.
Site Trip Generation
Traffic volumes generated by the fire station are based on the fire department's staffing plan. Fire
department staffing schedule consists of 24-hour shifts starting or ending at 7:00 AM. Generally incoming
staff arrive at 7:00 AM and departing staff leave after 7:00 AM. The incoming administrative staff arrive at
8:00 AM and depart at 5:00 PM. The traffic study is based on the 7-person firefighter and 14-person
administrative staff shifts. Table 1 summarized the proposed site traffic volumes. Overall, the amount of
fire station traffic is minimal.

Directional Distribution
The trip distribution for an institutional development is based on a combination of the road network, the
existing traffic flows, and fire district boundaries. The trip distribution for the site is shown on Table 2 and
Figure 4.

Station traffic was assigned to the road system and access drives based on the directional distribution from
Table 2. Figure 5 illustrates the traffic assignment of the vehicle trips at the station.
Total Traffic Volumes
Total traffic volumes are a combination of the existing traffic volumes, projected non -site growth in those
volumes, and the site related traffic. Traffic projections were estimated for a period of five years in the future
after construction (Year 2031). A regional growth rate of 1.1 % per year was applied to Walter Street, 127th
Street, and Emerald Drive to obtain the base 2031 volumes (see Figure 6). The growth rates were provided
by the Chicago Metropolitan Agency for Planning. The volumes from Figure 6 were combined with the site
volumes (Figure 5) to generate the Year 2031 total traffic volumes are shown on Figure 7.
Intersection Capacity Analyses
To determine the operation of the study area intersections and the access drives, intersection capacity
analyses were conducted for the existing and projected traffic volumes. An intersection's ability to

accommodate traffic flow is based on the average control delay experienced by vehicles passing through
the intersection. The intersection and individual traffic movements are assigned a level of service (LOS),
ranging from A to F based on the control delay created by a traffic signal or stop sign. Control delay consists
of the initial deceleration delay, queue move -up time, stopped delay, and final acceleration delay. LOS A
has the best traffic flow and least delay. LOS E represents saturated or at capacity conditions. LOS F
experiences oversaturated conditions and extensive delays. The Highway Capacity Manual definitions for
levels of service and the corresponding control delay for both signalized and unsignalized intersections are
shown in Table 3.

Capacity analyses were conducted for each intersection using the SYNCHRO capacity software to
determine the existing and future operations of the road network and access system. These analyses were
performed for the weekday morning and evening peak -hours. The capacity analyses are summarized in
Table 4 and are included in the Appendix.

1271h Street at Walter Street
The intersection of 127th Street and Walter Street is currently operating at an acceptable level of service for
the southbound approach during morning peak hours. Due to increase in evening peak hour volumes on
127'h Street, the level of service falls is E or F. However, it is important to note that it is not uncommon for
vehicles entering a major collector roadway from a side street to have a level of service of F. In addition,
site traffic annual growth is a contributing factor which decreases of the level of service. Additional traffic

volume generated form the proposed site will have little impact to the level of service. No further roadway
improvements at the intersection are required.
127th Street at Emerald Drive
The intersection of 1271h Street and Emerald Drive is currently operating at an acceptable level of service.
Additional traffic generated from the proposed site will have little impact to the level of service. No further
roadway improvements are required.
Walter Street at North Access Drive
The proposed intersection at the fire station has one inbound lane and one outbound lane, under stop sign
control. Due to the low volume of station traffic, the inbound and outbound traffic will operate well.
Emergency vehicles returning to the station will also use this drive. Any emergency vehicle maneuvering
to the emergency bays will enter view the North Access Drive.
Walter Street at South Access Drive
The proposed intersection at the South Access Drive of the fire station will be inbound only and can be
accessed by vehicles entering from the southbound and northbound directions on Walter Street. Due to the
low volumes of station traffic, the inbound and outbound traffic will operate well.
Emergency Vehicle Drive
Advance warning signs alerting drivers of the emergency drive should be places 305 feet east and west of
the drive on 127th Street. The signs should be a W11-8 with a firetruck silhouette (30"x30") with an AHEAD
sign mounter below (24"x13"). Next to the drive, another W11-8 sign with a WHEN FLASHING sign
(24"x12") and solar powered flashing yellow beacon should be provided. An opticon device in front of the
station driveway on 127th Street will trigger the flashing lights.
Conclusions
Based on the following analyses, the following conclusions were developed:
1. The total volume of station traffic that will be generated is minimal (7-14 vph).
2. The results of the capacity analyses indicate that the existing roadway system will have sufficient
reserve capacity to accommodate the stations traffic volumes.
3. The proposed fire station has an all -access drive under stop sign control and a left/right inbound
only drive. Additionally, a vehicles bay will only be used to exit the site by emergency vehicles.
4. Fire station warning signs with flashing lights should be installed on 127th Street to alert motorists
that an emergency vehicle is leaving the station.

FINDINGS. Based upon the evidence and testimony presented during the public hearing, the
Lemont Village Board of Trustees finds the following:
1. The Lemont 2030 Comprehensive Plan's future land use map designates the subject site
as Neighborhood Retail (NR).
2. While the proposed use is outside the expectations of the Neighborhood Retail (NR)
future land use designation, the facility supports the Comprehensive Plan's objectives
related to public safety, emergency response services, and community infrastructure.
The LFPD Station 1 PUD sufficiently meets the standards for PUD objectives found in
§ 17.08.010 C.
4. The proposed fire station should improve emergency response capabilities and provide an
essential public safety service to the residents and businesses of the Village of Lemont.
